Parliamentarians of the Luhansk People's Republic adopted the law “On mobilization preparation and mobilization”. The document defines legal relations in the field of mobilization and mobilization training in the LPR, establishes the rights, duties and responsibilities of all state authorities, local governments, republican enterprises and organizations regardless of their form of ownership. The document defines the range of powers of the head of the LC in the field of mobilization measures, including the procedure for recruiting citizens for military service. The head of the LNR People’s Council, Alexei Karyakin, said that the age for military service of Luhansk will be determined by additional orders. At the same time, Karyakin emphasized that women would not be called upon by the authorities of the republic, even if the situation in the republic becomes extremely tense.

The law implies, if necessary, to call up any citizen of the republic in the ranks of the armed forces of the LPR, although we have enough voluntary forces that serve.
Many Ukrainian media had time to go with the materials that declared “general mobilization of the population” in the LC. However, parliamentarians of the Luhansk People's Republic say that the emergence of the law “On mobilization preparation and mobilization” should not be confused with general mobilization.
