NTSUOG or not NTSUOG?
If we talk about the direct appointment of the new state structure in the form of the National Center for Defense Management of the State, then this appointment will be connected mainly with the coordination of the work of the power ministries and departments and the management of support systems. All this management work will be directed (at least, this is what the Ministry of Defense is saying) to increase the level of the country's defense, to improve the efficiency of interaction between individual federal structures.
Indeed, the level of, let's say, business-service contacts, which manifests itself in the work plan of many federal departments, leaves much to be desired. At the current level of organization of interactions between the Ministry of Defense and, for example, the Ministry of Internal Affairs or the Ministry of Emergency Situations is such that the efficiency of performing certain operations often comes down to an unintelligible minimum, even if there are effective forces and means to carry out these operations both in some and in others. Often there is a banal tug of blankets from one structure to another in order to obtain either additional funding, or simply once again declare its importance.
Sergei Shoigu, explaining the appointment of the future NTsUOG, said that the main goal is related to the possibility of operational control of the activities of individual departments and subordinate structures by the country's leaders, as well as the ability to immediately respond to any and all crisis situations affecting the interests of the country.
The overall structure of the Center will be three-level: the control center for the daily operations of the RF Armed Forces, the center of combat control, the control center for strategic nuclear forces.
The general system NTSUOG will include the General Staff, several strategic areas related to ensuring energy and other security of the country.

In essence, the NTUGC is a large-scale unification of all those links, each of which contributes to the overall system of Russian security. Moreover, the unification is not in the form of aggregate, when each ministry and department actually works “on its own wave” as it is today, but in the form of a balanced system, when the interaction between the individual blocks of the NCUOG is not only conducted, but is effectively controlled. At least, this is exactly how NTUOG should look like in the end, and what it will be like in practice, and what the work under its “wing” will be is a separate question. After all, often we implement the famous formula: “we wanted the best, it turned out as always” ... This time, I just want the best.
Does the construction of the NCUOG itself cause a positive reaction? Well, let's say, not in all respects. There are specialists and ordinary people who are convinced that NTUOG is a priori non-working system. What is motivating? They motivate by the fact that this is not the first “super-departmental” structure that they are trying to launch in Russia. And many of the “neglected” turned out to be really not what they were initially seen. In some cases, the structure itself remained as if artificially cut off from what was to be managed under its “aegis”. “Managed” did not want to receive “over themselves” new “managers”, and the work did not roll towards an effective solution of tasks, but towards the formation of centners of paper reporting, according to which “everything converged”.
Obviously, if NTSUOG follows the same rails, then nothing good will come of it. What do you need to focus on?
Naturally, the first place is the solution of a long-standing problem - getting rid of bureaucratic red tape when solving the most important issues for state security with an unambiguous approach to solving these issues. At the moment, our situation is such that even after the adoption of seemingly unambiguous decisions, these decisions begin not to be implemented, but discussed. As an example: the strategy of modernizing the army and fleet until 2020. First, they adopted the strategy, signed all the documents, put all the seals, determined the level of financing - start working! However, some time after the decision was made, the Ministry of Finance suddenly “woke up”, in which, you see, they were “horrified” of spending amounts and, at the instigation of “outside advisers,” suggested either to suspend financing “until better times” - apparently, until the time when the American system The missile defense system will be replaced by spruce trees near the Kremlin wall, or funding cut at all. Like, instead of 70% of the update, "enough" and 30% ... Then the Finance Ministry was nevertheless explained that he was wrong ...
An equally important task is the control of the funds that will be allocated for the effective operation of the NCUOG. Well, control of funds is our commonplace. Funds for various projects are allocated, projects are implemented in one way or another, and then suddenly there is information that during the implementation, someone let a billion or other into his pocket, and as time passed, it suddenly turned out that there were no “own pockets”, it is “only negligence” of officials or, in general, information forcing by the media, which has nothing to do with objective reality ...
Well, it remains to hope that all these important tasks will be taken into account and solved so that later both the ideologues and the project implementers do not have to hide their eyes and, God forbid, "fat" bank accounts ...
