Shale gas, gaskets and nasty "green men"
Two posts on the same topic came one after another. 15 April it became known that the construction of the first reconnaissance tower under Slavyansk was postponed. The next day, the UNIAN news agency reported that the Lviv Regional Administrative Court held the first meeting in a lawsuit filed by Igor Guk from Lviv to the Lviv Regional Council on the cancellation of an agreement on shale gas production in Oleska Square, located in Lviv region. The argument is that the agreement did not pass the examination and was not agreed by local councils.
At first glance, this lawsuit does not look serious. Just think, some citizen, albeit environmentally and legally conscious, is trying to appeal the contract, which could bring Ukraine $ 20 billion in investment in shale gas. In fact, they say knowledgeable sources, Hooke in this case Zits-claimant, if I may say so, by analogy with Zits-chairman. It’s all about intrigues around the project, which theoretically is called upon to free Ukraine from Russian gas dependence, but in practice it’s a bluff, for which those who want to cut a little bubble are fighting for it.
The main paradox of the shale “project of the century” is that the current profile official who should supervise him ex officio - the Minister of Ecology and Natural Resources Andrei Mokhnik - belongs to the party that stubbornly opposed the conclusion of these agreements. As you may have guessed, this is "Freedom."
From the very beginning of the project “Freedom”, as best she could, put sticks in the wheels of transnational corporations, who were watching the black soil we sung in ballads. And in this the nestlings of the nest “pagnabokov” were consistent (for the time being).
In January, 2013 th, they criticized the contract with Shell signed in Davos by the then President Viktor Yanukovych on the development of shale gas deposits in Ukraine. The impression was that the “Svoboda” were extremely annoyed by the face of the guarantor of the Constitution in a group picture with smiling representatives of the British-Dutch monster.
They also did not like the fact that the project was completely saddled by the people of the Minister of Fuel and Energy Edward Stavitsky. They didn’t like it so much that immediately after the victory of the revolution, they smashed his office, his father’s office and casual tenant business partners. So to say, "served" out of turn.
What did the extreme nationalists not like in the contracts, which, as it were, relieve us of the "klyatskogo moskalskogo gas"? It seems that they did not like the fact that their interest was not in the development of the Yuzovsky field (Donetsk and Kharkiv regions), nor, what is particularly disappointing, Chevron’s plans for the Olesk field located in Lviv and Ivano-Frankivsk regions.
Therefore, when for the start of exploration it took the permission of local regional councils, for the Yuzovsky deposit, Kharkiv and Donetsk regional councils gave it, and in Lviv and Ivano-Frankivsk regions, where the majority of Freedom, is not. The official excuse is hydraulic fracturing, which will harm our native ecology.
It got to the point that Irina Fahrion urged the villagers to go with a pitchfork on the Chevron. And the other “Freedom” lady, Irina Sekh, who served as head of the Verkhovna Rada Committee on Environmental Policy, insisted that the producers of shale gas would come and take land from the people for “so-called public needs”.
Americans have long walked around the national and environmentally “Svidomo” radicals, offering them various public and private benefits. In the end, they stepped on the throat of their own song, arranged for Oleg Pyagniboku a voyage overseas and meetings at a high enough political level. In general, everything that he could not have dreamed of because of his anti-Semitic "clogging", which, by definition, did not like the Americans.
After this relax trip, the Freedom leader relented and, at a meeting with representatives of the European Business Association, said that Freedom, in principle, supports shale gas production, but wants to control ... the hydraulic fracturing.
“Irina Seh, as the head of the environmental committee, places special emphasis on ecology. But officially the party does not say “no” to shale gas, we say “yes, but ...”, said Pyagnybok then. - We have three questions - environmental safety, community participation in decision-making and distribution of profits. If all of them are removed, we, of course, will support the production of shale gas. ”
In general, positions for bargaining were announced. The Americans podnapryaglis, showed generosity, and the Western-Ukrainian glad finally gave consent. But then began the "pro-European unrest", Maidan and snipers. And foreign investors slowed down a bit.
And then there was a coup. Or the victory of democracy over evil demons. This is who understands how. The season of the Crimea came, "green men" and wandering armored vehicles. It became somehow not to practical work. In addition, the chief curator of the project on behalf of the anti-people regime, Energy Minister Edward Stavitsky, was set aside and subjected to preventative pogrom. And this made it possible to change the project participants from the Ukrainian side.
After a short time, it became known that Shell completed the drilling of a second exploratory well, which is located in the Bliznyukovsky district of the Kharkiv region, and stopped there. But Chevron, engaged in the development of shale deposits of the Olessky area, did not even have time to conclude an operational agreement with the state-owned enterprise Nadra Olessky. Therefore, it has not come close to research and only “closely monitors the development of the situation in the country”.
It is quite possible that the company was watching not only the situation in the country, but the behavior of the Minister of Environment Andrei Mokhnik, who is considered close in views to the sworn enemy of the shale project Irina Sekh. And the minister behaved strangely. On the one hand, it was obvious that he was not against it, but on the other - according to rumors, investors felt: “there will be no kin,” they will not get anything.
Knowledgeable people say that all because of the "strip", which the new government would like to update. These are the co-founders of the projects, the national company Nadra of Ukraine, as well as a certain private company SPK-Geoservice. The new government believes that this company was introduced into the project artificially for individuals to receive large financial resources from shale. And that it is close to the “anti-people regime”, therefore it is subject to “execution”.
The task of the minister is to convey to the Americans that they need to make a decision at a meeting of shareholders to exclude "SEC-Geoservice" from the shale project. And (this is the personal opinion of the author) replaced by another company close to the winners of the Maidan. And more specifically - to the party "Freedom". Those who understand the situation, do not mind. For them, what does it matter to whom to pay the “corruption tax”.
Officially, it was announced on March 15, when representatives of Shell, the British ambassador, the deputy minister of energy and coal industry and the minister of ecology and natural resources met at a seminar and held a press conference.
Mokhnik said that the issue of withdrawing the “company-laying” from the contracts for the extraction of shale gas in Ukraine is being resolved. The government is considering several different options for eliminating the middleman from shale gas agreements with foreign investors.
In turn, Graham Tiley, Vice-President for Shell Exploration and Production for Ukraine, asked if this would entail a review of the entire agreement, responded that "this matter is only for the Ukrainian side, as it concerns an additional operational agreement."
However, foreign investors are cunning. In exchange for a change in the “gasket”, they want the project conditions regarding production sharing to be revised. Of course, in their favor. So far there is no such agreement, and the works will be carried out exclusively “virtually”, citing the threat of war in the east of Ukraine.
Foreign experts have already started talking about the fact that the “project of the century” is beginning to stretch in time. “The implementation of the shale project in Ukraine may be postponed at least until the 2017 of the year, or even until the 2020 of the year,” said Andrew Neff, an analyst with the international agency IHS Global Insight. - Currently, work on finding shale "blue fuel" suspended. We can talk about their renewal only after the resolution of the Crimean crisis and the announcement of the results of the presidential and parliamentary elections in the country. ” In general, the myth of a large shale gas, it seems, is beginning to turn into a "balloon" that is about to be blown away ...
