Georgian special services against Ukrainian terrorism

Recently it became known that the Georgian special services, as a result of operational measures, identified and stopped an attempt to smuggle explosive devices through Georgian territory. Foreign terrorists tried to deliver them to Russia and carry out a terrorist attack in one of the major cities. The Georgian side has disclosed some information about the operation, and it already allows us to draw various conclusions.
According to official data
The State Security Service of Georgia reported on the successful implementation of operational activities on February 5. The official statement provided information about the activities carried out, material evidence seized, some suspects, etc. However, some of the data, for obvious reasons, is not disclosed.
As reported, the Counter-Terrorism Center of the State Security Service, based on the results of earlier activities, had information about the intentions of terrorists to smuggle explosive devices through Georgian territory. Operatives of the SSS KTC found and secretly searched the terrorists’ car. Dangerous cargo was seized in the form of a pair of containers disguised as batteries for an electric car.
The containers and their contents were handed over for examination to the Forensic Department of the Ministry of Internal Affairs of Georgia. In order to continue the operation, the dangerous filling of the containers was replaced with dummies, and the “batteries” themselves were returned to their place. We also established surveillance of cargo movements and those involved in order to identify all participants in the scheme.

During the investigation, it was established that disguised explosive devices entered Georgia from Ukraine. They were shipped in Odessa and then transported in transit through Romania, Bulgaria and Turkey. In mid-January, a minibus with “batteries” belonging to a Ukrainian citizen arrived in Georgia through the Sarpi checkpoint.
Then the terrorists were going to go through the Dariali checkpoint to Russia, to the city of Voronezh to carry out an attack. What kind of terrorist attack was planned is unknown or not reported. Then plans changed. Only one of the two containers was sent towards the Russian border. When trying to cross the checkpoint, a car with a container and carriers was detained.
The second disguised container was hidden in Tbilisi, where Georgian special services also found it. Now the SGB CTC is establishing the purpose of its transportation. The possibility of organizing a terrorist attack in Georgia for one purpose or another cannot be ruled out.
At the moment, the State Security Service has identified a number of participants in the terrorist scheme. 7 citizens of Georgia, 3 citizens of Ukraine and 2 citizens of Armenia took part in the preparation and transportation of dangerous cargo. The organizer of the scheme is considered to be a Ukrainian “politician” originally from Batumi. The investigation believes that he was the only suspect who knew about the actual filling of the containers. At the same time, investigative actions continue and new suspects may emerge.

At the moment, a case has been opened under Part 3 of Art. 236 of the Criminal Code of Georgia, which provides for liability for illegal trafficking in explosives. However, during the investigation, the suspects’ actions may be reclassified under Art. 323 "Terrorism". In this case, they face significantly longer sentences.
Instruments of crime
The State Security Service published operational footage of the efforts to detain suspects and seize explosive devices. In addition, the intelligence service described the design of these products and assessed their terrorist potential. In general, Georgian experts note that the use of such devices would lead to serious damage to infrastructure and large casualties.
Containers for the secret transportation of explosive devices were disguised as compact batteries for electric cars. In each such battery, three explosive devices were placed in their own small box-shaped housing - a total of 6 units.
All six products were full-fledged ammunition, fully equipped, practically ready to be detonated. The cases contained C-4 explosive charges in the form of standard bombs with an electric detonator, as well as control circuits and batteries. The detonation had to be carried out at a given point in time.
Elements of explosive devices
The State Security Service notes that the explosive devices were manufactured by mine specialists. The design of the products and the chosen explosive indicate a desire to obtain maximum performance. In particular, KTC SKB recalled that composition C-4, based on hexogen, is significantly more powerful than TNT and should cause corresponding damage.
Heading for Terror
The Georgian special services are continuing the investigation, and they will have to identify all the circumstances of the planned terrorist attacks, identify those involved, etc. While they cannot draw all the conclusions and disclose all the information, in general the situation is clear. Everything suggests that the Ukrainian special services are again trying to organize a terrorist attack on Russian territory, directed against infrastructure or the population.
The situation at the front is developing in the worst possible way for the Kyiv regime, and its prospects are predictable. He will no longer be able to change the situation on the front line using military methods, and no assistance from abroad will help in this regard. In such a situation, the Kyiv special services consider it necessary to organize terrorist attacks of one kind or another. They have repeatedly and with varying success tried to attack the Crimean Bridge, constantly shell residential areas of Donbass settlements and try to attack infrastructure and cities in other regions.
This time the enemy tried to smuggle several explosive devices into Voronezh. As in the case of the attack on the Crimean Bridge in the fall of 2022, Ukrainian special services tried to cover their tracks and transported dangerous cargo through several neighboring states. Moreover, in both cases, not all participants in such a “transit” knew what scheme they were participating in.
However, it was not possible to implement such a plan a second time. Georgian special services took their work responsibly and promptly detected an attempt to transport illegal cargo. How exactly they found out about the impending terrorist attack, identified the car with explosive devices and identified associated persons is not reported for obvious reasons. Probably, the State Security Service of Georgia actively collaborated with the intelligence services of neighboring countries, incl. Russia.
By intercepting explosive devices, Georgia simultaneously solved several problems. Thus, it showed its readiness and ability to counter terrorism, regardless of its manifestations. In addition, it demonstrates a willingness to help other countries against which terrorist activities are directed. Moreover, in the latter case, they helped Russia, with which the new Georgian authorities, with the exception of certain individuals in responsible positions, are trying to establish relations.
One of the containers that the terrorists left in Tbilisi raises questions. The State Security Service is now finding out why they did this and what they were going to do with him next. The possibility of preparing a terrorist attack against Georgia cannot be ruled out, and in this case the Counter-Terrorism Center saved its fellow citizens. Such an attack could have been organized, for example, as revenge for the lack of direct and official support and assistance from Tbilisi.
Difficult future
Thus, suffering defeats at the front, the Kiev regime is trying to switch to terrorist tactics. He threatens border regions and also organizes attacks on more distant cities. Some of these actions turn out to be successful, but others can be prevented and stopped. As it has now become known, not only Russian structures are now fighting the terrorist activities of the Ukrainian special services. Georgia was involved in this process, and new participants may join it in the future.
The prospects for the current Kyiv regime are quite clear - it will face complete collapse, as well as denazification and demilitarization. However, to achieve such a result, our armed forces and intelligence services will have to continue working. They will have to continue to destroy the military potential of the hostile regime, as well as stop attempted attacks and terrorist attacks. None of this will be easy, but the results will be worth all the effort.
