On the corruption of integrity: a call for the president

151
On the corruption of integrity: a call for the presidentRecently, one of the systematically discussed problems of Russia is corruption. More precisely, even not so much corruption itself, because the word itself already causes allergic reactions in the population, as methods of dealing with it, as well as the desire (well, or unwillingness) of the current authorities to burn this phenomenon, if not to the root, then at least in the process of its rapid growth and development. It is precisely the corruption theme that increasingly captures the minds of Russians of various wealth, social status, professional commitment.

An increasing number of citizens of the country are beginning to realize that corruption is no less a blow to the security of a country, its population, economic development and the social sphere, rather than direct external aggression. In fact, corruption activity and opposition to it is a big front, each side of which has its own rears. And the question of which side on this front looks more thorough and more prepared can be considered rhetorical ... Well, certainly not the side that should put an irresistible barrier to corrupt officials, take them for jackets lapels and send them to the kickbacks balanda and black padded jackets. Our corrupt officials are still one step ahead of their opponents. At least a step away ... But it also happens that corrupt officials go to the second round, and the fighters with them are still jostling on the first lap, after which it becomes somewhat unclear: xy from xy, and where xy, and where not xy ...

Corruption manifestations in our country turned into the most real reports from the fronts, in which it is becoming more and more difficult to determine who, in reality, prevails in one or another local battle. Sometimes the ambiguity of the situation itself does not allow to understand, and sometimes, when everyone seems to have understood the situation, the corruption case begins to deflate like a punctured balloon. Criminal cases in the presence of dozens of evidence and no fewer witnesses are stretched to the utmost as a young rubber, then artificially pushed to the second, third, fourth and subsequent plans, or even quietly quietly close with little intelligible wording.

We offer you a selection of recent corruption scandals that have left their marks. This time, we will not mention the scandals associated with the name of our beloved ex-Minister of Defense Anatoly Serdyukov and his main “generals in skirts”, because on this subject “Military Review” recently published material. Let's go, let's say, to other fronts ...

The following list demonstrates that in Russia, and without the gray cardinals of Oboronservis, there are enough doubtful personalities who can put their hand to the means of budgets of various levels.

So, this is not a complete list of recent corruption in the Russian Federation.

Number of times

Persons trading in government posts were detained in Moscow. One of the Moscow businessmen suddenly wanted to get into the chair of the Head of the Department of Fuel and Energy Complex of the Ministry of Energy of the Moscow Region. I wanted - no problem ... He was offered this post simply to buy for 4 a million rubles. Another citizen decided to arrange his offspring in the central apparatus of the FSB, for which they asked him to "just" 300 thousand euros. The criminals were ready to satisfy the desire of individual citizens with tight wallets in terms of their relocation to posts, as many as governors. In particular, from one gentleman from the existing governor's reserve in the country who expressed an irresistible desire to become the head of the Altai Territory, 1 was asked a million US dollars. The Russian Interior Ministry checks whether some of the current regional officials are in leadership positions thanks to such a working scheme.

And if they were? .. In this case, find what is called the ends of all this stories It will be extremely difficult. Well, in fact, the gentlemen, who had taken the money in their leather armchairs, would not be turned into witnesses on their own initiative, and the detainees would clearly not talk about who they were able to “bring into people” at a piece-rate price. That is why the case is a priori blown away, even despite its entire resonant essence.

I do not want, of course, to fall into pessimism about this, but a criminal case with the wording “Attempt to commit fraud on a large scale” does not add optimism that all the corruption threads of this epic will be unraveled. “Attempted fraud” is an interpretation that is convenient for prosecutors in the current state (so that they don’t get over the top of their head) and even for the accused - well, obviously this is not the article for which the corrupt bureaucrat should be killed. “Attempted fraud” is generally zilch, considering that even multibillion-dollar embezzlement from the state budget often gets away “in the absence of a clear evidence base”.

Number two

Vice Governor Arnold Shalmuev was arrested in the Novgorod region on suspicion of embezzling funds allocated for the repair of Novgorod roads. Together with him on this high-profile case are still 8 people. The total amount of embezzlement from the regional budget amounted to about 35 million rubles. The Novgorod deputy Anatoly Petrov is also a suspect. The operative operative in his house did not find a deputy-unioros Petrov, his phones are not responding. It is reported that Petrova may be announced in the federal wanted list in the near future. It is noteworthy that Mr. Petrov, more than 8 years ago, was already wanted by law enforcement officers on suspicion of committing a whole series of criminal acts, but then he managed to escape from criminal prosecution, becoming a local legislator and, in addition, the best entrepreneur of the year. In the same year, the United Russia party accepted Anatoly Petrov into its political council ...

As long as the investigation understands the intricacies of leaving budget funds to nowhere, the vice-governor Shalmuev argues that all the suspicions about him are a slander and that in general he cannot talk to the investigators because he has health problems. At the same time, a regional official, who was "disturbed" by operatives in his multi-tiered mansion, did not explain why his poor health did not prevent him from taking such a significant post ...

Will the case come to court in this case too? .. It may not be possible, because there is such a notion in politics as a domino principle: if you touch one, you will fall further. Is everyone ready for this at least at the level of the Novgorod region? Obviously, not all. Well, in fact, if it turns out that the vice-governor simply stole the money, then a reasonable question would arise: what about the governor, he poked up? .. He didn’t know about his deputies. If not, then what kind of a governor, and if there was, then ...

By the way, the head of the Novgorod region, answering journalists' questions about the "road case", said, quote:

“Must clarify. All these cases that are initiated, all the checks that take place, concern the budget funds of our regional budget. There is no federal money there. ”

It looks like a certain promise, not even to journalists at all, but to the federal government: they say that if someone stole something from us, they stole from themselves - on regional scales, so to speak, ( money from the federal budget) did not attempt. Apparently, this is how Governor Mitin decided to justify himself.

Number three

City of Ulyanovsk. Identified the theft of regional budget funds for the purchase of medical equipment. Due to the use of the so-called "gray" schemes when buying expensive medical devices, almost 90 million rubles were lost from the budget. The criminal case was initiated against Vitaly Gudkov, who was the regional sales manager for the medical department of one of the companies in the Volga Federal District. In this case, several defendants are already serving prison sentences and pay damages incurred by the budget. It is obvious that Mr. Gudkov (not to be confused with any of the representatives of a famous family that was once widely represented in the State Duma) is clearly not a large fish, and therefore, there is hardly any doubt that this corruption case will be brought to the end. Our own investigating authorities take such “by the horns” quickly, just as the courts work much more actively in them, as in cases involving more mother burbot.

Number four

Leningrad region. Denis Kolovnyakov, deputy head of the cadastral chamber of the Vsevolozhsk district, carried out strange operations with land plots that were used as tank polygons. As a result of these operations, Kolovnyakov's wife, Svetlana Pyatunina, became the main buyer of the "tank" lands. The situation with the strangeness of the sale of military lands was revealed about 2 months ago, Ms. Pyatunina, according to representatives of the investigation, was sent under arrest, but the fate of her husband remains mysterious. There are no reports on Kolovnyakov's arrest. How to interpret this? Either the activities of Kolovnyakov are not subject to criminal prosecution, or all the machinations were not performed by him at all. But then who? Here, the investigation stubbornly keeps silent, forcing to suspect that further untwisting of the case will lead to more serious persons than the regional representative of the cadastral chamber and his spouse eager for military property ... And who can be behind the sale of military lands? Well, damn it, they didn’t want to mention the old guard of Oboronservis, but, apparently, they’re nowhere without it ...

And you can remember about the rector of the GUU, who lay some time ago as the rector's face in the snow, who “personified” the history of the scheme for getting a kickback for cleaning the university’s territories. We can also mention Mr. Shamkhalov, who worked in the sweat of his head, heading the Higher Attestation Commission, while barely having time to make decisions about the emergence in the Russian Federation of newly minted candidates and doctors of science. And there was still a high-profile case connected with the protection of a gambling business in the Moscow region, in which, over the years that have passed since the moment of loud revelations, one ex-prosecutor Ignatenko remained from all the suspects, who, although greatly emaciated on state-owned grubs, but, nevertheless, cherishes the hope of admitting his innocence.

In general, the fight against corruption seems to be being waged, and at the same time, the results of this fight, let's say, are not detectable. If we are talking about corrupt "minnows," they are very often often identified, grabbed and forced to respond according to the law. But as soon as it comes to weighty "Karpik" (not to mention the mother pike), here our legitimacy begins to misfire. Even if the carp itself finds the bait in muddy water; swallows so that it remains only to grab the rod stronger and - to its shore, to the shore, but the "fishermen" either by this time are sleeping, or in them, on the contrary, some "ichthyological virtue wakes up" ... In general, they can soulful "" Karpikov "and release ...

Of course, it is naive to believe that our law-enforcement and judicial systems are waiting without fail to send it over to send all this corrupt fish to the pan of the rule of law ... Well, and if they really wait? And if they really want them to “from there” hinted that, they say, you can fish for the corruption-lit silver carp-deputies, and burbim-governors, and podleschikov-mayors, and ministerial soms. And not only to get caught on a hook, but also to visit special checkpoints, and then - through the gastronomic line ...

But if they are waiting, then from whom? Yes, it is known from whom: neither from deputies, nor from judges of the Constitutional Court, and not from ministers. We have many branches of power, but only one person waits for him. And therefore: Vladimir Vladimirovich! Well, you do not torment people. Those people who must identify, suppress and punish for their actions. Let them bring the begun to the end in full compliance with the law. He is one for all. Everyone understands that this is a very difficult step, but if you don’t decide on it today, then tomorrow corruption will bring the whole country to its knees: from the ordinary to the president himself.

There are enough examples in the world of how in a given state it was necessary to cut living things in order to get rid of corruption. Russia will find the strength to do this, and the overwhelming majority of its citizens will certainly support the initiative. Victory in this war (and this is a real war between embezzlers and those who forge the welfare of the country) will be perceived no less than the victory of the 1999-2000 sample, when, thanks to, first of all, your power activity, you managed to preserve the unity of Russia.

Will the case go to trial? Here is a rhetorical question that torments me and many of the DEAR colleagues present here on the site!
As practice shows, many cases of high and not very high corrupt thieves are falling apart in the courts!
Nettle seed (previously called in the PEOPLE of judges) is also part of the corruption system!
And the raven will not peck out the crow's eye?

Naturally ... The judge has an apartment, but I want more (the local bosses give) He wants a cottage, he wants regional surcharges .. Yes, and just sit still in his place ..
Aleksey slashed at the highest echelons of power, but for me corruption has already become part of the whole system .. Even at the lowest level .. Why is everyone waiting for the president to come to the region? Except of course the bosses .. Yes, simply because his word and problem will be solved .. It has been legally resolved ... And officials who have not observed this problem for years at point blank will get rid of the Ayyaya and threaten them with a finger ...
It is necessary that a person be held responsible for corruption not only by the term, but also by his own property ... Got a complete confiscation and a term of a quarter century ... Any person ... Japan does not hesitate to judge the prime ministers, and here they are white and fluffy ...

This question makes me especially think and I personally come to a disappointing conclusion.
The state system itself is ineffective if everything in our country depends on only one person!
I do not dare to impose my thought on anyone, this is my personal opinion!

Whose money was in Cyprus ??? Mostly stolen, for washing precincts of aligarchs and officials. Putin and Merkel allocated money for Cyprus, i.e. saved the acquired
        overwork.
Of course, the presidential power and the government should protect the interests, including financial, of Russian citizens abroad. This is one side of the coin. However, Russian popular opinion now categorically opposes the salvation of the capital of offshore aristocracy and bureaucracy illegally withdrawn to offshore. Therefore, any financial assistance to Cyprus to save its financial sector without reinforcing Russia's significant bonuses in the Eastern Mediterranean will be considered extremely negatively in popular opinion. This will directly contribute to further deligitimization of the Moscow authorities.

such kilogram bars of aluminum for 180000 rubles apiece are purchased for the army as GLONASS navigators.

In the Russian "analogue" it is necessary to read the geographical coordinates from the screen and put them on a paper map. A very exciting activity during the fighting.

A sufficiently illustrative example for Russians is the fight against corruption in Belarus. Yes, Alexander Grigoryevich Lukashenko is very disliked by the pseudo-democratic leaders of Western countries. But the people respect him very much.

It is significant that the law of Belarus on the fight against corruption of July 20, 2006 does not provide for a minimum amount of a bribe. That is, for three rubles you can safely rattle for fifteen years, which, of course, is very worrying for “human rights activists”. And the landings began, and not widely advertised shares ending in anything, but quite real.

At present, the former deputy minister of internal affairs of the Republic of Belarus, Yevgeny Poluden, and the former head of the secretariat of the country's parliament, Gleb Bedritsky, are under investigation. Both officials were caught exceeding their authority. One stole state money, the second collected bribes from subordinates who paid it, probably, also not from a salary.

The slogan “a thief should be in prison” has long and confidently been adopted by law enforcement agencies of Belarus.

Already, 30% of convicts in Belarus are in prison on economic charges. And, probably, this is correct. It is self-interest and greed that are the main incentives for all criminals.

The deputy chairman of the executive committee of the city of Minsk, Igor Vasiliev, went to serve a fourteen-year term not even for a bribe, but only for his passionate desire to receive it. By the way, he wanted no less than half a million dollars. The first part in the amount of two hundred and fifty thousand was received from a special KGB fund. Naturally, this figure did not reach freedom in the second part. It is interesting that the official tried to get this rather big money from foreign investors in the economy of his country. Is this not the most vivid evidence that a number of officials are absolutely not interested in their country and are going to live outside its borders!

Belarus is not a very rich country, so dishonest bureaucrats are ready to receive bribes even with things that are strange in Russian terms. For example, building materials, land, apartments, cottages. For example, the Minsk Region prosecutor Mikhail Snegir went to jail for seven years, acquiring a luxury apartment at low prices. By the time, of course, its confiscation was also attached.

Alexander Grigoryevich Lukashenko has long understood that any decisions made by him that benefit the country are not popular in the West, and simply stopped looking back at him. Recently, many meetings involving Lukashenko have ended with revelations of corrupt officials and their subsequent arrests. So, according to the results of a check of officials from the sport, namely, an investigation of the facts of their individual construction, such a high-profile case was born that even the opposition is here on the side of the president.

Now there is a catch of owners of country cottages, purchased at public expense at a price of $ 1200 per piece. Judging by the price, a jacuzzi and a masseuse should be included for free with such a need.

Maybe someone will think that all this is just a show, such a cunning game in the fight against corruption. But any sane person, of course, understands that the Belarusian Old Man is not one of those who at the bribe-taker landings is elementary PR, as they say, works for the public. And all this is correct. Because it is precisely the social injustice generated by bribery that produces the electorate for various dissatisfied, who themselves often have a snout in the gun.

It always seemed strange to me, one-sided claims on corruption ... Well, let's face it! That's all against corruption (in words), but how is it really?

      1. To give a bribe to the traffic cop, so as not to get involved, is this corruption? Undoubtedly! But ... after all. Why? Because they violated, so as not to lose time, not to lose their rights ...

      2. To give a bribe to the director of the kindergarten, is it corruption? Of course! Why give? What would a child arrange, not to lose time, etc. And how should it be? Application to the prosecutor's office! Many did it? Well, like, I wrote 20 statements, and as a result, a child without a kindergarten and a director on the spot ...

      3. To give a bribe to the principal, is it corruption? Yes! Why give? Because blah blah blah. and to the prosecutor? Oh well, blah blah blah ...

      4. Bribe an official, corruption? Corruption! Why give? .............

And five, and six, and so on! The president will not do ANYTHING if we continue to give, instead of filling up prosecutors and courts with statements! Society is inert. Everyone believes that it is better to give, and quickly solve their personal selfish problems, and then in the kitchen then resent the corruption of doctors, teachers, and officials.

In China they say: "If you don’t feed the dragon, he will die!"

Especially for you, the respected Atlon concept of corruption ...

Corruption (from lat. Corrumpere - to corrupt, lat. Corruptio - bribery, spoilage) - a term that usually refers to the use by an official of his authority and the rights entrusted to him for personal gain, contrary to law and moral principles. Corruption is also called bribery of officials, their venality. The corresponding term in European languages usually has broader semantics stemming from the primary meaning of the original Latin word. [Significance of fact?]
A characteristic sign of corruption is a conflict between the actions of an official and the interests of his employer, or a conflict between the actions of an elected person and the interests of society. Many types of corruption are similar to fraud committed by an official, and belong to the category of crimes against state power.
Corruption can be affected by any official with discretionary authority [source not specified 127 days] - authority over the distribution of any resources not belonging to him at his discretion (official, deputy, judge, law enforcement official, administrator, examiner, doctor, etc.) . d.). The main incentive for corruption is the possibility of obtaining economic profits (rents) associated with the use of power, and the main deterrent is the risk of exposure and punishment.

According to macroeconomic and political studies, corruption is the largest obstacle to economic growth and development, which can jeopardize any transformation [1] [2].

        Well then, come on.
Hand on heart, tell me if it’s more convenient, easier, and safer to pay a fine, wait in line for a kindergarten, arrange children in a decent school near your home, than give bribes, will you throw money? I think not.
You, in your desire to whitewash power, are trying to swap cause and effect. But this is not new, as demagogues from the authorities act in order to justify their inaction or to hide their mercantile interest.
Corruption does not begin when I give money to a traffic cop, but then when such rules and procedures are established that it is more convenient to give a bribe in all respects than to act according to the law.
Corruption begins when an official manages his services as mercy — I want to give, but I want to keep it.
Corruption where they do not fight it, but benefit from it.
And we will stop giving bribes as soon as it becomes pointless. You do not give a bribe in the store for you to sell a shortage from under the floor belay (haven’t forgotten yet what it is?) But they used to give you where to go if these are the conditions and rules.
So your post is continuous and alas, ordinary demagogy.

I'm not trying to whitewash the power! What kind of fantasies ?! I'm just trying to say that, instead of being indignant, DO something! And the cause and effect, just you are interchanging! Assume the situation:
You violated traffic rules, you are facing a deprivation of rights. You are giving a bribe. Why? Walk reluctant to walk! Why did you break it? Hence the conclusion: Citizens themselves do not live by law! Violate here and here, so what makes you think that the cops will live by law? They are the same citizens!
Another situation. To arrange a child in kindergarten = a bribe. Why? Demand is more than supply! You, as a law-abiding citizen, will write a statement to the manager? Knowing that at the same time you still will not have a place, it simply does not physically exist! Or give it to your paw to get around your own kind in the "competitive" struggle? So, not because we give bribes that they take, but because they take what we give! And we give, because we don’t want to live according to the law ourselves, but we want preferences! This has been going on since Soviet times when everything was done according to acquaintance. Only then, it was "you to me, I tell you," and now everything is monetized. It is necessary to start with oneself, and not to demand mass executions from the president! By the way, in the Criminal Code of the USSR an article for giving a bribe was as harsh as for a bribe itself. Can we now equalize the rights of both the giver and the taker?

            Quote: Atlon
You violated traffic rules, you are facing a deprivation of rights. You are giving a bribe. Why? Walk reluctant to walk! Why did you break it?

This is the reasoning of a person who does not know the subject.
I am a driver. The road on which I travel every day is blocked by the traffic police for cars with flashing lights. They just turn on red and hold everyone for 10-15 minutes. The oncoming lane is free before the traffic light, after its own traffic light. And now everyone is standing, and the emergency lights go first in the oncoming traffic, then in their free traffic jam at the next traffic light. Then everything repeats. Power goes - people stand and swear - 1 minute green and again on 10-15 minutes red.
But the people have money (not all of course, but especially gifted) And so, in order not to stand at traffic lights, the new Russians are ready to pay. Do not think anything bad, everything is legal, official and decent. Providing patronage assistance. Who buys computers for official use on his own money, who makes repairs at his own expense on the basis of the traffic police. Who congratulates the cops on holidays and makes gifts to them and their families, and who all this together. But how does an inspector on the road distinguish a “sponsor" from a simple huckster? And then special passes are introduced. Nothing special, just a laminated cardboard with the inscription - "Administration" and the territorial name.
Formally, this pass does not give any advantages, but Gaets knows this “their own”, they pay, and turns a blind eye to the fact that cars with such passes go the same way as cars with flashing lights. In addition, such passes from the local, grassroots authorities whose emergency lights are not allowed by law. Further - more, and trade begins with such passes. At the height of this business, the pass cost from 1500 to 5000 euros, depending on solvency and the degree of proximity to the traffic police.
And now I'm driving a company car on official business and BAM !!! They brake, take away the right - riding in the oncoming lane. But what about the pass? And the cop for me - doesn’t work today, I received a command from all over to bend - I'm sorry, but you got.
THEY GOT ME!!! No rights - no work. The production is closed, the agricultural industry is ruined, the cooperatives are crushed, the hacks recaptured the hack. Where to go? Armed for 15 tr? I have three children and a sick mother. What should I do? To write a statement to the prosecutor? On whom? On the cops who are formally right? Like, the chief cop did the repair, but they threw us?
And I was not alone - about 200 people were left without rights that day.
Of course, I bought the rights. What did it cost me? A few years of life, I think ... and a few dozen tr
And I do not break the rules, for a long time and in principle. I’m not a youngster to drive and I don’t need rights because I don’t want to “walk on foot” They are my bread and bread for my children. The authorities understand this very well and specially create conditions in which I cannot give money. After all, the law does not have the right to block roads. Again, write to the prosecutor? What for? You can immediately pass the petition to the Prosecutor General, but the trouble is that he doesn’t stop at red, but he drives past us in the opposite direction. Yes, and formally gayts do not block the road; it's just a red traffic light and nothing more.

the heyday of corruption appeared when money appeared in the country, in the budget. There were also corrupt officials in the USSR, but there were just a few of them, and there was really nowhere to spend money and gold, only to make limited purchases inside the country. with the advent of “freedom” of 90 and permissiveness naturally, the people realized that the “happiness” lies in the money, and so it went. the people and people themselves propagated corruption. if people stopped doing this, then corruption would disappear by itself, but the temptation is great when there are so many around "gingerbread" and life is limited, so I'm trying As they say, they breathe in before death. Of course, after the black-and-white rulers of the USSR, everyone wanted everything at once, now we are reaping the benefits. Prosecutor General Yaguzhinsky remarked to this: "Do you really want to remain emperor without ministers and subjects? Facts, please ... and then, any corrupt official, started small. First, the doctor of the clinic, then the head of the department, then the head physician ... The same goes for officials and cops. They get used to impunity, grow up the ranks, and grow their appetites. And the citizens, too ... Accustomed to solve their problems for bribes. The higher the social status becomes, the more difficult the problem, and the higher the bribe. Mutual responsibility, and not a single president can do it! While citizens themselves do not want to change something. And citizens will not want to, because for a bribe you can get a piece better, and bypass a competitor! At least in business, at least in life.

And the utmost clarity and simplicity of the law, instructions, regulations, decree is the concern of the authorities and leadership of the country.
Here is the starting point in the corruption system. People will not give bribes if they do not often demand them. And when the system implies it is possible, but it can be done differently, but ..... Sorry to blame people not ethically, to say the least.

Yes, there is corruption in Russia, no one argues. But it is in all countries without exception, it’s just a different level! You can just look at the graphs, they are freely available. By the way, the DPRK is in second place in terms of corruption in the world wassat it’s just as we ourselves know that everyone here sitting that our media doesn’t belong to us seems to be, but they do not cover this topic very well, and even bloggers help, the Internet themselves copy-paste everything without hitting it. Here and think, who benefits from it to cover corruption so violently. why should I know about corruption? why should I always poke about it everywhere? what would it be that I would be very angry and go to protest on the Internet or on the street? but is it possible to fight corruption without a violent media coverage? doesn't it work, or what?

It’s just that these kind of processes need to be carried out in public, so that it’s not disastrous !!!

There is another socialism ripening in the bowels of our ugly society today.
I can also recall the rather well-known words "Socialism is not a dogma, but a guide to action."
I’ll tell you the following: in order to build a new house, it’s sometimes easier to destroy the old one, remove rubbish, leave what may be useful, level the site, dig a foundation pit, lay the foundation and begin to build walls, and so we already had a demolition house ( the tramp died), the site is planned, the foundation pit is ready. Vladimir Vladimirich it is time to start laying the foundation, this is his task, but he won’t solve anything ...........
It will depend on this whether it will continue or not.
And as for socialism in a new guise and quality, it will be very soon.
And finally, training for the mind:

Under Yeltsin, all the rubbish was lying under our feet, and we ourselves pulled it apart and some of us used boards and bricks stolen. but at the moment we have new walls and a new roof built under Putin. at the moment we are engaged in interior decoration and external, as well as insulation of the dwelling. a fence (military industrial complex) and communications (energy resources) have been built. but strangers roam the territory cats and mice that steal products and gnaw the foundation. but these cats and mice coexist perfectly together, since they have one owner.

And now it’s clear why Putin awarded him the Order of Merit to the Fatherland, 1st degree. So you once again ran into your beloved Putin and probably do not know anything about the fact that the first decree is acting of President Putin was the Decree "On guarantees to the president of the Russian Federation, who terminated the exercise of his powers, and to members of his family" was the first decree signed by the acting acting president on December 31, 1999. President of the Russian Federation Vladimir Putin. The decree determined former President Yeltsin a pension of 75% of the presidential salary, the guards and the apparatus of assistants paid from the budget, and also provided one of the state dachas for life use. The former president and members of his family were guaranteed free medical care in special clinics and free use of government communications. But the main thing - the decree established that "the president of the Russian Federation, who ceased to exercise his powers, cannot be held criminally or administratively liable, detained, arrested, searched, interrogated or searched in person." The decree was in force until February 2001, when the State Duma adopted the federal law “On guarantees to the president of the Russian Federation, which ceased to exercise his powers, and to members of his family”, which established the immunity of the former president “for acts committed by him during the exercise of the powers of the president of the Russian Federation”. The former president can only be held accountable if he commits a serious crime. Moreover, the representation of the prosecutor general about the deprivation of the former president’s immunity in connection with the criminal case instituted against him should be approved by the State Duma and the Federation Council.

So do not anger Putin Yeltsin

The remaining 66 million voters were directly and indirectly against him. If the Kremlin’s authorities hadn’t pre-selected election legislation under Putin: removing at least 50% of the electorate’s participation, removing the column against all at which, with 1 / 3 against, the elections are considered void and all candidates are removed in the future. Putin would not have seen his third illegal term as his ears.

Until there are normal laws in our country, corruption cannot be defeated. Thieves wrote laws for themselves. Almost everyone has a “loophole”, and for a bucket of nails or a stolen sheep you can rattle to the fullest, and when the train with resources disappeared, it seemed like nothing. A striking example, recently was in naberezhnye shuttles on a kamaz, where the locals told a wonderful humane story. During the crisis and the poor, when wages were not paid to workers, some hard worker tried to put a set of rings on the engine, he was detained at the checkpoint. In the explanatory, he wrote: "There is no money, there is nothing to feed the family, I took the rings as a salary to sell and at least somehow feed the family" is the result of the 3 year of the colony. After a couple of days already on the federal highway on a tip-off, police officers detained a whole truck with various spare parts from the Kamaz factory. The driver was given half a year conditionally - like he didn’t know anything, but the perpetrators were never found!
So think for yourself ..... they think that the time "master" has not passed, that I want to turn it around. Another example of 2 a week ago was in Voronezh, again according to local stories. The Voronezh deputy walked near Paris at the state expense, ate truffles, arranged expensive excursions with escort agencies, went in limos and all the state. score. I burned. The people were indignant that our taxes are being taxed. He was assured that this deputy was fired. But in fact, he continues his "tumultuous activities for the good of the people" as he sat on the deputy chair and sits.))))) It would be ridiculous - if it weren’t so sad. Now in Russia there is no body that would control these reptiles. Suppose that they continue to flood us through the TV, what about a little more and we will defeat corruption, but in fact, as they stole, they will continue to steal. The capital-democratic system itself implies this, theft is an integral part of it!

Laws are needed. Laws are written to protect ideology ( http://klin.hutt.ru/viewtopic.php?id=471&p=2#p886 ), and our ideology is foreign - colonial (they give the local elite the right to atrocity, and they do not interfere with robbing the country).

Paraphrasing the catch phrase from the movie "Ivan Vasilyevich Changes the Profession", we can say so - "They steal everything." It’s now that the media “is shocking us with loud disclosures of corruption schemes and scandals on this basis. How much has it been stolen already at the time before these scandals begin? And now in general, it’s as if they have broken the chain. The sums mentioned are simply astronomical, many are not big states, they don’t even have such a budget, how many officials steal from us. And this is just the tiniest tip of the iceberg. And against this background, ordinary people are not lost. Here is an example: My sister left the glorious city on the Neva in Tyumen on the 5th. 14 places, so for the fact that We just take the cart and ourselves, I emphasize - to bring things to the car ourselves, they asked for 3 thousand rubles!?!?!, despite the fact that a ticket to the reserved seat costs 3240 rubles. For what? And the most cynical thing, they also gave the check True by 2 thousand, as the sister didn’t give anymore, although she had a dog with her, Doberman breed, she just had to say FAS.

PS I wrote a letter to the reception of Russian Railways, to the Ladoga station itself. There’s no sense, even if they sent an unsubscribe to the attendant. I don’t wait, they have no time, they are "sawing" the money.

Each time this topic is mentioned, and things are still there! the basis for deterring corruption is and will be the inevitability of punishment for it! Now, only twenty-five percent of criminal cases of corruption are convicted! Moreover, criminals receive, as a rule, not a real term, but a suspended sentence, or a fine! We need real terms with confiscation, and open public courts!
Further, an example of Chinese executions. Many write that the pier does not help, and continue to steal! The Chinese have a different mentality! Horseradish will be shot with her, but he lived! In Russia, on the contrary, every corrupt official wants to live forever and in comfort! And even the realization that the crime, according to the verdict of the court, will take away the precious life of the offender will be a very serious deterrent!

In what region of central Russia does not come everywhere trade in government posts (with rare exceptions). And about the republic and say nothing. Here we had one in the party "Just Cause" ... I bought the position of deputy. Governor. Governor fired. The new appointed governor fired this deputy as well. Now he joined the EP and now he is a deputy of the regional Duma. And so it is everywhere. What kind of joy about the people we are talking about if nepotism and bribery are around. Thus, the conscience of the officials who came to the service in this way should not be read at all. Only a strong leader of the country will be able to eradicate corruption, or at least localize it, but we have not had such and have not. Apparently there is no desire or skill ... You can come up with a bunch of laws. But if they do not work and there are no people responsible for their implementation .. what effect can there be. If the state, for whatever reason, ceases to perform a number of its functions, these functions, by virtue of the laws of self-organization and self-development, are assumed by the people. It's unavoidable. This is the law of the development of society, and the state is only its element. I emphasize that it is not society that is included in the structure of the state, but, on the contrary, the state is included in the structure of society (attitude of subordination, course of logic for universities). This is what determines the justice of the well-known formula: "Every nation deserves that government that has", and you can replace the word "has" with the concept of "generates". Today we are unhappy with corruption (it was simply impossible in such a volume before). The state is not that it is not trying to fight it, but it itself has bred it and, I will dare to assume, it has very well with it. Has us, our means. Once (it, it has already come once) we will get tired of it and then the will of the people will begin to express themselves through SAMOSUD. It is not difficult to even guess who was lynched first: Serdyukov, who ruined and plundered our armed forces, Skrynnik, who appropriated more than 40 billion rubles. agricultural money, authors of pipes of (p?) business, Petersburg, then without stopping. I think if by the fall there will not be adequate repression by the state, the people will take on its (state) function. And if so, then the state will not be greeted, or rather, I’m afraid that in its current form it will simply go round.

For example, the mayor of Togliatti Utkin. is already at large according to UDO. about the police I don’t say, it’s just there. I can recall the judge offhand, etc. and the most interesting thing is that they are ALL anti-corruption fighters. Sadly, in a word.

They saw in their life, at best, the "chest of the fourth person", and already military experts. In real life, they probably rose to the rank of majors and fled the army in difficult years. And figley, there are 20 years of service, I got an apartment and everyone went, and I'm in busines. I have such friends. The loudest shout - all is gone. am

All juices are sucked out of us. What kind of modernization-innovation-crap can we talk about with this system? Mantra slogans ,no more.

I would take it even wider. The current vertical is only one of the models of governance in a totalitarian state. And corruption is an integral attribute of totalitarianism. The fight against corruption is effective only where it is possible to implement the principle of “shares one, but chooses (controls) the other. That is, the opposition should exercise the control function of power from the administrative vertical. Moreover, the opposition should not be as pocket-sized as in the current Duma, but real. all the power of the administrative machine is directed not at fighting corruption, but at maintaining the monopoly of power. In the case of Navalny, who is charged with a pitiful 400 thousand rubles, more investigators work than under Serdyukovsky.

Only God will cleanse corruption and all liberal infection!
AFTER BIG CLEANING - BIG REVIVAL

In 2001, pilgrims from Russia talked with the Athos elder Joseph Vatopedsky about upcoming world events. Here is a story about this meeting: “The elder has grace written on his face. He told us about the fate of the world and impending formidable events. The Lord endured our iniquities for a long time, as before the great flood, but now the limit is approaching the patience of God - the time has come for cleansing. The cup of God's wrath is full. The Lord will allow suffering to destroy the wicked and the Godless - all those who made modern turmoil, poured dirt and infected the people. The Lord will allow them to destroy each other with blinded minds.

There will be many victims and blood. But believers do not need to be afraid, although there will be mournful days for them, there will be as many sorrows as the Lord will allow for purification. Terror of this is not necessary. Then there will be a surge of piety in Russia and around the world. The Lord will cover his. People will return to God.

We are already on the verge of these events. Now it all begins, then the Godless will have the next stage, but they will not be able to carry out their plans, the Lord will not allow it. The elder said that after a surge of piety, the end of earthly history will be near ”.

According to the program of the Satanist-Jewish masons to organize three world wars (and the term "world war" was coined by the Jewish masons) to achieve the goal of world domination, a program developed by the largest Masonic authority Albert Pike and adopted by the highest Masonic authority - the "Supreme Council of the World" - 1871, the Third World War should end with the establishment of a global Jewish Masonic dictatorship - the power of the "World Government" (now backstage), and then the power of the world Jewish king - Moshiach (antichrist).

“For the complete triumph of Freemasonry,” wrote the Jewish Satanist A. Pike, “three world wars will be needed; in the third of them, the Muslim world will be destroyed, after which we will provoke a gigantic social upheaval, the horrors of which will show everyone the ruin of unbelief. The revolutionary minority will be destroyed, and the majority disappointed in Christianity ... will receive from us the true light of the teachings of Lucifer ”[i].

Here is the starting point in the corruption system. People will not give bribes, if they do not often demand them. ..... I'm sorry Do not blame people ethically, to say the least.
