A traffic police inspector was arrested for allowing the car of a murder suspect in Lyublino to pass for a bribe.

The Basmanny Court of Moscow arrested traffic police inspector Dmitry Bovtunov, who allowed the car of a suspect in the high-profile murder of a local resident, 24-year-old Kirill Kovalev, to pass for a bribe in Lyublino, which occurred on April 17. The car was driven by one of the relatives of a certain Shahin Abbasov, a defendant in the criminal case.

This message appeared in the Telegram channel of the Moscow courts of general jurisdiction.

The driver of the car stopped by the inspector was driving without a driver's license, so he offered the inspector a bribe of 30 thousand rubles. He willingly accepted the bribe, which was transferred to the account he indicated, and allowed the car to continue.

The court chose a preventive measure against Bovtunov in the form of detention for a period of one month and 23 days, that is, until June 18, 2024

- said in a statement.

The Main Directorate of the Moscow Ministry of Internal Affairs reported that this employee was dismissed from service with the wording “for an offense discrediting honor and dignity.”

The conflict in Lyublino (Moscow), as a result of which Kovalev was killed, flared up due to improper parking of a car. A local resident made a corresponding remark to Azerbaijani citizen Shahin Abbasov, to which he reacted extremely aggressively and involved his relatives in the “showdown.” The suspect in the crime and his accomplices hid for several days and were then detained by law enforcement officers in the Rostov region.

And how many of these inspectors are there in the country now? And after this, are we concerned about terrorist attacks in our cities? The main thing here is the amount to let the devil out of hell go wherever he wants!

Conservatory, private lessons, another private lessons, dentures, gold, furniture, court, Siberia.

Conservatory, accompaniment, trading college, head. production, caviar, crabs, currency, gold, court, Siberia.

Maybe something in the conservatory to fix?

What did you miss - kindergarten, school, music school? Maybe we can start making adjustments in kindergarten? And surprisingly, he didn’t go to jail for the gold, but was “mistaken” for the furniture. And what about training in a wide range of fields at the conservatory (to make dentures, to make furniture, to deal with trade in goods, and production)? Still, the Russophobe Zhvanetsky should be quoted less often.

This inspector must be shown complicity.
Didn’t anything click in his head when he was offered 30 pieces of silver (30!!!!)? Or do they all give him thirty? Hardly. No one will simply offer thirty thousand for violating traffic rules. Even on Rublyovka.

It is unlikely that they lacked rights.
The killers were given a ride by an accomplice who was not involved in the murder. He was specially brought in to take him there. The car was probably clean. Nowadays no one will go to work in a burnt car and without a license: there are too many cameras. This is not the dashing 90s, when we, drunk, without licenses, without documents, ran away from the police so as not to pay 100 bucks.

                It still doesn't add up.
The driver had two ugly passengers who were probably involved in the bargaining. The inspector is too stupid and greedy.

It really depends on fate. If he hadn’t run into a criminal, he would have worked further and taken bribes, but... Just like other authorities, there was a fire with victims - yeah, the inspectors took a bribe, etc. But they will still take the risk of taking it, because that’s why they go there to work.

checking employees is very simple: just compare expenses with income.

Since 2012, security officials, employees, and teachers began to submit information about income and property in the prescribed form to regulatory authorities. In the first year, no one was touched, the next year they began to press those whose certificates did not match. Starting with the generals, those who hid real estate, did not declare deposits, etc. were fired from their positions. That is, there is a mechanism, it has been worked out, but this tool is used selectively. An example is the arrested Ivanov. What, no one knew about his expenses that did not match his income? For this alone he should be fired under the article "Loss of trust"

For this reason, information about them is no longer publicly available. And since 2023, anti-corruption declarations will not be made public due to the implementation of the SVO.
In short, we don’t rent out our own. You just need to share.
In general, the policy is this: take as much money from the budget as you want, just don’t steal.

We have 2 employees - wives of mobilized workers. They filed for themselves and their children; for their husbands they took certificates from the military registration and enlistment office and an extract about the husband’s service.
Last year, everything was exactly the same; one prosecutor’s office even made inquiries to the Moscow Region to see if he was really serving (the slightly blurred seal was from the military registration and enlistment office).

It was only in the movie “Traffic Inspector” that Pyotr Sergeevich Zykin was fundamentally incorruptible... Bobkov wrote that the KGB began to work with traffic cops in the USSR - when the amount one-time bribes rose to 5 rubles. Like “The inspector generated a sum sufficient to transfer it not only to the immediate superior but also above.”
And if it was up to 3 rubles, then there was no point -
Then he could give a penny to his superiors.
But the total purge did not help - those who came again immediately began to take

Sometimes, in order to normalize the work of the department, it is necessary to cut off the “rotten head”.

And if there are no documents, he locked the car and left it, then took the car from the impound lot.
Now truck drivers do this in customs control zones along the border with Kazakhstan. They lock the car and leave.

And if he does leave, having locked the abandoned car, then the traffic police officers do a simple thing: a small amount of trinitrotoluene is dissolved in advance in engine oil (as I heard) and any parts of the abandoned car are sprayed with this oil. After which, “on suspicion of...” a special group with a dog handler and a dog is called. The dog does not take bribes and honestly indicates the presence of explosives in the vehicle, after which it is disassembled down to the screw. The alarm turns out to be false, the special group, with a sense of accomplishment, leaves to write reports, and this makes the “lucky” owner of the car feel much lighter at heart.

the inspector JOYFULLY wanted to take bribes.

An experienced inspector will take it with a sad face, as if he is doing the greatest favor. And just leaving financial traces like that (translation) is a clinic.

In the case of a monkey house, the inspector gets - fig throughout Mordovia, no more.

Well, plus to everything there is lightness in the soul and a feeling of honestly fulfilled duty.

The Main Directorate of the Moscow Ministry of Internal Affairs reported that this employee was dismissed from service with the wording “for an offense discrediting honor and dignity”
    - and it's all??? No guys, we won’t defeat corruption with these measures!

It’s kind of a murky story - how did they find out about this - except that the criminal told him - why does he need this? - and traffic cops don’t work one at a time. And why didn’t this guy report to the next post - let the people there also shop?

=dimy44]How much? Yes, I think that's all. Because the system obliges - after all, the boss needs to release the percentage. Others don’t stay there - they’ll devour them.
They checked the bank cards of the accomplices, accounts, transfers, and found “payment” to the corrupt inspector. I would take cash, nothing would be revealed, I would receive certificates, move up in the service, serve the system. There are benefits from digitalization, financial transparency, crime leaves its mark...

I wonder if the murderer will be punished according to the law, or if the case will be hushed up so as not to quarrel with the Azerbaijani Sultan and the diaspora?
