Former Minister of Geology of the USSR did not take the award from the hands of Medvedev
The former Minister of Geology of the USSR Yevgeny Kozlovsky gave a harsh rebuke to the current government. Protesting against the “talentless management of the Russian economy”, Doctor of Technical Sciences, Professor, Honored Worker of Science and Technology of the RSFSR Kozlovsky refused to accept the Certificate of Merit of the President of the Russian Federation, publishing a letter of appeal to Dmitry Medvedev on the Internet in support of his position.“I was informed that by your 02 Order of February 2011, I was awarded the Certificate of Honor of the President of the Russian Federation for merit in education and many years of fruitful work. Unfortunately, I can not accept the specified Certificate of Honor ... ”- writes Kozlovsky.
And explains the reasons. Firstly, this is a personal insult, arising from the comparison of his award with the one that the president honored, in his opinion, the “traitor of the USSR” Mikhail Gorbachev, who was awarded the Order of St. Andrew the First-Called.
After that, the professor turns to business criticism: “Our government feels a great commitment to the“ artistic world ”, and you often deign to meet with their representatives. But I don’t remember a case when you met with the people of the Cause and in a business-like manner discussed strategic issues of the development of the country's economy, problems of organizational and technical improvement. ”
And even accuses the president of distorting the facts: “You stressed:“ The dependence of our economy on raw materials did not arise at the time when Putin was president, but already 40 years ago. It takes a long time to change this. ” So, 40 years ago (in 1970), the share of fuel and energy products in the structure of exports of the USSR was 15,7%. The same goods in the structure of Russian exports in 2008 amounted to 67,8% (!). But the fact is that in those days the export of machinery and equipment was 21,5% (in 2008 g. - 4,9%), food and agricultural raw materials 8,9% (in 2008 g. - 2%). Before treating a patient, as you know, a correct diagnosis must be made! ”
Kozlovsky’s diagnosis is unequivocal: “It happened because most of the industrial and industrial potential inherited from the USSR was practically ruined as a result of talentless management of the Russian economy!”.
According to the professor, to blame everything on the fact that the country has a “raw material economy” is unprofessional, since “this is a great advantage, a gift from above,” and “the ability to use this economy of easily earned (primarily oil) money for a breakthrough and technological improvement of the state - this is the task of the country's leadership. ”
Kozlovsky very lowly evaluates the prospects for the country's mineral resource complex in the future, since “the destruction of the country's geological service, the main core of the strategic study of the subsoil, the scientific level of search support, has happened”.
At the same time, he clearly identifies issues to which, in his opinion, it is necessary to pay paramount attention: “In Russia, there is no strategy and philosophy of the state’s development”, which “should determine the political, moral and practical activities of the government and its subordinate structures”. “97% of the country's population ... consider that they can in no way influence the decisions made by the authorities, and, naturally, are not responsible for them. This return to a scheme of social antagonism - “we” and “they” - deprives modernization of the chances of success. ”

By the way, this is the first refusal of the presidential award by a scholar and state figure of this level. During the reign of the “tandem”, 10 people refused from state awards. Three veterans of the Great Patriotic War refused awards because of lack of attention of local authorities to their everyday problems. One award was returned by the father of the deceased fighter of the Sergiev Posad riot police because of a biased investigation of his death. Chernobylets returned the award, because his daughters were not assigned a disability. The former party leader returned all awards in protest against Russia's military policy. One veteran of the Second World War is against poverty in the country. The former politician is against the candidacy of a senator appointed “under pressure”. The former military man is against the “unfair court decision”. The most famous “otkaznik” for all this time was the actor Vakhtang Kikabidze, in August 2008 of the year he refused the Order of Friendship “in protest against the actions of the Russian Federation against Georgia”.

I was informed that by your 02 Order of February 2011, I was awarded the Certificate of Honor of the President of the Russian Federation for achievements in the field of education and many years of fruitful work.
Unfortunately, I can not accept this Certificate of Honor for the following reasons.
First, in the same period, your decree was awarded the highest order of Russia - the Order of Andrew the First-Called traitor to my homeland - the USSR, its destroyer and traitor Gorbachev. We, veterans, regard the process of its awarding as a mockery of us, past history our country - the USSR. Your act caused bewilderment and can not be justified from any side! Instead of uniting the people in this difficult period for Russia, you made an “apple” of contention, committed an act that could not be interpreted in favor of the Western world, who boldly “celebrated” the 80 anniversary of the traitor to the business he allegedly served!
Secondly, in connection with my 80 anniversary, the Academic Council of the Russian State Geological Survey University, of which I am a professor, introduced me, in accordance with the status of the Order, to award the Order of Merit to the Fatherland of the second degree, assessing my personal participation in strengthening mineral resource base of the USSR-Russia, many years of productive work in the Far East and as Minister of Geology of the USSR (1975-1989). Coincidentally, the major discoveries of many types of minerals fall on the specified period of my activity. For me, the opinion of my colleagues is the highest moral award!
And I am sincerely grateful to the scientific community for such a high appreciation of my work! And awarded or not - this is the second question!

I am naturally opposed to the opinion that exists in the highest strata of the state that our fault is that Russia has a “raw materials economy”. I believe that this is a great advantage, a gift from above! But the ability to use this economy is easily earned (in the first place, oil) money for a breakthrough, technological improvement of the state - this is the task of the country's leadership. On this "little ass" his skill in public administration and the level of professionalism are tested! Isn't this the main root of our troubles for twenty years ?!
As for the prospects for the mineral resource complex (MSC), they are now extremely low. One of the main reasons for the difficult condition of the MSC is that the geological service of the country has been destroyed - the main core of the strategic study of the subsoil, the scientific level of search support. The material base of geology has been undermined, many regional geological organizations have collapsed, many organizations are ill-conceivedly reoriented and, as a result, the level of personnel training has decreased.
It is impossible not to dwell on the main issues arising from the above:
1. In Russia, there is no strategy and philosophy of development of the state. Meanwhile, they should determine the political, moral and practical activities of the government and its subordinate structures. It should not be forgotten that the USSR largely destroyed dogmatism, the absence of a deep study of the prospects for the development of society and the state, the absence of an instrument of global thinking and a true state of affairs in the world and country. Considering that we have been pushing in place for two decades, we have not drawn conclusions from the past even now! Modern Russia is in a socio-economic, political and ideological impasse. However, 97% of the country's population, according to sociologists, believe that they can in no way influence the decisions made by the authorities, and, naturally, are not responsible for them. This return to the scheme of social antagonism - "we" and "they" - deprives modernization of the chances of success.
Thus, the social aspect, the realization of the dreams of its civilized imperatives in the renewal and development of Russia is now no less important than technological and economic innovations.
One of the most important technologies at present is the design algorithm of the future. These are methods for analyzing trends, anticipating future changes, analyzing possible scenarios for developing events, assessing and managing risks. This is not an accident! Today, in order to make serious, farsighted decisions in the most important spheres of life - social, economic, educational, military, technological, and a number of others, you need to look at 25-30 years in the future!
2. The political line of the state should open the possibility of a strategic economic development path of the state with a clear idea of the goals, priorities, regional plans, national security, etc. This is the most important element of combining the efforts of the people, organizations, enterprises. The outbreak of the global crisis hit the Russian economy seriously. If in the USA and European countries it manifested itself in the economic decline measured by only a few percentage points, in Russia the GDP for 2009 a year decreased by 8%, industrial production - by 9%. The volume of investments in the economy has significantly decreased, and the state budget deficit has arisen, which, naturally, has affected the prospective plans for exploration, as mentioned above. The severity of the crisis in Russia is explained, in particular, by the fact that during the relatively prosperous period of the Russian economy in the 2000-2008. practically nothing was done to hedge against possible impending adverse situations.
We believe that the effective policy of Russia in the field of national mineral and raw material security requires taking into account the consequences of the globalization of mineral resources and determining the role of our country in the future world mineral and raw material provision.
For the reasons stated above, I cannot accept the Certificate of Honor of the President of the Russian Federation, but I will be sincerely grateful if you, Mr. President, think about what I wrote you in this necessary message!
