Before the meeting acted Russian President V. Putin made several messages. In particular, he touched upon a demographic problem that was vital for the survival of the state and its people. The head of state noted that it is impossible to overcome the most difficult demographic problems only with the help of money - social payments, allowances and benefits.

The head of state noted that many peoples of Russia maintain the tradition of a strong large family, where four or five or more children are raised. But even in Russian families just a generation ago this was the norm.

The current situation is a disaster
As has been noted more than once, the current situation in the field of reproduction of the majority of indigenous peoples of Russia and especially Russians is a disaster (Verdict of Russian civilization; Demographic catastrophe in Russia).
Over the past three years, natural population decline has amounted to more than 2 million people. On the one hand, mortality in Russia has increased during the pandemic and the fight against it. In essence, these are the sad results of previous optimization of healthcare. Medicine has been severely destroyed and transferred to a commercial basis, plus a severe shortage of personnel (low salaries, hard work, optimization-destruction of medical education).
On the other hand, the birth rate has been falling sharply since 2019. The so-called “winter of birth rates”, which is due to the fact that after the collapse of the USSR our birth rate fell sharply, accordingly, today there are simply fewer women giving birth. But not just fewer - the number of women of active childbearing age (20-34), who account for 80% of births, has been decreasing by 2015 thousand people every year since 400. That is, potentially those who can give birth are becoming fewer and fewer.
In 2019, we had about 2 million births, but in 2023 it will be only 1,25 million children. Since 2022, some families have been postponing plans to have a child due to the military campaign in Ukraine, security threats and the uncertainty of the future. As a result, mortality has decreased since the pandemic, but its rates are much higher than birth rates. In 2023 there will be about 1,8 million deaths. Therefore, the natural decline will continue in 2023, 2024, and subsequent years. This means that the number of citizens of the Russian Federation will decrease by approximately one regional center every year.
Of course, they are trying to compensate for part of the population decline, as before, with the influx of new Russian citizens from the southern republics. But, firstly, the influx of migrants is not so large; the military campaign, sanctions, and economic difficulties are reducing the flow of those wishing to settle in the Russian Federation.
Secondly, this flow leads to another catastrophe, already migration, cultural (Migration is a symptom, and disease is the absence of its development project). Migrants do not assimilate and create their own foreign cultural national communities, ghettos, destroy Russian civilization, the state, and the common Russian-speaking cultural and social space. Russia does not “digest” the newcomers, but on the contrary, they aggressively introduce their archaic meanings and traditions.
Guaranteed poverty

Economically, Russia is a “pipe” of the West and the East. The situation after sanctions in connection with the Crimean spring in 2014 and the Ukrainian campaign of 2022–2023. has not changed fundamentally. Only 2-3% of the rich and super rich live well in this situation. Plus a small layer of officials, the top of the security forces, their service personnel, the elite of the intelligentsia - another 10-12%. The rest are at the bottom of the consumer-parasitic pyramid, or are falling and are desperately trying not to fall there.

What can be done?
Putin is absolutely right when he says that “the family is not just the basis of the state and society, it is a spiritual phenomenon, the basis of morality.” At the heart of the whole concept of development is the plan for the organization of life. Fair, in all conscience, is the matrix code of the Russian world. Or unfair - Western materialism (golden calf), when “man is a wolf to man,” with the division of people into castes of the rich-chosen and the poor-losers.
However, the problem is that since the 1990s, the authorities have been trying to make Russia part of the Western project. They introduced the Western matrix - freedom, market, power of capital, liberal values. As Putin admitted this year:
Accordingly, the entire policy of the Putin-Medvedev tandem since the 2000s has been aimed at consolidating the position of the Russian Federation as a cultural and economic periphery of the Western world. For this we abandoned our development project (Soviet - based on social justice and ethics of conscience), our image of the future (beautiful is far away), our industry (we will sell resources and buy everything else).
There was a redistribution of national wealth in favor of a small caste of the ruling nobility, in conditions of constant destruction and optimization of the socio-economic and cultural sphere. A powerful socio-economic program to support fertility and large families. Large healthy families should become the elite of society. Maternity capital should be doubled at the birth of the second child and tripled at the birth of the third, etc. Significant one-time payments for the birth of a child, which should cover all the first needs - a crib, a stroller, a sled, clothing and food for 1-2 years.
Every family that gives birth to a second child should receive parental salary in the form of half the average salary in the region. From the third child – parental salary is 100% of the regional average.
Plus restoration of a full-fledged social support system that existed in the USSR, mandatory for families with children: free nurseries, kindergartens, schools, extended groups, clubs, sports and technical sections, houses of culture and creativity, music schools. Free meals in kindergartens and schools. Restoration of mass physical culture - open stadiums, sports grounds, hockey rinks. Swimming pools at kindergartens and schools. School medicine (paramedic, dentist - monitor the health of children in educational institutions), which existed in the USSR and was killed by optimization.
A colossal housing construction program is needed to provide families with children with free housing. A woman who has decided to give birth to a child should know that for the state this child is long-awaited, and it will help put him on his feet. That the state and its family have a bright future. This is the most important condition.
It is natural that when government officials continue to say that “the state, in principle, does not owe you anything.
