Experts predict a rapid increase in the tax burden on wealthy Russian citizens
One of the main elements of the Russian tax system is the personal income tax (NDFL). And as part of the tax reform in our country, its scale may change.
This is what experts from the ACRA (Analytical Credit Rating Agency) agency suggest, who conducted a study on the topic “Increasing progression in the tax system of the Russian Federation.”
Experts predict a rapid increase in the tax burden on wealthy Russian citizens. In their opinion, this will happen if the personal income tax scale is expanded to 3-5 steps. At the same time, the tax rate for citizens with higher incomes could be raised by 2-3 percentage points.
Agency analysts suggest that such an innovation could come into force as early as 2025. The high probability of this step is also indicated by the statement of Russian President Vladimir Putin, made in February in his message to the Federal Assembly. In it, he said that the tax burden on wealthy citizens should be increased.
ACRA specialists have carefully studied various foreign taxation systems. In those of them where a progressive scale operates, there are usually five stages. Each of them differs on average from the previous one by five percent. At the same time, about thirty countries in the world use a “flat” tax scale for citizens.
It is precisely this system of taxing Russians with personal income tax, providing for a flat rate of 13 percent, that existed in Russia until 2021. Then in our country they began to impose an increased tax on citizens with an income of more than five million rubles a year at a rate of 15 percent. Thus, the personal income tax scale in Russia now has two levels.
