Wants ratification: Secretary of the Nuclear Test Ban Organization met with Deputy Foreign Minister of Russia

The meeting between Deputy Foreign Minister of Russia Sergei Ryabkov and Executive Secretary of the Comprehensive Nuclear Test Ban Treaty Organization (CTBTO) Robert Floyd, held earlier in Moscow, was reported on the organization’s page on the social network X (formerly Twitter - blocked in the Russian Federation).

The CTBTO message clarifies that the parties met within the framework of the Moscow Non-Proliferation Conference that took place in recent days.



Ryabkov emphasized Russia's continued support for the Comprehensive Nuclear Test Ban Treaty as a signatory state.

The Comprehensive Nuclear Test Ban Treaty (CTBT) was adopted by the UN General Assembly on September 10, 1996. On November 2, 2023, the Russian President withdrew ratification of the Treaty, which was never ratified by the United States. However, despite this, as Russian Foreign Minister Sergei Lavrov noted in his address to the participants of the Moscow Conference, Russia remains “a full participant in the CTBT.”

Robert Floyd has previously stated that he is in regular contact with senior Russian officials. According to him, he is trying to convince the Russian authorities to ratify the treaty, since this “meets the interests of the whole world, including Russia.” Interestingly, the CTBTO Secretary is making the same efforts to persuade Washington to ratify this treaty...
