The US-French joint venture ThalesRaytheonSystems 15 on January 2013 officially handed over the Ground Air GM 12, the first 403 of the ordered ground-based radar for detecting airborne targets, to the Finnish Air Force. The transfer ceremony took place at Tikkakoski air base, where the headquarters of the Finnish Air Force is located. Until that time, the first complete radar station for some time passed extensive acceptance tests in Finland.

The Finnish Ministry of Defense signed an unusual procurement contract with ThalesRaytheonSystems in June 2009 together with the Estonian Ministry of Defense. According to the contract worth about 200 million euros, Finland acquired Ground Master GM 12 403 radar, and Estonia - two such radars. Training of personnel and the subsequent operation of the radar will be carried out under this contract, also jointly by Finland and Estonia. The contract with ThalesRaytheonSystems provides a package of service support for acquired radars for a long period, as well as the modernization of five stationary radars of Thomson-CSF (Thales) TRS-22XX (KAVA) delivered in 1993-1995 for the Finnish Air Force.

The ground master GM 403 radars for Finland and Estonia are mounted on the chassis of the Finnish SISU E13TP with the wheel formula 8х8. All locators must be supplied to both countries in 2013-2015. In the Finnish Air Force, the Ground Master GM 403 radar will form the basis of the country's airspace monitoring system, replacing the 18 KEVA-210 (MVT) radars of Finnish production, which are currently installed in 1978-1985.
