Russia is threatened by new revolutions in Central Asia
The second sad conclusion is that the deputies do not know how to maintain stability in this strategically important region for Russia. Head of the Committee on CIS Affairs of the State Duma A. Ostrovsky He called the position of Moscow changeable and pro-American.
In fact, the discussion was opened by Deputy Foreign Minister Grigory Karasin, he acknowledged that, despite the current stability in the Central Asian states, the danger for them is constantly increasing.
The main threat comes from Afghanistan, Afghanistan has become a territory that has become the main supplier of drugs on the planet and, besides, extremist Islamic influence. Grigory Karasin: “You can talk about the heroin aggression coming from the territory of Afghanistan, the Afghan trace can also be traced in the Islamist movements in the territory of Uzbekistan”.
The deputy minister also actually acknowledged that the states of Central Asia risk repeating the fate of a number of North African and Middle Eastern countries. "Arab syndrome" may well cause a revolution in them, in some countries there are new prerequisites for this.
The deputy of the State Duma from the LDPR, the head of the Duma Committee on CIS Affairs, A. Ostrovsky, agreed with him. The population of Tajikistan and Kyrgyzstan is growing at almost the same pace as in Egypt. A large percentage of young people radicalize society, plus problems with work, low incomes, and high levels of corruption.
According to A. Ostrovsky, the problem of high population growth can be beaten down with the help of Russia, which accepts millions of labor migrants. But Moscow cannot influence the inter-clan clashes, as well as the hidden discontent of the masses. According to V. Zhirinovsky, “the leaders of these republics have been sitting for 20-30 years, they have remembered that they are Khans and Padishahs. Nazarbayev sits like Brezhnev ... ".
Grigory Karasin sees a way out in the "democratization" of the countries of Central Asia. The political elites of these countries should begin democratic reforms aimed at creating a civil society, resolving inter-confessional and inter-ethnic problems. The political elite should become responsible to its people, develop education, constantly raise the standard of living of the people. Russia is interested in similar reforms in the world on the territory of Central Asia.
It was noted that Central Asia has long entered the sphere of interests of other world players - the USA, the EU countries, Turkey, Iran, India and China. Only China’s investments in Central Asia have already exceeded 15 billion dollars. According to the deputy head of the Ministry of Foreign Affairs, the Russian Federation does not claim to play the main role in this region, but a strategic consideration of its interests should be ensured.
The Foreign Ministry believes that it is necessary to develop cooperation within the framework of the already existing structures - the CIS, the SCO and the CSTO. It is necessary to use the pro-Russian sentiments among a part of the elites of the states of Central Asia, to increase the inflow of Russian investments.
The most original way of solving the problems of the countries and peoples of Central Asia was suggested by the leader of the Liberal Democratic Party of Russia V. Zhirinovsky: “Let's hold a referendum, and 80% of the CAR residents will return to Russia again”. His proposal is not devoid of logic, to live in the USSR-2 for the overwhelming majority of Kazakhs, Uzbeks, Kyrgyz, Tajik, Karakalpak, Turkmen and others (not to mention the significant Russian communities of Kazakhstan, Uzbekistan, Kyrgyzstan) would be better.
Further hearings, with the participation of the "siloviks", were held in private. Apparently, the main issue was the problem of drug trafficking.
