The law that was needed the day before yesterday

What an awl our deputies slipped into the easy chairs of some fighters for the happiness of the people by adopting a law on the creation of a unified register of those liable for military service. Moreover, both those who have always acted “on the side of the people” and those who have always been an enemy of Russia suddenly began to cry about the hard lot of the people. It is strange somehow to hear approximately the same arguments from seemingly opposite sides.

I remembered an old episode from my life. Early 2000s. My son has been called up for military service. And the looks of the neighbors and his friends directed at me. “Why didn’t you protect, because you could! And now he might never come back." "What a cruel and unloving father." "It's a pity the kid, two years from life to nowhere." Yes, it was exactly like that.

Sloping away from the army was a sign of good taste. A kind of heroism of the conscript and an indicator of the capabilities of parents. "Only morons go to serve in such an army" has become a slogan among the youth. And military enlistment offices, after numerous reorganizations, no longer had the opportunity to effectively carry out their work.

It was in the Union that the personnel officers of enterprises and organizations with some kind of periodicity reported on the composition of their employees to the military registration and enlistment office. Under capitalism, more precisely, in the "wild West", created in the new Russia, private traders wanted to spit on all these conventions. Today is, tomorrow is not. What is a military account?

Today, those who successfully avoided the draft then are 30–40+ years old. They achieved what they wanted. old story own "demilitarization" was covered with dust in his own memory. But history has returned. Again it is necessary to run away from the service, but now with a draftee son. Again, you need to look for your own incurable diseases from doctors you know. Look for bribe-takers in the military registration and enlistment office ... Or “tear legs” from the country ...

And then bang, loopholes began to close. Laws relating to military service began to work. Democracy, as it turned out, has teeth no less sharp and bigger than the totalitarianism of the communists. The power of the people under the democrats and the people's power under the communists for some reason is always power. And it not only gives opportunities and all sorts of other "goodies", but also responsibilities. What a citizen is obliged to do for others.

The state takes on the cunning

The first and very important remark, which opponents of the law try not to talk about. This is a law on military registration, and it concerns primarily recruits. It has nothing to do with mobilization. Today, the majority of those “who weep about our unfortunate fate” deliberately do not notice this. On the contrary, they deliberately lie, speaking specifically about a possible mobilization!

It is no secret that our military records, to put it mildly, do not meet modern requirements. If in rural settlements, where the population is not as mobile as in cities, it is possible to somehow maintain the military registration of conscripts and those liable for military service at a more or less appropriate level, then in cities this is simply not realistic.

It has long been no secret that today often the place of registration does not correspond to the place of residence. It so happened that often a person works far away and, accordingly, rents an apartment or a room there. The same shift workers live at home only a few months a year. The recruiting office can "catch" them only by chance. Subpoenas are issued, and in the end it is a completely legitimate excuse.

But there are those who deliberately cover their tracks. He does not register and does not become temporarily registered, he works at enterprises where they do not require a military ID, etc. Finding them is quite difficult and almost impossible. But contact by phone or in social networks is quite real. A modern person rarely does not light up on the Internet.

It was even interesting for me to see when our deputies will understand that the NWO is not a “battle for the harvest” or “conquest of nature” somewhere in Siberia or the Far East. That these are real fights, where real people participate, not computer drawings. And these people die, get injured, get sick, require rest.

When will the deputies realize that the people are not only those who volunteered or were mobilized to participate in the SVO, but also those who, by hook or by crook, evade this? When the famous army “you can’t teach, if you don’t want to force” will work ...

I understand perfectly well that among those who must repay their debt to the Motherland, there have always been and will be refuseniks. There will always be those for whom service in the RF Armed Forces is a burden. There are many reasons for this. From own unwillingness to unwillingness of parents. And it will be difficult to catch them. But if the accounting system is changed, the state will know about these refuseniks and will be able to search for them.

It is very important today to find those who were lost for military registration in the 90s - zero years. And there are quite a few of them. They even hide. For what? Mobilization? But I didn’t serve, I wasn’t trained, and therefore I’m not needed on the territory of the NWO. Let those who have already served in the army fight. I am not involved in this.

It is very correct that our legislators have finally understood the fact that the XNUMXst century is an era of completely different technologies. Today, any person lives not only in reality, but also lives on the Internet in parallel. Any of us conducts some transactions with bank cards, has a pension policy, a health insurance policy, uses a mobile phone ...

Why should these bases be inaccessible to military commissars? Why has the United States understood this for a long time and practices issuing passports only to those who want to leave the territory of the United States? A person, in order to receive some benefits from the state, is simply forced to register in some way. We have a strange situation. There are many beneficiaries, but few conscripts.

Many people are outraged by the clause of the law that after receiving a summons, a conscript is automatically prohibited from leaving the country. I wonder what is the reason for the outrage? Why aren't those who sign a written undertaking not to leave in the bodies of the Ministry of Internal Affairs outraged? Why are those who sign a subscription about the same when applying for a job in some enterprises and institutions not outraged?

If the state needs you to remain in its field of vision, whether it be the Ministry of Internal Affairs or other ministries, then this is perceived as normal. It is legal. How is MO different from them? I think the ban on leaving the country after receiving the summons is quite logical.

If you do not want to comply with the Constitution and laws of Russia, become an outcast

I also consider it right that now those who violate the Russian Constitution will be subject to legal restrictions that make life difficult. Theoretically, I know that we are all conscientious, law-abiding and patriotic citizens. In practice, my life experience suggests that this is far from the case.

Even in small things, but in reality, everyone breaks something somewhere. Someone crosses the street in the wrong place and gets a fine. Someone forgets to look at the car's speedometer when driving through the streets of cities and villages. Someone fishes with forbidden gear, someone ... I don’t know, maybe we have such a mentality. I myself sometimes like to press the pedal to the floor ...

We are not outraged by economic and even restrictive sanctions by the state. Well, he messed up, got a fine or was deprived of his rights for a year and a half. It's a shame. But not for the decision itself, but for what the inspector caught. It's a shame that he drank a bottle of beer, made his way along a "drunk" road and got caught. That is, we are not outraged by the law, we accept this law and even approve it.

The law "On military duty and service" actually puts into effect a system of penalties that will be applied to violators. The same "penalties and restrictions" that exist in other laws. I must say that the committee that developed the project did a good job. Major loopholes closed. Although, it is clear that enterprising people will look for and find other gaps ...

So, what now threatens those who do not want to comply with the Russian Constitution? Basically, nothing extraordinary. Quite expected and well-thought-out steps of the state.

First, the ban on registration of individual entrepreneurs. Did someone see in the IP a personnel officer who works on the registration of those liable for military service? But there is always an opportunity for a dodger to earn money there. I think it is clear that now this possibility is significantly limited. Violators fall under the action not only of this law, but also under the actions of many others.

Secondly, a ban on obtaining the status of self-employed. Perhaps for some readers this point does not look very serious, but with the tightening of the work of the tax authorities and the benefits that the status of self-employed gives, this is also a serious blow to those who work for themselves. Now it will become difficult for them to conduct any financial business with those who buy their products. The Federal Tax Service tightly controls financial flows.

Thirdly, the suspension of registration and registration of real estate. This item, I think, is aimed at our "youth idols" among the Internet "stars". Most evaders either already own property or are unable to buy it. But the "stars" have. Or rather, they had.

Fourthly, restrictions on the right to drive vehicles and to register these vehicles with the traffic police. It's also logical. If you break the law, you get restrictions. What are you better than drunk driving?

Fifth, refusal to receive credits and loans. Violators of the law should not be able to receive funds to create, develop or expand a business.

As you can see, the new law simply introduces a system of penalties for failure to appear on the agenda for military registration. By the way, all restrictions are removed from the conscript at the time of his appearance in the draft board. This is also the law.

A kick to activate officials from other departments

Above, I wrote about how the state can control its citizens. The time has come to describe very briefly what the new law says about this. I will not comment on the articles of the adopted document, I will simply express my opinion on this matter.

So, firstly, for the first time in modern history, the state took on employers. Now it is the employer who is obliged not only to inform the conscript about the agenda, but also to ensure his appearance at the military registration and enlistment office. It is the employer who is obliged to hand over the referral to his employee and report this to the military registration and enlistment office.

Secondly, the law requires certain work from state bodies. Medical institutions, the CEC, local authorities, the Ministry of Internal Affairs, educational institutions are now required to inform the military registration and enlistment offices about the presence of conscripts. I must say that this "innovation" is just a copy of the Soviet experience in organizing military registration.

Thirdly, many people liable for military service ignore military registration when changing their place of residence. Someone believes that he is already old and the military registration and enlistment office is not interested, someone is simply lazy, someone deliberately seeks to disappear from the field of view of the military. Now it becomes impossible. Now military registration can be carried out without a personal appearance at the military registration and enlistment office. A message from those institutions that I listed in the previous paragraph is sufficient.

But there are some limitations here. For officers with special ranks (Ministry of Internal Affairs, FSB and others), the appearance at the military registration and enlistment office is mandatory.

In general, as I understand it, the army is restoring the Soviet-style MOVA system, taking into account the new realities of life. I think we should also expect continuation in the form of mandatory military registration of dual-use vehicles, such as jeeps and similar equipment. This is quite logical if we accept the version of the restoration of the Soviet system of military registration.

Electronic agendas...

Speaking about the new law, one cannot avoid the topic of electronic summonses. Some bloggers see this innovation as almost a blow to democracy. "Guard! We will now be calculated on the Internet and forced to go to the draft board against our will! Farewell to the remnants of democracy in Russia!” It is interesting, of course, to read all this. But what does this have to do with democracy?

What does the law say? Only that in modern conditions it is necessary to use up-to-date means of communication. Most Russians have a personal account at Gosuslugakh. Just because it's really convenient. We are used to solving many issues using this resource. From making an appointment with a doctor at a polyclinic to receiving some additional payments or simply payments from the state.

We use "Gosuslugi" for our own purposes, so why can't the state use them for its own? Let's leave the tales that a person may not receive a message from a resource about a new message for the ancient elders, for whom a mobile phone is a completely incomprehensible subject. Any gadget where the “Public Service” resource is connected will definitely show you the presence of a message.

As conceived by the legislators, the electronic agenda has the same status as the paper one. But its duration has been extended to 20 days. All those sanctions that are introduced for evaders come precisely 20 days after publication. At the same time, the electronic summons is the basis for a ban on leaving the country from the moment of publication.

I do not understand what is the violation of democratic norms? There is a constitution that needs to be followed. I quote:

“Article 59 of the Constitution of the Russian Federation:

1. Defense of the Fatherland is a duty and duty of a citizen of the Russian Federation.

2. A citizen of the Russian Federation bears military service in accordance with federal law.

3. A citizen of the Russian Federation, if the performance of military service contradicts his beliefs or religion, as well as in other cases established by federal law, has the right to replace it with alternative civilian service.

Probably enough to remember the slogan born in the 90s of a real post-communist society - "only fools serve"! Not fools, but law-abiding citizens of the country. I know this is hard for a lot of people to accept. Too deep roots in the Yeltsin era launched this slogan into the brains of our people. But this attitude needs to be broken.

The question arises about those who will not fulfill the requirements of the law. About those who now live abroad, about those who left "for a while". Those same one and a half million citizens of the Russian Federation who have long lived outside of Russia. How to be with them?

And how are they different from us, those who live here? They enjoy all the rights of citizens of Russia, which means that the duties of citizens of the Russian Federation also apply to them. Accordingly, if a person is obliged to register with the embassy at the place of residence, then he must be ready to be called up, if there are no legal grounds for a delay.

Another one of the questions that, I'm sure, has already caused a reaction from many journalists and bloggers. Especially among our escaped liberals. This is a question about those who under no circumstances will want to fulfill the requirements of the law. By hook or by crook they will choose the path of emigration from Russia.

Which, in addition to those who already live abroad, will make up a fairly decent percentage of the entire population of Russia. We will lose a lot of workers. A lot of smart brains and others. But I have several questions about this.

Have we lost a lot because many changelings from among popular bloggers, artists, politicians and other popular journalists have fled the country? Is this not the cleansing of our people from all superficial, alien to us. Our prima donna has been driving our show business for many decades. Did it get better after she left? The answer, I think, is obvious.

Purification, a return to a truly Russian mentality is the result of the disappearance of all these "elites", "fighters for our freedom", "mouthpieces of truth" and other pseudo-Russians and "people of the world".

Instead of a conclusion

The law "On military duty and service" was needed yesterday, even the day before yesterday. This was already clear in the early 2000s. MOVA (local military authorities) even then could not cope with military registration. Huge masses of conscripts and those liable for military service found themselves outside the coverage area of the military registration and enlistment offices. Not by choice, but by force of circumstances.

The mobilization simply exposed these problems and presented the MOD with a fact. It became clear that this system needed to be restored. And not just restore, but also modernize. What is happening today. I think there will be a sequel. The situation and possible risks of further developments led to the adoption of this law.

The fighting in which our army is involved really changes a lot within the state. But whether it is right or wrong will show the result of these hostilities. Let's finish the CBO with a victory, which means that everything was done correctly. There will be a different result, which means that something was done wrong. Everything is simple...

My dad, at the end of his military "career", served in the District Military Commissariat of the Takhtinsky district of the Tashauz region of the Turkmen SSR. He told how it was not easy to catch a nomad conscript in the Karakum!

I would like to clarify. And this is for all citizens of the Russian Federation or for certain categories of patsaks who are not part of the so-called "elite" and other "deeply respected" who have many chats?

It depends how well thought out the law is. It will be seen in time. But the fact that he does not give concessions, but is called upon to put the "elites" on a par with the citizens, is already good. I considered all the points fair

Very, very patriotic .. There are only a couple of questions ..

    1. How should the notorious duty to the Motherland be formed in the minds of people, if it didn’t give people a damn thing, but only took it? After all, you will agree that debt cannot form from scratch, can it? And then first -we did not ask you to give birth, you will live on pasta, please treat with understanding, there is no money, the state does not owe you anything", and then - to climb into the trenches is your holy duty? It doesn’t happen like that .. That's how the debt to the USSR appeared - I understand perfectly. But as to the Russian Federation - no.

    2. But this is all electronic splendor - will it spread to everyone? Or as it is now - the plebeians all without exception join the army under fear of terrible punishments, and the sons of the elite type are untouchable, they do not want to protect the riches of their fathers from the word at all, continuing to enjoy a chic life in the rear? Although it would seem - at all times in all countries, the elite was the elite because it was the first to stand up for the country's defense .. For that, they kept it. Maybe - we have some wrong elite? Wrong? Maybe - she is not even an elite at all? Then - why do we feed her? Yes, and so plentiful?

Agree - until the people get clear answers to burning questions - no state services will help you, gentlemen. This is not the Soviet Union, in which there were queues at the military enlistment offices. And by no means only in the Second World War - I remember well how many of my generation wrote statements about Afghanistan .. You yourself brought up pragmatic and cynical youth to the limit, with only slogans and scarecrows - not a damn thing will work ..

It doesn't seem to be for everyone. What was originally laid down in the law. I don’t remember the exact wording, but about: Registration and deregistration without personal presence. This is probably so that initially certain persons in the military registration and enlistment offices do not flicker and they are not asked questions

The motherland gave everyone a free education (the best in the world for a second) and free medicine (albeit at a basic level, but in the West there is no free in any form). For some reason, the current liberals completely forget about this.
You yourself brought up the pragmatic and cynical youth to the limit, with them only slogans and scarecrows

This is how we raised her! Why blame the mirror. Yes, they paid little attention, but before they didn’t pay much more attention and the School raised children, and now the Ministry of Education with its Bologna system and “Grefs” is raising Soros - they let Soros into the garden.

Firstly, medicine is not free, for compulsory medical insurance - we still unfasten it, if we have not forgotten. And its availability is falling every year. So it's not far from the plinth. And in general - it is a relic of the damned Soviet past, not yet finished off ..

Secondly, the state has brought it up. Or do you seriously believe that parents are able to resist state and non-state propaganda, whipping literally from all cracks?

First of all, it's not free!
Secondly, not the best for a long time already.
Thirdly, open the textbooks on history and literature, then you will understand who and how brought up, and most importantly whom.
Fourthly, this generalizing “we” is not needed. There is no consensus in society and there was not about turning children into consumers! All these exams and other clown chips were introduced forcibly, against the wishes of the majority. The war has been going on for a year, but nothing has changed in education. They continue to pour all sorts of nonsense into the ears of children about the Soviet Mordor and the prison of peoples, as well as about the backward Russian Empire. I am already silent about the genocide of poets and writers.
It is possible to put everyone in a stall (the pandemic has shown), only in a very short period it should become clear: either everyone in the stall eats from the same feeder, or 1917.

A revolution is when, in the final analysis, a leap forward is made by the country as a whole. And when a narrow layer of those who feed are replaced by others, this is a coup. If those appetizingly champing at the trough manage to repulse the attack of those who seek justice, this means that a rebellion has taken place ...

Oh, so from the people, in the form of taxes and deductions. And where is "free"? The state has created an inefficient spacer between a person's honestly earned money and the provision of a service, and this spacer serves to create corruption schemes that officials stick to.

      All power to the Soviets!

How should the notorious duty to the Motherland be formed in the minds of people, if it didn’t give people a damn thing, but only took it?

Who has formed in your mind that the Motherland owes you something?

Power - should, but the Motherland - no! Do not confuse wet with square. There was Rus', tsarist Russia, the USSR, Russia. There were princes, kings, general secretaries, presidents. There was a different social system, and the Motherland, as it was, is, and will be one for all time, regardless of the name of the position of the head and his last name.

The homeland must be defended, but with the political system, we will figure it out ourselves like a thread.
Without advisers from outside, and this requires independence.

What has the government already done for the independence of Russia:

      - Russia did not fall apart into separate principalities;
      - there is money in the treasury for the implementation of social. obligations;
      - food security ensured;
      - the population is provided with work;
      - our army is the strongest in the world;
      - the issue of financial independence is solved;
      - Russia pursues an independent foreign and global policy.

Russia is a social state that provides assistance from an unborn child to his adulthood. The elderly are paid a pension. Jobs are provided for young people - unemployment is less than 4%. And so on.

      ps
"Any system has the ability to develop or at least survive if its resource capabilities are higher or at least equal to the pressure of the environment. The lack of resource capabilities must be compensated by improving the quality of management. - Rule Suffices from the general theory of control (DOTU).

However, there is a limit to resource capabilities and, accordingly, there is a limit to the possibility of improving the quality of management of these resource capabilities in order to ensure the development or at least survival of the system.

In relation to the state, this means that there is a certain lower limit to the resource capabilities of the people (population, science and education, industrial production, food security, armed forces), which formed the state, below which the state, its sovereignty becomes impossible.

Do you even know what kind of hemorrhoids - to organize the processing of information even with one letter in the computer. grid? It is impossible to do this at the military registration and enlistment office: they are located in residential buildings or next to other institutions, so it is impossible to provide a controlled perimeter. And noisemakers here are unlikely to close the issue. Yes, and everything will turn out to be very expensive (it’s not just to throw a grid for 3 computers), but there are a lot of military registration and enlistment offices. I agree with both the law and the author: the main thing is that this law is subject to strict compliance by any citizen of the Russian Federation, there should be no untouchables: "... Sed fortls est, sed suus lex ..." PS Ideally, a refusal to comply with the law should be followed by full loss of rights under Roman law: deprivation of citizenship.

I’ll make a reservation right away - I gave 20 years of service in the Air Force. Then 12 years in another power structure. There are no debts to "this state". The eldest son has served in the Navy for 17 years. And now about the main thing. State and Motherland, for me, are somewhat different concepts. I love my country and will defend it. But I have questions about the state. What does it give us by this law? Only responsibility and responsibility. But in exchange? NOTHING. This law, in its current form, is anti-people. And, when the smart people who developed it and accepted it and their children go to pay their debt to the "state", according to the electronic agenda, then we will catch up.

Why do you think that the state (authority) should not provide us with reliable protection from external threats, so that we can all sleep peacefully?

What happens when the government does not provide protection for its people, but is at the mercy of the owner? The owner uses these people at his own discretion. A good example is Ukraine.

Do you want us to do the same? Do you want us to be set, just like Ukraine against us, us against China? Me not.

Under the USSR, the shelling of our land and in a nightmare would not have dreamed. And everyone should be called. And, not only those who failed to mow due to various reasons.

In those distant times, when I was called up, it was considered an honor to serve.
A person who for some reason was not called up was looked upon as inferior.
But even at that time it was possible to "slope" on completely legal grounds. True, I had to serve, but without weapons.
I myself know some who, for religious reasons, served in the construction battalion, or as a cook.

What can I say according to the article, the deflection is valid. However, God bless her and the author himself and his one-sided look. He sees the beau monde who went abroad, from which it is neither cold nor hot, but he does not see the oligarchs with bankers point-blank.
The point is different, our "democratic" authorities are still trying to sit on two chairs. Moreover, they zealously defend the gains of socialism. But not all, but partially. For example, they merged such a conquest as ensuring a dignified old age, but for - the defense of the socialist Fatherland is the sacred duty of every citizen of the USSR - they stand by the mountain.
True, in the constitution of the Russian Federation it is already written like this - Protecting the Fatherland is the duty and obligation of a citizen of the Russian Federation.
It is clear that the word socialist they removed it, but shyly left something out. Correctly, this phrase sounds like this - The defense of the capitalist Fatherland is the duty and obligation of the poorest citizens of the Russian Federation.
And it is understandable why these new encroachments caused such a resonance in society.
For the authorities already need to figure it out, or a cross, or cowards. Do we have a democracy, or what?
And since democracy, then what the hell are military records for all citizens fit for military service? Yes, even under capitalism.
There is only one option here, a contract army, where a person voluntarily assumes a number of obligations in return for receiving certain bonuses.
Need a reserve? There are also examples of solutions, the National Guard in the United States.
Oh yes, it all costs money. Just no other way.

The military is a calling. This is an axiom. To increase the number of those who want to go to serve, ideological training is needed, which is not available in the country.
The state "educated" generations of citizens in accordance with Krylov's fable "The Swan, Cancer and Pike", as a result of which, generations of those for whom the Motherland is an empty phrase have grown up in our country. Can the infantile generation be blamed for this? No, what you sow is what you reap.

Who wanted to go to serve, go to serve. Who did not want to go to serve, will find 1000 and 1 method not to go to serve.

Citizens, of course, remember their rights well, but duties are quickly forgotten. But the state, for which the author is offended, is responsible in the same way. The people, mortified by 30 years of post-Soviet perversion, do not want to pay, let alone fight for this state. The problem is that in modern realities, recruiting for war using the old methods is not possible. The headquarters homodrilia, headed by the kunzhutovich, does not understand this and solves the issue by the method "They won't take it, turn off the gas."

It was even interesting for me to see when our deputies will understand that the NWO is not a “battle for the harvest” or “conquest of nature” somewhere in Siberia or the Far East. That these are real fights, where real people participate, not computer drawings. And these people die, get injured, get sick, require rest.
As soon as HONEST people come to the deputies, then the power of today's corrupt officials, embezzlers of public funds will end. But the existing authorities simply will not let the honest people into deputies. Suddenly they will introduce the death penalty for corruption and instead of a third trip to the zone, they will destroy thieves in laws, remove endless bans and fines, clean out the Ministry of Internal Affairs from Asian clans and evict migrants in the ass along with the diasporas. And liberalism, like pederasty, will be determined as diseases requiring treatment, and the corresponding law will be adopted. And they can also put the country on a socialist path of development and remove monuments to Solzhenitsyn and Eltsyn centers !!! By the way, finally remove the EG, and introduce a complete list of products produced in the USSR into history textbooks, otherwise some aged schoolchildren do not remember anything other than galoshes. All this is, as it were, abstractly correct, about universal service.
    Questions just arise.
    Main:
Do the children of the elite serve? Somehow, neither in PR, nor in social networks, nor in the media is there such a thing that, for example, Medvedev's son served somewhere. And Omerike lived at the NWO - yes, they dug it out. And served - no.
And others that sometimes flash on yachts, in Dubai, in Courchevel, London and Paris ... There is nothing about their service ...
And the second: what about those who do not have public services and electronic access? Those. living in the regions of poor citizens, without a computer, etc.? shift workers and others?
It is clear how much the state wants it even for children to send homework from school to a computer, register in circles ...
And the children themselves can buy it, a computer?

The fact is that the electronic summons is considered served from the moment it is sent, and the fact that the addressee does not have a computer at all is not important. This is a very important point. So the notorious Vanya Petrov from the village of Verkhnezopinka should not be surprised when good fellows in gray uniforms come to him and take him to places, although very clean from an environmental point of view, but extremely frosty.

A state in which the highest authorities adopt laws for themselves, all sorts of moratoriums on mobilization calls, can drive the people to war, into a stall, under the rack as much as they like, but this will only end in a riot, useless and merciless. Only by personal example, only justice in society from the very top to the bottom. Otherwise, it turns out fine ... These rulers themselves have been stealing for 30 years, the oligarchs have been constantly withdrawing the second budget from the country, and now suddenly, neither the army nor the navy. People to come to self-mobilization.

Until being in the reserve, and before that undergoing military training or a significantly longer alternative service, becomes the custom for the vast majority of the male population.
As long as this being in the reserve does not become a strict contract, backed by significant tax and other civil rights, opportunities and benefits, protected from lime in all rigor, including quality of supply, certification, recertification, training and retraining.
As long as persons deprived of the above signs of mutual love for the Motherland are admitted to public office and equally to public work.
For women, accordingly, a sufficient similar front is the birth and upbringing of children in a family with the defender of the Motherland designated above.

Something of commitment, to communist ideals, is not observed among the wrestlers and all the servants of the clan, not a small one. Rather, on the contrary. The market will destroy everything. The slogan is still relevant today among these gentlemen. No? Do you observe some third, unknown group in Russian reality? And not the liberal bourgeoisie and not the communists. Who could it be? And how do they exist without relying on the systemic attitudes of the social system? When there are only two of them so far, in our Fatherland.

Why on paper? There was no private ownership of the means of production, land and, most importantly, subsoil. There could not be a huge gap in income, in principle, because everything was determined by the tariff scale. Of course, the cleaning lady in the ministry and the minister were not equal in this indicator, well, so this is impossible in an organized society. Naturally, there were "rich" who got rich by criminal means. Only they could not realize their "wealth" openly. The tower was looming.

Why should these bases be inaccessible to military commissars?
According to the law on personal data. Or did someone sign permission to transfer this data to the military registration and enlistment office?
There are many beneficiaries, but few conscripts.
Are there many benefits? Seriously? Why don't you provide numbers? Who is the beneficiary, what is the benefit and how much?
Many people are outraged by the clause of the law that after receiving a summons, a conscript is automatically prohibited from leaving the country. I wonder what is the reason for the outrage? Why aren't those who sign a written undertaking not to leave in the bodies of the Ministry of Internal Affairs outraged? Why are those who sign a subscription about the same when applying for a job in some enterprises and institutions not outraged?
Because those who are detained by the Ministry of Internal Affairs are suspected of a criminal offense, and those who went to the enterprise did it voluntarily.
First, the ban on registration of individual entrepreneurs.
Secondly, a ban on obtaining the status of self-employed.
It's just ridiculous: who needs it - they will issue it on their birthday (there is no status revocation).

There is a constitution that needs to be followed. I quote:
"Article 59 of the Constitution of the Russian Federation: ...
They finally remembered the constitution! Great! But in the constitution, in addition to duties, there are also the rights of citizens that must be observed. It contains articles such as:
27: "Everyone can freely travel outside the Russian Federation. A citizen of the Russian Federation has the right to freely return to the Russian Federation."
34: "Everyone has the right to freely use their abilities and property for entrepreneurial and other economic activities not prohibited by law. Economic activities aimed at monopolization and unfair competition are not allowed."
35: "Everyone has the right to own property, own, use and dispose of it both individually and jointly with other persons."
And I'm not a lawyer yet, they will find more violations.
Bureaucrats are enraged, who, for the sake of their convenience, trample on the rights of citizens with impunity.

Confiscation and arrests are made by a court decision. Without it, it's definitely illegal.
Article 18 The rights and freedoms of man and citizen are directly applicable. They determine the meaning, content and application of laws, the activities of the legislative and executive authorities, local self-government and are provided with justice.
Article 49: 1. Everyone accused of committing a crime is considered innocent until his guilt is proven in the manner prescribed by federal law and established by a court verdict that has entered into legal force.
        2. The accused is not obliged to prove his innocence.
        3. Unremovable doubts about the guilt of a person are interpreted in favor of the accused.
        Moreover:
Article 52 The rights of victims of crimes and abuses of power shall be protected by law. The state shall provide the victims with access to justice and compensation for the damage caused.

In the case, to return a lot of things and stupidly lazy. Reasoning about the presumption is the wrong steppe. There is no confiscation and seizure of property here - a stupid restriction in registration actions against a person who evades his duties. For the Constitution is not only about the right, but also about duties, and the defense of the Motherland is directly spelled out in the Constitution as a duty (parts 1 and 2 of article 59 of the CRF).

And as an example of how it works now: you are required to comply with a court decision, for example, pay a fine or child support, if you do not comply, you will be charged an enforcement fee without any additional decision. And in principle, nothing much will change for the majority of the population, and all this bubbling of individual tantrums (this is NOT about you) on the Internet is nothing more than whining.

And then thinking about "arbitrariness" is a very subjective matter. Personally, I do not see arbitrariness in this law - the tightening of the mechanism - yes. But just a year ago, no one really fulfilled the obligation to notify the / to the change in their condition. The rooster pecked - the nuts were tightened. Update your data in a timely manner (place of registration, family status and health status) and there will be no problems. This is exactly what happened during the Union period. What's the point of boozing, if it really doesn't affect the population for the most part? Like it or not, but all the individual components of this mechanism have ALREADY been working for many years and no one tears their shirt because of them: from the offset of receiving letters at a known address (and it doesn’t matter whether you took it from the post office or not - this is your problem) and notifications of decisions through public services (and a credit for receiving them) to enforcement measures. Of the new - only inclusion in the registry. And then, it is still unknown how this will all be settled, because the procedure (mechanism) will be approved by a by-law.

Welcome to the real world. And yes, by the way, "fundamental rights" should not contradict duties. Moreover, this was directly enshrined in the CRF from the moment of its adoption - part 3 of Art. 55 KRF.

I am 42, served as the son of the author of the article in the early 2000s urgent. He ate bigus from rotten cabbage and shrapnel porridge. He held the machine gun twice, on the oath and for a photo at the banner. But I don't regret it! The army tempered and made life clear. Classmates almost all knocked down, many laughed at me. After the army, I went north to work, studied in absentia at a university, got an education and returned home to St. Petersburg with the initial capital, opened a small company and slowly unwinded. And those whom mom and dad smeared for the most part are holding on to their pen in life. And now someone is asking for a job :))))

"We will lose a lot of working hands. A lot of smart brains and others." The Bolsheviks sent such people abroad on "philosophical ships." There was a choice of who stays with Russia, who does not. But that emigration was overwhelmingly patriotic. And now it's not even worth talking about.

Only for "working hands" is a plus for you! ..

Actually, all these things are a two-way road. Well, the citizens were counted, they were obliged ... And what about the authorities? Do we have any additional leverage? Has the responsibility of the authorities increased? For regroupings, gestures of goodwill and just losses, can we ask someone?

How should the notorious duty to the Motherland be formed in the minds of people, if it didn’t give people a damn thing, but only took it?

While others made children, gave birth, created a business, celebrated holidays, built a life. Someone guarded the borders. Someone participated in hot spots for the interests of the country. Duty to these people.
When they leave, other people will go to repay the debt, and then the following people will repay the debt. While some protect the country, others live.
In philistine heads, people talk primitively about their lives. They are not physically protected by politicians from attack and invasion by the armies of other countries.

You know, the author... I once listened to the recordings of the leaders' addresses to their nations about the outbreak of the war. Stalin, Churchill, Roosevelt, de Gaulle, Hitler, Mussolini... Heroes and villains, brilliant orators and armchair mumblers, people who had been in power for many years and people who had just received it, who advocated a just cause and advocated absolute evil , harmless civilians and war veterans with battle wounds. They had one thing in common: they all spoke as seriously as possible. No one giggled giggled: "Hehe ... Well, this is quite happy with us ...". No one said: "What kind of war? And such a word is forbidden. We have an operation. It is almost over, now we are finishing off the last ones. Mobilization? Enemy nonsense! Nothing will be needed from you, be calm."

Well, everyone is calm. And in vain you are trying to excite them.

You can not read further, since the author does not know what military registration, conscription, mobilization are. This law also applies to conscripts and mobilization, since they have one base - military registration. And in its essence, mobilization is no different from conscription, there is a purely formal difference in the grounds for sending a person to the army.

Naive! oh-oh, what a naive liquid you are!
You know how I think - I look around, read the news of the Russian Federation and foreign ones, analyze the information and understand that they are f*cking me. And questions creep in - officials (they did not serve in the army), but they are in the civil service (even the way), their children do not serve - they even study and live abroad.
    - And what is the point for me to ruin my nerves, time, money and health, and perhaps life for this country (we do not affect the political system and the Motherland)?
    - Where is the example that I should rely on and my children?
PS I served myself. And I do not advise everyone and dissuaded many ...

"...Now military registration can be carried out without a personal appearance at the military registration and enlistment office. A message from the institutions that I listed in the previous paragraph is enough. But there are some restrictions. For officers, persons with special ranks (Ministry of Internal Affairs, FSB and others) attendance at the military registration and enlistment office is obligatory ... "
And in the Departments of the Ministry of Internal Affairs and the FSB, there are no more mobile departments? As far as I know, an officer (ensign) of the Ministry of Internal Affairs had to communicate directly with the military registration and enlistment office only in the event of a failure in the system. I knew a couple of cases when the police received summons for conscription. With regard to military (police) pensioners, I don’t know how things are.

You are correct, but here is the question of the constitution, let's say this, someone had a son, then he studied and lived in England, so, this "student" has the right to serve in the Russian army? Or let's say someone has the citizenship of the Russian Federation and let's say one of the NATO ones, as in this case with debt and the constitution?
Another question is, if I swore an oath to one state (i.e. served), do they have the right to call me to the Russian Federation? (I served in the USSR)
