An increasing number of citizens of the country are beginning to realize that corruption is no less a blow to the security of a country, its population, economic development and the social sphere, rather than direct external aggression. In fact, corruption activity and opposition to it is a big front, each side of which has its own rears. And the question of which side on this front looks more thorough and more prepared can be considered rhetorical ... Well, certainly not the side that should put an irresistible barrier to corrupt officials, take them for jackets lapels and send them to the kickbacks balanda and black padded jackets. Our corrupt officials are still one step ahead of their opponents. At least a step away ... I do not want, of course, to fall into pessimism about this, but a criminal case with the wording “Attempt to commit fraud on a large scale” does not add optimism that all the corruption threads of this epic will be unraveled. “Attempted fraud” is an interpretation that is convenient for prosecutors in the current state (so that they don’t get over the top of their head) and even for the accused - well, obviously this is not the article for which the corrupt bureaucrat should be killed. “Attempted fraud” is generally zilch, considering that even multibillion-dollar embezzlement from the state budget often gets away “in the absence of a clear evidence base”.

Vice Governor Arnold Shalmuev was arrested in the Novgorod region on suspicion of embezzling funds allocated for the repair of Novgorod roads. Together with him on this high-profile case are still 8 people. The total amount of embezzlement from the regional budget amounted to about 35 million rubles. The Novgorod deputy Anatoly Petrov is also a suspect. The operative operative in his house did not find a deputy-unioros Petrov, his phones are not responding. It is reported that Petrova may be announced in the federal wanted list in the near future. It is noteworthy that Mr. Petrov, more than 8 years ago, was already wanted by law enforcement officers on suspicion of committing a whole series of criminal acts, but then he managed to escape from criminal prosecution, becoming a local legislator and, in addition, the best entrepreneur of the year. As long as the investigation understands the intricacies of leaving budget funds to nowhere, the vice-governor Shalmuev argues that all the suspicions about him are a slander and that in general he cannot talk to the investigators because he has health problems. At the same time, a regional official, who was "disturbed" by operatives in his multi-tiered mansion, did not explain why his poor health did not prevent him from taking such a significant post ...

Will the case come to court in this case too? .. It may not be possible, because there is such a notion in politics as a domino principle: if you touch one, you will fall further. Is everyone ready for this at least at the level of the Novgorod region? Obviously, not all. Well, in fact, if it turns out that the vice-governor simply stole the money, then a reasonable question would arise: what about the governor, he poked up? .. He didn’t know about his deputies. If not, then what kind of a governor, and if there was, then ...

By the way, the head of the Novgorod region, answering journalists' questions about the "road case", said, quote:

“Must clarify. All these cases that are initiated, all the checks that take place, concern the budget funds of our regional budget. There is no federal money there. ”


It looks like a certain promise, not even to journalists at all, but to the federal government: they say that if someone stole something from us, they stole from themselves - on regional scales, so to speak, ( money from the federal budget) did not attempt. Apparently, this is how Governor Mitin decided to justify himself.

City of Ulyanovsk. Identified the theft of regional budget funds for the purchase of medical equipment. Due to the use of the so-called "gray" schemes when buying expensive medical devices, almost 90 million rubles were lost from the budget. The criminal case was initiated against Vitaly Gudkov, who was the regional sales manager for the medical department of one of the companies in the Volga Federal District. In this case, several defendants are already serving prison sentences and pay damages incurred by the budget. It is obvious that Mr. Gudkov (not to be confused with any of the representatives of a famous family that was once widely represented in the State Duma) is clearly not a large fish, and therefore, there is hardly any doubt that this corruption case will be brought to the end. Our own investigating authorities take such “by the horns” quickly, just as the courts work much more actively in them, as in cases involving more mother burbot.

Leningrad region. Denis Kolovnyakov, deputy head of the cadastral chamber of the Vsevolozhsk district, carried out strange operations with land plots that were used as tank polygons. As a result of these operations, Kolovnyakov's wife, Svetlana Pyatunina, became the main buyer of the "tank" lands. The situation with the strangeness of the sale of military lands was revealed about 2 months ago, Ms. Pyatunina, according to representatives of the investigation, was sent under arrest, but the fate of her husband remains mysterious. There are no reports on Kolovnyakov's arrest. How to interpret this? Either the activities of Kolovnyakov are not subject to criminal prosecution, or all the machinations were not performed by him at all. But then who? Here, the investigation stubbornly keeps silent, forcing to suspect that further untwisting of the case will lead to more serious persons than the regional representative of the cadastral chamber and his spouse eager for military property ... And who can be behind the sale of military lands? Well, damn it, they didn’t want to mention the old guard of Oboronservis, but, apparently, they’re nowhere without it ...

And you can remember about the rector of the GUU, who lay some time ago as the rector's face in the snow, who “personified” the history of the scheme for getting a kickback for cleaning the university’s territories. We can also mention Mr. Shamkhalov, who worked in the sweat of his head, heading the Higher Attestation Commission, while barely having time to make decisions about the emergence in the Russian Federation of newly minted candidates and doctors of science. And there was still a high-profile case connected with the protection of a gambling business in the Moscow region, in which, over the years that have passed since the moment of loud revelations, one ex-prosecutor Ignatenko remained from all the suspects, who, although greatly emaciated on state-owned grubs, but, nevertheless, cherishes the hope of admitting his innocence.

In general, the fight against corruption seems to be being waged, and at the same time, the results of this fight, let's say, are not detectable. If we are talking about corrupt "minnows," they are very often often identified, grabbed and forced to respond according to the law. But as soon as it comes to weighty "Karpik" (not to mention the mother pike), here our legitimacy begins to misfire. Even if the carp itself finds the bait in muddy water; swallows so that it remains only to grab the rod stronger and - to its shore, to the shore, but the "fishermen" either by this time are sleeping, or in them, on the contrary, some "ichthyological virtue wakes up" ... Of course, it is naive to believe that our law-enforcement and judicial systems are waiting without fail to send it over to send all this corrupt fish to the pan of the rule of law ... Well, and if they really wait? Everyone understands that this is a very difficult step, but if you don’t decide on it today, then tomorrow corruption will bring the whole country to its knees: from the ordinary to the president himself.

There are enough examples in the world of how in a given state it was necessary to cut living things in order to get rid of corruption. Russia will find the strength to do this, and the overwhelming majority of its citizens will certainly support the initiative. Victory in this war (and this is a real war between embezzlers and those who forge the welfare of the country) will be perceived no less than the victory of the 1999-2000 sample, when, thanks to, first of all, your power activity, you managed to preserve the unity of Russia.

        Maybe someone will think that all this is just a show, such a cunning game in the fight against corruption.
