Many have probably heard about the “Ost Master Plan”, according to which Nazi Germany was going to “master” the lands it conquered in the East. However, this document was classified by the top leadership of the Third Reich, many of its component parts and applications were destroyed at the end of the war. And just now, in December 2009, this ominous document was finally published. At the Nuremberg trial only a six-page excerpt from this plan appeared. She is known in the historical-scientific environment as “Comments and proposals of the Eastern Ministry on the“ Master Plan “Ost”. As established at the Nuremberg Trials, these “comments and suggestions” were drawn up on 27 on April 1942 by an employee of the Ministry of the Eastern Territories E.Vettsel after reading the draft plan prepared by the PCHA. Strictly speaking, it was on this document that, until very recently, all research was based on the Nazi plans for the enslavement of the “Eastern Territories”.
On the other hand, some revisionists could argue that this document was just a draft drawn up by a minor official of one of the ministries, and he had nothing to do with real politics. However, at the end of the 80-s, the text of the Ost plan was found in the federal archive of the Federal Republic of Germany, and Hitler’s final text of the Ost plan was found; some documents from there were presented at the exhibition in 1991.

As a matter of fact, the German government’s plan to “free up living space” for the Germans and other “Germanic peoples”, which envisaged the “Germanization” of Eastern Europe and mass ethnic cleansing of the local population, did not spontaneously arise, and not from scratch. The first scientific developments in this direction were started by the German scientific community under Kaiser Wilhelm II, when no one heard about National Socialism, and Hitler himself was only a thin rural boy.
As a group of German historians clarifies (Isabel Heinemann, Willi Oberkrome, Sabine Schleiermacher, Patrick Wagner) in the study “Science, Planning, Exile:“ The General Plan “Ost” of National Socialists ”:“ Since 1900 about racial anthropology and eugenics, or racial hygiene can be spoken of as a definite direction in the development of science at the national and international levels. Under national socialism, these sciences reached the position of leading disciplines that supplied the regime with methods and principles to justify racial politics. There was no exact and uniform definition of "race". Conducted racial studies raised the question of the relationship between "race" and "living space."
At the same time, “the political culture of Germany already in the Kaiser Empire was open to thinking with nationalistic concepts. The rapid dynamics of the modernization of the early twentieth century. It has greatly changed the way of life, everyday habits and values and caused concern about the “degeneration” of the “German entity”. “Salvation” from this annoying experience of a turning-point era lay, it seemed, in the re-realization of the “eternal” values of the peasant “nationality.”
However, the way in which German society set out to return to these "eternal peasant values" was chosen very peculiar - the seizure of land from other nations, mainly to the East from Germany. Already in the First World War, after German forces captured the western lands of the Russian Empire, the occupation authorities began to reflect on the new state and ethnic order for these lands. In the discussion on the goals of war, these expectations were concretized. For example, the liberal historian Meineke said: “Can not Kurland also be ... useful to us as land for peasant colonization if the Latvians are expelled to Russia? Previously, this would have been considered fantastic, but it is not so impracticable. ”
The not so liberal General Rohrbach put it more simply: “The land conquered by the German sword should serve only the good of the German people. The rest can roll away. ” Such were the plans to create a new "popular soil" in the East as early as the beginning of the twentieth century.
At about the same time, German scientists began to assert that “appearance, spiritual, psychological and cultural values“ allow us to conclude that the Nordic race is superior. Therefore, we must put an end to the confusion of the races in order to prevent degeneration. ” So Hitler had only to collect these “scientific ingredients”, to synthesize both the “racial theory” and the idea of a new “living space”. What he basically did in his book "Mein Kampf" in 1925.
But it was only a journalistic brochure. The real military seizures of vast territories inhabited by tens of millions of people prompted the Nazi leadership to approach the issue with a truly German method. Thus, the “Ost Master Plan” was created.
The aforementioned group of German researchers reports that “in June 1942 of the year, agronomist scientist Konrad Mayer delivered a memo to the SS Reichsführer SS G. Himmler. This document became known as the “Ost Master Plan”. He personifies the criminal nature of the National Socialist policy and the unprincipledness of the experts who participated in it. “The Ost master plan envisaged settling 5 million Germans in annexed Poland and in the occupied western lands of the Soviet Union. Millions of Slavic and Jewish inhabitants were to be enslaved, expelled or destroyed.

At the same time, the Historical Memory Foundation “insists that the plan was developed in 1941 by the Imperial Security Directorate General. However, this apparent contradiction, since the German authors clarify that “in the period between 1940 and 1943. Himmler ordered the development of a total of five options for the violent reorganization of Eastern Europe. Together, they formed a comprehensive plan called the Ost Master Plan. Four options came from the Reich Commissar’s Office for Strengthening German Statehood (RKF), and one came from the Main Directorate of National Security (RSHA).
In the approaches to this issue, these departments had some “stylistic” differences. As German authors admit, “according to the plans of the RSHA on November 1941, the 31 million people of the“ alien population ”were to be deported to the East or killed. For 14 million "aliens" planned future slaves. “Conrad Meier’s Ost Master Plan of June 1942 put the emphasis in a different way: the local population now should not be forcibly deported, but“ relocated ”inside the seized areas to collective farm lands. But this plan also envisaged a reduction in the population as a result of large-scale forced labor and the forced "liquidation of cities" (Entstädterung). In the future, it was about the vast majority of the population to destroy or condemn to starvation. ”
However, the plan "Ost" was preceded by the "Rosenberg plan." It was a project developed by the Reichsministries of the occupied territories, headed by Alfred Rosenberg. 9 May 1941, Rosenberg presented to the Führer a draft policy directive in the territories to be occupied as a result of aggression against the USSR.
Rosenberg proposed the creation of five governorates on the territory of the USSR. Hitler spoke against the autonomy of Ukraine and replaced for it the term “governorship” with “Reich Commissariat”. As a result, Rosenberg’s ideas took the following forms of embodiment.
The first - the Reichskommissariat "Ostland" - was supposed to include Estonia, Latvia and Lithuania. “Ostland”, where, according to Rosenberg, the population lived with “Aryan” blood, was subject to full Germanization for two generations.
The second governorship - the Reichskommissariat "Ukraine" - included Eastern Galicia (known in the fascist terminology as the "District Galicia"), the Crimea, a number of territories along the Don and Volga, and also the land of the Volga Region, which had been abolished by the Soviet Autonomous Republic of the Volga Germans.
The third governorship was called the Reichskommissariat "Caucasus", and separated Russia from the Black Sea.
Fourth - Russia to the Urals.
The fifth governorship was to be Turkestan.
However, this plan seemed “half-hearted” to Hitler, and he demanded more radical solutions. In the situation of German military successes, he was replaced by the “Ost Master Plan, which generally arranged Hitler.
According to this plan, the Nazis wanted to relocate 10 million Germans to the “eastern lands”, and from there to evict 30 million people, and not only Russians, to Siberia. Many of those who glorify Hitler’s accomplices as freedom fighters would also have to be deported if Hitler won. Over the Urals, 85% Lithuanians, 75% Belarusians, 65% Western Ukrainians, 75% residents of the rest of Ukraine, according to 50% - Latvians and Estonians were supposed to be evicted. By the way, about the Crimean Tatars, about which our liberal intelligentsia loved to lament, and whose leaders continue to swing their rights to this day. In case of victory of Germany, which most of their ancestors so faithfully served, they would still have to be deported from the Crimea. Crimea was supposed to be a "purely Aryan" territory called Gotengau. There the Führer wanted to relocate his beloved Tyrolese.
The plans of Hitler and his associates, as is well known, thanks to the courage and tremendous sacrifices of the Soviet people failed. However, it is worth reading the following paragraphs of the “comments” to the “Ost” plan mentioned above - and see that some of his “creative heritage” continues to be realized, and without the participation of the Nazis.
