      Well, not everything is so bad, since the late 90s, more command and other special vehicles have been upgraded in order to "maintain the required level of mobility." Quite a lot of equipment was modernized on the BTR-60 \ 70 platforms; BRDM-2. The work was mainly in the unification of the MTO, and for the BRDM and the suspension, with the BTR-80. The work was carried out in Arzamas, repair enterprises of the Ministry of Defense of Russia and Belarus. Obviously, this is one of these machines, experiencing a "second youth". I think this makes sense (for MP units) , because the BTR-60 has more buoyancy than 80s.

Are they targets for the enemy? I understand that it is interesting to look at the crawling out armored personnel carriers, but the commander of the ship is minus one point. In addition, in combat conditions, I think, the BDK commander would not have turned off the main engine, and the jack on the BDK is raised, which means that they almost stopped in the parking lot.
