Recently, in social networks I read one interesting opinion of a man who admonishes military retirees that they “whine” because they do not increase their military pension. Because it is already quite high and military pensioners are not the poorest.

I also want to use my constitutional right and, as a veteran of the Armed Forces of the Russian Federation, a major reserve, I cannot agree with the phrase “whine” and that it (the pension) is quite high. I know for sure that we didn’t “ache” when the lieutenants from dawn to dusk spent time not with my family, but in the barracks. When from the comfort we only had the soldiers' beds and mattresses in the old, out-of-date houses, and everything else was on the street. When did the standards for "officer triathlon: water, firewood, slop." When weekends and holidays were weekdays for us. When in the 90s we were not paid a monthly allowance for the 3 – 4 of the month, and we didn’t go out into the square and didn’t knock on the asphalt with helmets. We really had other helmets. And they did their duty to protect their homeland and their people, according to the oath taken. And this is not pathos. It is a fact of life.

“Pensioners make up a quarter of the population of Russia, and, according to experts, for many of them pension payments are the main, almost indispensable source of their income ...” - Vladimir Putin once said.

Pension payments to military pensioners are determined by Decree of the President of the Russian Federation of 7 in May 2012 of the year No. 604 “On the further improvement of military service in the Russian Federation” and the Federal Law of February 12 of 1993 of the year No. 4468-I “On the provision of pensions to military service personnel cases, the State Fire Service, drug and psychotropic substances control authorities, institutions and bodies of the penitentiary system, and their families. ”

So, my pension on 30 September 2015, 14 440 rub. This is with the 20-year service. By the resolution of the Kursk region administration No. 423 in the region, the minimum subsistence basket in the second quarter of 2015 of the year was set at 7123 rubles. Then, after paying for the gas meter, water, electricity, and other utility services, in the end, it remains in the hands of about 3000 rubles. Answer yourself: a big pension?

Again, Federal Law No. 4468-I has limited the payment of a full and well-deserved pension of military retirees to the size of 54%. And the remaining 46% is planned to pay, adding on 2,5% annually. I will return to this accrual system below. By limiting pensions, the State Duma deputies, apparently, made an exception for certain categories of servicemen. For example, participants of the Second World War. After all, members of the Russian government headed by the prime minister, deputies of the State Duma, especially during the Victory Day celebration - 9 in May, claim that they are in indebted debt to the veterans' feat and will do everything to make the rest of their lives worthy.

In fact, they did not make such an exception. If we consider that the youngest veteran is only 90 years old, then in 120 years they will receive a fully deserved retirement pension. If it were so, I would be more happy than others, because my father, a participant in the Great Patriotic War - 90 years. Unfortunately, no exceptions were made to participants in the hostilities in Afghanistan, Chechnya, South Ossetia, and others.

So maybe no one ever made an exception? Alas. Made. I quote: “an exception is for judges of the Military Collegium of the Supreme Court of the Russian Federation and military courts, prosecutors (including military personnel of the military prosecutor’s office) and employees of the Investigative Committee of the Russian Federation (including military investigative bodies of the Investigative Committee of the Russian Federation), retired persons from the above persons and members their families. " I think for this category have made such an exception for their "high professionalism." Only they did not see the corpus delicti of the former Russian defense minister, Anatoly Serdyukov, who was allegedly misled by his subordinates.

After all, both the president and the prime minister on television say that social programs will be implemented in full. I began to understand. It turns out everything is legal. Deputies of the State Duma, their colleagues from the Federation Council of the Russian Federation adopted an amendment to the Federal Law “On the suspension of part of 2 Art. 43 of the Russian Federation "On the pension provision of persons serving in the military, serving in the internal affairs bodies, the State Fire Service, the narcotic drugs and psychotropic substances control agencies, institutions and bodies of the penitentiary system, and their families" in connection with the Federal Law “On the Federal Budget for 2015 year and for the planning period of 2016 and 2017”, which was adopted by the State Duma of the Russian Federation on November 21 and approved by the Federation Council of November 26 on 2014. In a word, there is no money for us, military pensioners. Indexing will not be. And you know what the rationale? From the transcript of the meeting of the State Duma of the Russian Federation: “The bill was introduced by the Deputy Minister of Finance of the Russian Federation, Leonid Gornin, who said that thanks to the proposed changes, the military pension would increase 1,65 times.” What is it like? Without increasing by 2,5% - increase in 1,65 times.

Can the "servants of the people" live better than the people themselves? Apparently they can.

Ahead of the question: where to get the money? Criticize easily. I answer.

The “saved” money from cuts of our pensions almost 2 should have remained. Reduce significantly the salaries of officials and reduce the bureaucratic apparatus by at least 25 – 30%. Only having reduced, not to arrange them in other state or municipal bodies, and as mere mortals - on the labor exchange, in the center of employment. Let them try to find work like ordinary people, especially if their age will be more than 45 years. To run with the issued “runner” and then try to explain why citizens do not want to work as loaders, janitors and janitors with two higher educations. To adjust the salaries of employees of state corporations. In private companies, their own business. They spend their personal earned money. And on the salary of officials go money from taxes, which we deduct. To return the money stolen by various officials, and this is several billion rubles, and others.

There is also a reserve. Most of the officers go to stock in 45 years. The main part after the dismissal continues to work. From them, as well as from all employees, the FNT transfers 22% to the Pension Fund. Let roughly calculate. According to Rosstat, military pensioners are about 40 million people.
