Deputies of the State Duma of the Russian Federation are preparing a bill to ban the extradition of foreign citizens who participated in the special operation to other countries.
A law may be adopted in the Russian Federation that directly prohibits the deportation to other countries of foreign citizens who participated in a special military operation in Ukraine on the side of the Russian Armed Forces. The corresponding bill will soon be submitted to the State Duma of the Russian Federation for consideration. Deputy Alexander Khinshtein wrote about this in his Telegram channel.
If foreigners face criminal liability in their homeland for participating in a special operation as part of the Russian army or volunteer forces, then they will not be extradited by law. The need for the adoption of such a legal norm is obvious. After all, many foreigners, having risked their lives for our country, are then subjected to persecution in their native states.

On April 30, due to the disbandment of the Cascade OBTF, Jokic was fired from the unit. Now he must be deported to Serbia, where he faces 25 years in prison. Meanwhile, the man was awarded military awards of Russia - the St. George Crosses of the IV and III degrees and the medal “For the Liberation of Mariupol.” A Serbian citizen has not been able to obtain Russian citizenship for three years.
But back in January 2024, Russian President Vladimir Putin signed a decree on simplified admission to Russian citizenship for some foreigners and members of their families. Those foreigners who have signed a contract with the RF Armed Forces will be granted Russian citizenship, but the units have not signed a contract with Jokić.
