Day of the Russian military commissariats
The 2015 spring draft of the year is not similar to all previous ones, if only for the first time that young people living in the Republic of Crimea and Sevastopol are recruited into the army of the Russian Federation. Crimeans and Sevastopol will serve in military units stationed in the Crimean Federal District. On the peculiarities of the appeal of young Crimeans to the portal "CrimeaInform" told the head of the department of training and recruitment of citizens for military service of the military commissariat of the Republic of Crimea Vadim Meshalkin:
Vadim Meshalkin confirms information that Crimeans under the age of 27 years who have served in conscription in the Ukrainian army will not be called up again (already in the Russian army). In addition, the representative of the military commissariat of the Republic of Crimea notes another important feature. According to him, the legislation of Ukraine imposed more stringent demands on conscripts, including for health reasons. If a young man has been declared unfit to serve in the Armed Forces by the Ukrainian medical commissions, but he expresses a desire to serve in the Russian army, then he can undergo a repeat medical examination that can open his way to army service. Vadim Meshalkin specifies that this does not mean at all that a young man with “any ailments” will be called upon to serve in the Russian army at his will. In the end, everything is decided on the medical commission and after a separate interview with the staff of the military commissariat.
However, it is worth returning from the routine of the military registration and enlistment offices for the holiday of their employees. Why is 8 of April defined as the official holiday date? The reason is that it was 8 of April, in 1918, on the basis of the Decree of the Council of People's Commissars, called “On the establishment of volost, district, provincial and district commissariats for military affairs” and military registration offices appeared in the form that can be considered a prototype of modern ones.
According to the deep conviction of citizens trying not to go into the details of the work of the military commissariats, these organizations are exclusively engaged in putting the citizens on military registration, calling up and withdrawing from military registration.
In fact, the responsibilities of military enlistment offices are much broader. The military registration and enlistment offices keep records of military equipment, work with privates, sergeants and officers of the reserve, provide support to the families of dead and deceased servicemen, and organize joint work with the local government to promote military service both on conscription and on contract.
Presidential Decree No. 1132 “On Approval of the Statute on Military Commissariats” of September 1 of 2007 lists the main tasks of military enlistment offices, consisting of the 41 item. Among these points there are:
organization and maintenance of military registration;
organizing, with the assistance of the executive authorities of the constituent entities of the Russian Federation and the local governments of the municipal formations, work on the moral and psychological support for the mobilization of human and transport resources;
control over the targeted use of subventions granted to local governments of municipalities for the implementation of the powers delegated to them by the Russian Federation to carry out primary military registration in territories where there are no military commissariats;
organization of work on the training of citizens in the military accounting specialties of soldiers, sailors, sergeants and petty officers in public associations and educational institutions of primary and secondary vocational education;
the selection of citizens who are in reserve, to be called up for military service, for military training;
notification of family members of servicemen who died or died while undergoing military service;
interaction with employment service bodies in retraining and employment of citizens dismissed from military service and members of their families;
organizing and carrying out information work on the issues of pensions for citizens dismissed from military service and their family members, and providing them with social guarantees established by the legislation of the Russian Federation.
As you can see, the range of tasks is more than wide, and, accordingly, the amount of work performed by the officers of the military commissariats is truly great.
