Which of the security forces in the leaders in the number of crimes?
Alexander Sorochkin: Over the year, the number of crimes committed by representatives of Spetsstroy and the Federal Security Service of Russia, as well as in the internal troops of the Ministry of Internal Affairs of Russia, increased.
But the leader in reducing crime has become the FSB of Russia. They have this figure declined by almost 22 percent. 11 percent less recorded crimes in the Armed Forces, 9 percent - in the troops and organizations EMERCOM of Russia. Although the absolute numbers are completely different, 534 crimes are registered in the 2013 year in the FSB of Russia and 7997 in the Armed Forces of Russia.
To rearm the army and fleet, an unprecedented 23 trillion rubles are allocated for the modernization of the defense industry. In this regard, corruption in uniform is of particular concern. What does she look like today?
Alexander Sorochkin: During the year, the growth of corruption crimes continued. Virtually every fifth registered by the military investigating authorities is corrupt. Growth is noted in all security agencies in which the law provides for military service. True, there is only one, but an important exception - there is no increase in corruption in the Armed Forces.
Unfortunately, such a criminal situation is also developing because it leaves much to be desired for the state of law and order among senior and senior officers. They often not only do not stop the violation of the requirements of the law by their subordinates, but also themselves commit corruption crimes.
In this case, the question is: what is the situation with criminality among senior officers?
Alexander Sorochkin: The military investigating authorities of the TFR instituted seven criminal cases for the year against generals and admirals. All of them relate to crimes of corruption. 9 cases against senior officers have been sent to court. Among them, the former commander of the Special Operations Command, Colonel-General Soloviev, the head of the military medical department of the Main Command of the Russian Interior Ministry, Major General Medical Service Sabanin, the head of the military topographical department of the General Staff, Rear Admiral Kozlov.
By the way, this year we have already initiated a criminal case against Major General Poleshchuk. This general designed for individuals who did not have to do with the military department, social rent agreements for apartments, which were subsequently privatized. Thus, the waiting list remained without shelter, and the state suffered damage in excess of 16 million rubles.
Does the damage caused by criminals in uniform continue to grow? The trend has not changed?
Alexander Sorochkin: Unfortunately not. And this can not but alarm. In just one year, the total damage caused to the state increased by almost half from all registered crimes - by more than 42 percent, from 10,7 to 15,2 billion rubles. Most of them are from the actions of corrupt officials.
All this forces investigators to be more active in the search for stolen property. As well as the property of the accused, which later can be applied for the execution of a sentence on a civil suit and other property penalties.
For the year, for example, only in completed criminal cases, the amount of damages increased by a quarter and amounted to about 1 billion rubles.
In addition, in criminal cases in progress, the shares of OAO 31 State Special Construction Institute have been fully returned to the state. The recreation center "Zhitnoye" was returned from private hands. The military department voluntarily returned buildings and land located in Moscow on Smolensky Boulevard, Bolshoi Predtechensky Lane and on ul. Kosygin, as well as in the village of Arkhangelsk, Moscow Region, with a total cost of several billion rubles.
In addition, during the preliminary investigation, the military department initiated appeals to the court demanding the return of a total of 7,5 billion rubles, some of which have already been returned.
What are not typical in the past trends in the structure of crime revealed last year?
Alexander Sorochkin: Over the year, the number of registered crimes against public health and public morality, against the procedure for performing special types of military service, including violation of the rules of the Border Service and the statutory rules of guard duty, increased. 13 percent increased the number of thefts, 12 percent increased fraud, 5 percent increased criminal offenses related to drug trafficking. At 3 percent - in the field of traffic safety and vehicle operation.
Thousands of servicemen suffered from violations of the statutory rules of relationships and assault on the battery over 2,3. The number of deaths has increased, as well as citizens who have suffered serious bodily harm as a result of the crime.
Another important focus: the proportion of crimes committed by officers has increased. And made up almost a third of the total.
Are there any crimes whose number is decreasing?
Alexander Sorochkin: On 5,5 percent, the total number of registered serious and especially serious crimes has decreased. Less was the murder and attempted murder, as well as the deliberate infliction of grievous bodily harm that resulted in the death of the victim.
The number of crimes committed in a state of narcotic or toxic intoxication, against sexual integrity and sexual freedom of the individual, robbery, robbery, extortion is reduced.
The trend towards a decrease in the number of crimes against the order of stay in the military service and violations of the statutory rules of relations between military personnel continues.
How many are fleeing from military service?
Alexander Sorochkin: Since 2007, we have achieved significant success in the search for servicemen who left the service without permission. This is a joint work of military investigators, prosecutors, police, command of military units, human rights organizations. As a result, the number of those who fled from the investigation and the court has almost halved.
During the year 1137 military men who committed crimes were found. Of these, 904 was a fugitive from service — those who voluntarily left part or place of service. At the same time, the number of those voluntarily detained during the search activities almost equal to the military investigating authorities became equal - 449 and 455, respectively.
The main efforts are aimed at finding those who have been hiding from the bodies of the preliminary investigation for a long time. Thanks to this, for example, last year we managed to detain Private Alexander Eroshenko. He voluntarily left the part in 2003. It was possible to make a legal procedural decision in a criminal case against a soldier of the 615-th building management of private Sergei Arzamastsev. He was wanted with 1996 of the year.
At the beginning of 2014, the number of persons who voluntarily left part or place of service amounted to slightly more than 2 thousand. Over the 2013 year, this figure dropped by almost 19 percent.
What does war criminality look like in absolute terms?
Alexander Sorochkin: We have registered more than 10 thousands of crimes committed in the Armed Forces, other troops, military units and structures where military service is provided for the year. Last year, military investigators investigated a number of crimes that caused a great public outcry. Here and criminal cases against officials of the military department and persons who perform managerial functions in joint stock companies Oboronservis, Slavyanka. The case of the conclusion and execution of the state contract for the transfer of funds of the Central Naval Museum of the Ministry of Defense of Russia. We also dealt with the investigation of catastrophes and accidents of four aircraft and six helicopters, a fire on the atomic nuclear-powered cruiser "Tomsk". Exactly a year ago, we were interested in your opinion on the creation of military police in the Russian army. And now it is created. What is your interaction?
Alexander Sorochkin: The adopted law clearly defines the functions and powers and activities of the military police bodies. They are, for example, entrusted with escorting arrested and convicted persons, establishing the whereabouts of military personnel who are wanted, and carrying out the function of an inquiry body. All this directly concerns our activity. Therefore, we not only interact with them directly, but also take an active part in the work on the new instruction to the inquiry bodies of the Armed Forces of the Russian Federation, as well as the Charter of the military police.
Given the appropriate procedural powers of the military police bodies, we expect an increase in the quality of the work of the inquiry bodies to restore statutory order in military collectives.
How is the military investigation?
Alexander Sorochkin: Military investigative agencies are an integral part of the Investigative Committee. By presidential decree, the maximum number of military investigative bodies was set at the 2 level, thousands of 34 staff members. It has not changed since 2007.
Now the military investigative agencies of the TFR are almost fully staffed. Last year, for example, 33 graduates of the Military University of the Ministry of Defense were appointed to primary investigative positions.
In contrast to the 5 situation - 6-year-old, when almost three-quarters of the military investigators had an investigative experience of less than 3 years, today the number of beginners does not exceed one quarter. Let me remind you that military investigators prosecute cases of crimes committed by military personnel, citizens in reserve, if they committed a crime during military training, as well as civilian personnel of the Armed Forces, other bodies who committed crimes during the service or at the location of the unit.
