The former top manager of Roscosmos has been put on the international wanted list by the Investigative Committee for fraud and theft on an especially large scale.
The case of fraud and embezzlement of budget funds on an especially large scale during the reconstruction of the test base of the Scientific and Testing Center of the Rocket and Space Industry, opened at the beginning of 2019, has been continued.
Let us remind you that the investigation in the above-mentioned case started on January 11, 2019. According to the investigation, during the implementation of the state defense order for the reconstruction of the Scientific Research Center RKP, more than 3,2 billion of the allocated 1 billion rubles of budget funds were stolen.
Financial fraud was carried out through Moskapstroy LLC, which won the tender to carry out the work. As stated in the investigation materials, after the company won the competition, 1,5 billion rubles were transferred to its accounts, more than a billion of which immediately went to the accounts of fictitious companies.
Already in 2020, Moskapstroy LLC declared itself bankrupt. At the same time, of the funds received into the company’s account for the reconstruction of the facility during this time, only 53 million rubles were used for their intended purpose.
At the moment, almost all the defendants in the case are under arrest, except for the ex-top manager of Roscosmos Vladimir Meshkov.
By the way, the investigation received grounds for detaining the latter in the spring of 2019. However, there was not enough evidence then.
At the same time, in November 2018, Meshkov resigned from the state corporation and received the position of deputy head of the department of the office of the plenipotentiary representative of the President of the Russian Federation in the Volga Federal District. Meanwhile, in 2021, when the Investigative Committee began to show interest in him in the above-mentioned case, he resigned from there. After this, the former official disappeared completely.
At the same time, it recently became known that the Basmanny Court granted the requests of the Main Investigation Department (GID) of the Investigative Committee for the arrest in absentia of 41-year-old Vladimir Meshkov, reports “Merchant».
According to the publication, the latter fled abroad and has already been put on the international wanted list. Meshkov is accused of particularly large-scale fraud and theft of more than 600 million rubles.
The material says that Meshkov is currently under arrest for 2 months (probably while the investigation continues). In this case, the period will begin to count from the moment the defendant is detained.
