Chavez Relay
Already more than 15 months in the midst of the world left and Latin American elites, there is a discussion about who will be the real heir to the disgraced Venezuelan president, who has forever earned his reputation as the number one fighter with North American imperialism, military dictatorships that carry out his orders, doing the dirty work of suppressing movements and with international organizations promoting the United States and NATO.
However, the remaining four competitors, one after another retreat before the president of Bolivia. Nicolas Maduro does not in any way possess the charisma and intellect of his predecessor. Raul Castro is increasingly focused on the internal problems of the Republic of Cuba, avoiding unnecessary confrontation with Washington on trivial matters. Daniel Ortega has already lost a significant part of his revolutionary image, thanks, not least to criticism and revelations from his former comrades from the already opposition Sandinista Update Movement. Until recently, Rafael Correa is trying to maintain the position of the leader of anti-globalization not only among Latin American presidents, but also among world economists. His autumn visit to Moscow and Minsk only added to his authority. However, his elite origin and pacifism (he himself admitted that he did not know how to shoot in an interview with the French newspaper Le Monde) prevent disadvantaged professional revolutionaries from Latin America and the entire Third World (like the Mexican Comandante Marcos - real name Rafael Vicente Guillen) to recognize him as their leader.
Therefore, the leadership of Evo Morales among the Latin American and world left-wing radicals is indisputable. He successfully directs his ideology - Indeanism into the mainstream of anti-Americanism. While still in opposition, as the leader of the Movement to Socialism, Evo Morales accused the US Embassy in La Paz of organizing terrorist attacks in the country, with the aim of destabilizing.
He is of Aymara Indian origin. Was born in 1960. in a poor large family, in an abandoned village in the Andes, he lived modestly and worked hard, replenishing his intellectual potential by reading political and historical books. His attempt to take the presidency by parliamentary means in 2002. ended in failure. Then he led the actions of civil disobedience, in which, first of all, the so-called "cocaleros" (peasants who grow coca), as well as trade unions, civic associations and Indian organizations participated. These actions led to the blocking of highways and clashes with the police. The conservative president and vice president were forced to resign. An early presidential election was called, which was won by Evo Morales and Alvaro Garcia Linera, a left-wing intellectual whom the Russian Latin American political scientist Zbigniew Ivanovsky considers the “gray eminence” of the government.
Their first thing after the victory was the lifting of the ban on the cultivation of coca, which is the main consumer product for Bolivians. They established state control over oil and gas fields (thus striking a blow at Western TNCs), hoping to solve the country's social problems. In terms of gas reserves, Bolivia ranks second in Latin America, but 60% of the population lives below the poverty line. Subsequently, Evo Morales and Alvaro Garcia Liner announced the nationalization of all the country's natural resources, including energy and rare metals (gold and silver). They halved their salaries and the salaries of ministers and members of parliament. Evo Morales publicly promised that his rule would turn into a "nightmare" for the United States and declared George W. Bush, Jr., "the only terrorist on the planet." He is often in Caracas, Havana, Managua and Quito, demonstrating the solidarity of the leaders of the five countries in countering Washington and the "new world order." Venezuela, Cuba, Nicaragua, Ecuador, Bolivia formed the economic and military-political bloc ALBA, directed against the USA. His rise to power stimulated the activization of Indian organizations in Peru and Ecuador, predetermining the victories in the presidential elections, first of all, by the left-wing radical Rafael Correa (twice already), and then by the nationalist Indianist Ollanta Humal.
Evo Morales and Álvaro Garcia Liner put an end to the semi-colonial state and created a new Bolivia, in which representatives of indigenous peoples are already completing military schools, joining the administration, working in the Supreme Court. They replaced the traditional political elite in the country, which was formed over the centuries by the descendants of Spanish descendants and immigrants. Their words, that they rule in the name of the Indian majority, mean a symbolic return to the medieval Inca Empire.
Bearing in mind that the late Hugo Chavez did not miss the chance to emphasize his Indian roots, one can say that Latin (mostly South) America is undergoing an Indian revolution.
In a short form, the ideology of the Indean revolution in Bolivia was presented by Alvaro Garcia Liner, especially for Russian-speaking readers in the brochure “Clarifications on the Democratic and Cultural Revolution in Bolivia”. He emphasizes that “in the colonial period, and then after independence, the Bolivian people were not only forced to exist in complete oblivion and discrimination, but were also the object of exploitation and violence”.
In his opinion, even “The 1952 Revolution of the Year, the outcome of which was great achievements in recognizing the rights of citizens: universal suffrage, the transfer of land to the peasants, the rise of industry” 3 Indian peoples' demands for full integration into society were forgotten. Based on the experience of the revolutionary struggle, an Indian-peasant movement emerged, the purpose of which "was to create a new government capable of changing the structure of the state in the name of the coexistence of various groups of the Bolivian people." In 1995, it united into a “Political Tool in the Struggle for the Sovereignty of Peoples” and then transformed into a “Movement to Socialism.” After Evo Morales won the 2005 year, she began to control the fate of the country. “Having traveled from resistance and defended her rights to seizing power , the Native American movement realized the need to take control of the state and begin its transformation, having built, ultimately, its own new state. ”Now the majority of representatives of the majority are Indians and mestizos. For the first time in Bolivia, a white el she does not have the power in its entirety. The new ruling class does not have a high public salaries and therefore does not become a bureaucratic class.
After the suppression of resistance in his country, Evo Morales took up the main enemy of peaceful coexistence of peoples, in the conditions of racial equality and social justice - the United States. In order to isolate the most powerful imperialist force from developing countries and peoples, it is necessary, first of all, to crack down on its main tool in international relations - the UN and specifically the Security Council. This organization has already outlived itself and turned into a fiction.
It is worth noting that Evo Morales and Alvaro García Liener encounter serious resistance from the white population of Spanish origin, living in a compact manner in the richest province of Santa Cruz. His demands go as far as separatism - the leaders of the white Bolivians believe that they will be able independently to build a new state on a racially-ethnic basis, where there will be no place for the Indians. It is still not entirely clear whether the grave catastrophe that occurred on 22 in June of this year and entailed numerous human casualties is a sabotage by white militants against social stability?
At the BRICS meeting in Brazil, where Dilma Ruseff invited all her South American colleagues, Evo Morales met with Vladimir Putin. The Russian president stressed that diplomatic relations between the two countries (which next year will be 70 years old) must be filled with trade and economic ties. “Your country is one of the largest gas producers, you supply it here (to Brazil) and to Argentina. I know that the first steps have already been taken between our collaboration companies. ” Vladimir Putin stressed that other Russian companies are showing interest in working in Bolivia, namely in the energy sector. In the future, this partnership will create jobs, develop the Bolivian economy. Morales' answer was also specific: he invited Rosneft to work in Bolivia. He attaches particular importance to investment cooperation with this company and, in general, expects a deepening of relations. Bearing in mind that Gazprom is already developing the Bolivian location of Asero, expectations are being realized.
Evo Morales stressed that the condition for the successful development of the Bolivian hydrocarbon industry was its nationalization. He said: “We are no longer a country that fears the outside world. Nationalization freed us economically. We strongly welcome foreign investment in our economy. ” According to him, preference is given precisely to Russian companies in various fields. In addition to hydrocarbon, noted still mining.
Bolivia is interested in obtaining Russian loans. The president specified: “In the field of technology transfer, we would like to know how we could use Russian loans.” Given the scale of the country, this is unlikely to make it difficult for Russia.
A protocol-diplomatic question arises: why was Bolivia not included in the program of Vladimir Putin’s Latin American journey? Bearing in mind that she is a founding member of the radical association of the Latin American countries of the ALBA and at the UN, her representative voted against the anti-Russian resolution related to the annexation of the Crimea! In addition, it was after a visit to Moscow, Ego Morales was denied a flight through the territory of many EU countries, and he was even detained at the Vienna airport, and the whole world learned that the President of Bolivia had been to the Russian Federation. There can be only one answer: in a distant South American country, the construction of "narco-socialism" has been officially announced. Although, after this, Morales announced tough measures against drug traffickers. But Vladimir Putin, all the same, cannot afford to officially raise the level of relations with such a state too high. But, informally, they will develop incrementally, in the foreseeable future. At least, as long as both presidents remain in their posts. In this regard, it is worth recalling that the Ego Morales will be re-elected this fall. There is no doubt about its success.
