NTSUOG or not NTSUOG?

20
Last week, the head of the defense department, Sergei Shoigu, laid the first symbolic stone of the future building of the National Center for State Defense Management. The building will be located on the Frunze Embankment of the Russian capital. With the beginning of the construction of the building of the Center worked very quickly. The relevant decree on the opening of the future NGDL in December came into force after being signed by Vladimir Putin. Efficiency, apparently, will not reduce turns. At least, Sergei Shoigu said that the completion of the construction of the NCUOG building will be completed this year.

NTSUOG or not NTSUOG?

If we talk about the direct appointment of the new state structure in the form of the National Center for Defense Management of the State, then this appointment will be connected mainly with the coordination of the work of the power ministries and departments and the management of support systems. All this management work will be directed (at least, this is what the Ministry of Defense is saying) to increase the level of the country's defense, to improve the efficiency of interaction between individual federal structures.

Indeed, the level of, let's say, business-service contacts, which manifests itself in the work plan of many federal departments, leaves much to be desired. At the current level of organization of interactions between the Ministry of Defense and, for example, the Ministry of Internal Affairs or the Ministry of Emergency Situations is such that the efficiency of performing certain operations often comes down to an unintelligible minimum, even if there are effective forces and means to carry out these operations both in some and in others. Often there is a banal tug of blankets from one structure to another in order to obtain either additional funding, or simply once again declare its importance.

Sergei Shoigu, explaining the appointment of the future NTsUOG, said that the main goal is related to the possibility of operational control of the activities of individual departments and subordinate structures by the country's leaders, as well as the ability to immediately respond to any and all crisis situations affecting the interests of the country.
The overall structure of the Center will be three-level: the control center for the daily operations of the RF Armed Forces, the center of combat control, the control center for strategic nuclear forces.

The general system NTSUOG will include the General Staff, several strategic areas related to ensuring energy and other security of the country.
Sergey Shoigu:

This will be a multi-level system so that with one blow the enemy cannot decapitate and blind the leadership of the Russian Federation. I would like to remind you that President Putin has repeatedly touched upon the subject of a lightning-fast global strike. The corresponding potential was created in the USA, in the future it can be used against Russia. So, the creation of a new control center is precisely designed to counter such global challenges.

In essence, the NTUGC is a large-scale unification of all those links, each of which contributes to the overall system of Russian security. Moreover, the unification is not in the form of aggregate, when each ministry and department actually works “on its own wave” as it is today, but in the form of a balanced system, when the interaction between the individual blocks of the NCUOG is not only conducted, but is effectively controlled. At least, this is exactly how NTUOG should look like in the end, and what it will be like in practice, and what the work under its “wing” will be is a separate question. After all, often we implement the famous formula: “we wanted the best, it turned out as always” ... This time, I just want the best.

Does the construction of the NCUOG itself cause a positive reaction? Well, let's say, not in all respects. There are specialists and ordinary people who are convinced that NTUOG is a priori non-working system. What is motivating? They motivate by the fact that this is not the first “super-departmental” structure that they are trying to launch in Russia. And many of the “neglected” turned out to be really not what they were initially seen. In some cases, the structure itself remained as if artificially cut off from what was to be managed under its “aegis”. “Managed” did not want to receive “over themselves” new “managers”, and the work did not roll towards an effective solution of tasks, but towards the formation of centners of paper reporting, according to which “everything converged”.

Obviously, if NTSUOG follows the same rails, then nothing good will come of it. What do you need to focus on?

Naturally, the first place is the solution of a long-standing problem - getting rid of bureaucratic red tape when solving the most important issues for state security with an unambiguous approach to solving these issues. At the moment, our situation is such that even after the adoption of seemingly unambiguous decisions, these decisions begin not to be implemented, but discussed. As an example: the strategy of modernizing the army and fleet until 2020. First, they adopted the strategy, signed all the documents, put all the seals, determined the level of financing - start working! However, some time after the decision was made, the Ministry of Finance suddenly “woke up”, in which, you see, they were “horrified” of spending amounts and, at the instigation of “outside advisers,” suggested either to suspend financing “until better times” - apparently, until the time when the American system The missile defense system will be replaced by spruce trees near the Kremlin wall, or funding cut at all. Like, instead of 70% of the update, "enough" and 30% ... Then the Finance Ministry was nevertheless explained that he was wrong ...

An equally important task is the control of the funds that will be allocated for the effective operation of the NCUOG. Well, control of funds is our commonplace. Funds for various projects are allocated, projects are implemented in one way or another, and then suddenly there is information that during the implementation, someone let a billion or other into his pocket, and as time passed, it suddenly turned out that there were no “own pockets”, it is “only negligence” of officials or, in general, information forcing by the media, which has nothing to do with objective reality ...

Well, it remains to hope that all these important tasks will be taken into account and solved so that later both the ideologues and the project implementers do not have to hide their eyes and, God forbid, "fat" bank accounts ...

Need it or not, we'll wait and see. Personally, I am already pleased that there is no American "federal" one. Just in Russian national and state.

But it was easier to choose a place, the most expensive district of Moscow! And then, the hunt will be for the generals in traffic jams. Or the generals would like, on the day of the paratrooper, to see in the windows of disgrace that will occur in PKiO.

They will not build from scratch - for the needs of the Center, the building of the former General Staff of the Ground Forces, which has been located there since the post-war times ... The Ministry of Defense and the General Staff were also located not in the outskirts but in the very center of the capital - Arbat, Gogolevsky b -R. And then apparently everything was done wrong, and like no one then pointed out this disgrace ....

there is the main communications. The General Staff and the Ministry of Defense buildings do not correspond to the level of the stuffing that they plan to place. A new building with the appropriate infrastructure and design for all this is quite a technological and advanced economy. It will be approximately like a new GRU building, only more "cooler" or something. The priority of targets in the combat algorithms of the Moscow missile defense system in the event of a massive attack by the enemy's air defense and strategic offensive weapons probably still plays a role. The system is designed for a limited strike (as far as this is of course a secret), but when there is a choice of Reutov, Dzerzhinsk or Arbat will be maximally concentrated on the last one. It's just that it is unrealistic to reflect all goals, there is a limit to the saturation of missile defense, so there are certainly priorities, and in this case it is better to locate the main objects geographically as close as possible. then it will still be possible to create additional multi-layered missile defense / air defense..Now when the enemy’s VKN means go to the creation of hypersonic rockets and space strike platforms, geographical dispersion loses much of its meaning. Of course, we are talking about the objects of strategic management of the country and the country's top leadership.

I completely agree with you. In addition, under these buildings there is already an existing system of underground communications with access to the land-clearing and more.

why are they building again in M.? if the center of Defense - then either move beyond the MKAD, or build in Yekaterinburg, Krasnoyarsk (place farther from the border and deep into the country).

The issue of submission is a management issue. If you are constantly allowed to start a new discussion after decisions, then no center will help.

What else is deafness? Especially for this (according to our superiors) Moscow was expanded. Places in New Moscow before a fig, a system - I do not want. No, we’ll build it again in the center of the largest city, we will dig it out for years to come, tax cars, traffic jams, detours, gas mileage and diesel engines, all the construction industry plants outside the city, without a permit. The beauty! This will cost us 2 times more expensive, including office apartments as well.

The Pentagon is not in the center of Washington, they like to moan: "But abroad ...", but for some reason stubbornly take everything from there the worst.

... And in the morning I decided:
I’ll ask my brother for chalk,
      And large on all fences,
      Word F, O, P, And I'll write!

And the contractors for the construction will be neighbors in the country. And how did the USSR defend itself from enemies without such a center, I can't imagine? So, the author's wish about "fat bank accounts" is likely to remain a wish. One can be sure, the authors and implementers of this project will certainly not "hide their eyes", because this follows from their previous "great deeds".

it seems to me that this will be another bureaucratic system for collecting and processing papers, it turns out that the defense min or the general staff does not have proper management, and now with the NTsUOG it will be necessary to correct everything, all of these CCUs have already become a byword in languages in the Ministry of Emergencies that are only littered with papers, require reports and interfere with operational work on the spot

"... it seems to me that this will be another bureaucratic system .." One thing is good that Shoigu began with the creation of a modern system of command and control of the armed forces from the very top to the bottom ... Why in Moscow, because the main one is connected with centralization management because ... all authorities and ministries in Moscow ...... spare PUs are located throughout the country ..

There is the Security Council of the Russian Federation, there is an antiterrorist committee, now they will add the NTsUOG, then I have a question - why the Defense Ministry and the General Staff ??? If you look at the history of the Great Patriotic War, then Stalin has the headquarters of the Supreme High Command and the General Staff, ALL !!!! The Führer OKV and OKH (army), the Luftwaffe, the SS, the fleet, but there is no single command. The result is known. And the funny thing is that the number of departments is growing, and the quality of defense is falling (Volgograd is an example), and soon there will be no end in general in the country's defense.

First, the issue with non-military servicemen would have been resolved, otherwise one talking shop in the mouth of the VVP "we will decide, we will master, we will be truncated." The new center should be located far from Moscow and St. Petersburg, although it may be assumed that all of Russia will soon shrink to the size of the Moscow-St. Petersburg province. The (strategic) control of the Armed Forces and the country's security must be removed away from Moscow and St. Petersburg. Moreover, as in the Soviet era, on many issues of this nature, one does not announce one's plans for the whole world, but simply build quietly.

Such a center, of course, is needed and this is the right course of action. However, I recall the swan, cancer and pike in this connection. Before harnessing themselves to the cart, they also created something similar to this center and agreed to coordinate their actions. Yes, there are already such a center, called the Council of Ministers. The benefits from it are not very many. For starters, you need to at least create a strong analytical center and a unified system of financial, industrial and defense management.
