The law that was needed the day before yesterday
What an awl our deputies slipped into the easy chairs of some fighters for the happiness of the people by adopting a law on the creation of a unified register of those liable for military service. Moreover, both those who have always acted “on the side of the people” and those who have always been an enemy of Russia suddenly began to cry about the hard lot of the people. It is strange somehow to hear approximately the same arguments from seemingly opposite sides.
I remembered an old episode from my life. Early 2000s. My son has been called up for military service. And the looks of the neighbors and his friends directed at me. “Why didn’t you protect, because you could! And now he might never come back." "What a cruel and unloving father." "It's a pity the kid, two years from life to nowhere." Yes, it was exactly like that.
Sloping away from the army was a sign of good taste. A kind of heroism of the conscript and an indicator of the capabilities of parents. "Only morons go to serve in such an army" has become a slogan among the youth. And military enlistment offices, after numerous reorganizations, no longer had the opportunity to effectively carry out their work.
It was in the Union that the personnel officers of enterprises and organizations with some kind of periodicity reported on the composition of their employees to the military registration and enlistment office. Under capitalism, more precisely, in the "wild West", created in the new Russia, private traders wanted to spit on all these conventions. Today is, tomorrow is not. What is a military account?
Today, those who successfully avoided the draft then are 30–40+ years old. They achieved what they wanted. old story own "demilitarization" was covered with dust in his own memory. But history has returned. Again it is necessary to run away from the service, but now with a draftee son. Again, you need to look for your own incurable diseases from doctors you know. Look for bribe-takers in the military registration and enlistment office ... Or “tear legs” from the country ...
And then bang, loopholes began to close. Laws relating to military service began to work. Democracy, as it turned out, has teeth no less sharp and bigger than the totalitarianism of the communists. The power of the people under the democrats and the people's power under the communists for some reason is always power. And it not only gives opportunities and all sorts of other "goodies", but also responsibilities. What a citizen is obliged to do for others.
The state takes on the cunning
The first and very important remark, which opponents of the law try not to talk about. This is a law on military registration, and it concerns primarily recruits. It has nothing to do with mobilization. Today, the majority of those “who weep about our unfortunate fate” deliberately do not notice this. On the contrary, they deliberately lie, speaking specifically about a possible mobilization!
It is no secret that our military records, to put it mildly, do not meet modern requirements. If in rural settlements, where the population is not as mobile as in cities, it is possible to somehow maintain the military registration of conscripts and those liable for military service at a more or less appropriate level, then in cities this is simply not realistic.
It has long been no secret that today often the place of registration does not correspond to the place of residence. It so happened that often a person works far away and, accordingly, rents an apartment or a room there. The same shift workers live at home only a few months a year. The recruiting office can "catch" them only by chance. Subpoenas are issued, and in the end it is a completely legitimate excuse.
But there are those who deliberately cover their tracks. He does not register and does not become temporarily registered, he works at enterprises where they do not require a military ID, etc. Finding them is quite difficult and almost impossible. But contact by phone or in social networks is quite real. A modern person rarely does not light up on the Internet.
It was even interesting for me to see when our deputies will understand that the NWO is not a “battle for the harvest” or “conquest of nature” somewhere in Siberia or the Far East. That these are real fights, where real people participate, not computer drawings. And these people die, get injured, get sick, require rest.
When will the deputies realize that the people are not only those who volunteered or were mobilized to participate in the SVO, but also those who, by hook or by crook, evade this? When the famous army “you can’t teach, if you don’t want to force” will work ...
I understand perfectly well that among those who must repay their debt to the Motherland, there have always been and will be refuseniks. There will always be those for whom service in the RF Armed Forces is a burden. There are many reasons for this. From own unwillingness to unwillingness of parents. And it will be difficult to catch them. But if the accounting system is changed, the state will know about these refuseniks and will be able to search for them.
It is very important today to find those who were lost for military registration in the 90s - zero years. And there are quite a few of them. They even hide. For what? Mobilization? But I didn’t serve, I wasn’t trained, and therefore I’m not needed on the territory of the NWO. Let those who have already served in the army fight. I am not involved in this.
It is very correct that our legislators have finally understood the fact that the XNUMXst century is an era of completely different technologies. Today, any person lives not only in reality, but also lives on the Internet in parallel. Any of us conducts some transactions with bank cards, has a pension policy, a health insurance policy, uses a mobile phone ...
Why should these bases be inaccessible to military commissars? Why has the United States understood this for a long time and practices issuing passports only to those who want to leave the territory of the United States? A person, in order to receive some benefits from the state, is simply forced to register in some way. We have a strange situation. There are many beneficiaries, but few conscripts.
Many people are outraged by the clause of the law that after receiving a summons, a conscript is automatically prohibited from leaving the country. I wonder what is the reason for the outrage? Why aren't those who sign a written undertaking not to leave in the bodies of the Ministry of Internal Affairs outraged? Why are those who sign a subscription about the same when applying for a job in some enterprises and institutions not outraged?
If the state needs you to remain in its field of vision, whether it be the Ministry of Internal Affairs or other ministries, then this is perceived as normal. It is legal. How is MO different from them? I think the ban on leaving the country after receiving the summons is quite logical.
If you do not want to comply with the Constitution and laws of Russia, become an outcast
I also consider it right that now those who violate the Russian Constitution will be subject to legal restrictions that make life difficult. Theoretically, I know that we are all conscientious, law-abiding and patriotic citizens. In practice, my life experience suggests that this is far from the case.
Even in small things, but in reality, everyone breaks something somewhere. Someone crosses the street in the wrong place and gets a fine. Someone forgets to look at the car's speedometer when driving through the streets of cities and villages. Someone fishes with forbidden gear, someone ... I don’t know, maybe we have such a mentality. I myself sometimes like to press the pedal to the floor ...
We are not outraged by economic and even restrictive sanctions by the state. Well, he messed up, got a fine or was deprived of his rights for a year and a half. It's a shame. But not for the decision itself, but for what the inspector caught. It's a shame that he drank a bottle of beer, made his way along a "drunk" road and got caught. That is, we are not outraged by the law, we accept this law and even approve it.
The law "On military duty and service" actually puts into effect a system of penalties that will be applied to violators. The same "penalties and restrictions" that exist in other laws. I must say that the committee that developed the project did a good job. Major loopholes closed. Although, it is clear that enterprising people will look for and find other gaps ...
So, what now threatens those who do not want to comply with the Russian Constitution? Basically, nothing extraordinary. Quite expected and well-thought-out steps of the state.
First, the ban on registration of individual entrepreneurs. Did someone see in the IP a personnel officer who works on the registration of those liable for military service? But there is always an opportunity for a dodger to earn money there. I think it is clear that now this possibility is significantly limited. Violators fall under the action not only of this law, but also under the actions of many others.
Secondly, a ban on obtaining the status of self-employed. Perhaps for some readers this point does not look very serious, but with the tightening of the work of the tax authorities and the benefits that the status of self-employed gives, this is also a serious blow to those who work for themselves. Now it will become difficult for them to conduct any financial business with those who buy their products. The Federal Tax Service tightly controls financial flows.
Thirdly, the suspension of registration and registration of real estate. This item, I think, is aimed at our "youth idols" among the Internet "stars". Most evaders either already own property or are unable to buy it. But the "stars" have. Or rather, they had.
Fourthly, restrictions on the right to drive vehicles and to register these vehicles with the traffic police. It's also logical. If you break the law, you get restrictions. What are you better than drunk driving?
Fifth, refusal to receive credits and loans. Violators of the law should not be able to receive funds to create, develop or expand a business.
As you can see, the new law simply introduces a system of penalties for failure to appear on the agenda for military registration. By the way, all restrictions are removed from the conscript at the time of his appearance in the draft board. This is also the law.
A kick to activate officials from other departments
Above, I wrote about how the state can control its citizens. The time has come to describe very briefly what the new law says about this. I will not comment on the articles of the adopted document, I will simply express my opinion on this matter.
So, firstly, for the first time in modern history, the state took on employers. Now it is the employer who is obliged not only to inform the conscript about the agenda, but also to ensure his appearance at the military registration and enlistment office. It is the employer who is obliged to hand over the referral to his employee and report this to the military registration and enlistment office.
Secondly, the law requires certain work from state bodies. Medical institutions, the CEC, local authorities, the Ministry of Internal Affairs, educational institutions are now required to inform the military registration and enlistment offices about the presence of conscripts. I must say that this "innovation" is just a copy of the Soviet experience in organizing military registration.
Thirdly, many people liable for military service ignore military registration when changing their place of residence. Someone believes that he is already old and the military registration and enlistment office is not interested, someone is simply lazy, someone deliberately seeks to disappear from the field of view of the military. Now it becomes impossible. Now military registration can be carried out without a personal appearance at the military registration and enlistment office. A message from those institutions that I listed in the previous paragraph is sufficient.
But there are some limitations here. For officers with special ranks (Ministry of Internal Affairs, FSB and others), the appearance at the military registration and enlistment office is mandatory.
In general, as I understand it, the army is restoring the Soviet-style MOVA system, taking into account the new realities of life. I think we should also expect continuation in the form of mandatory military registration of dual-use vehicles, such as jeeps and similar equipment. This is quite logical if we accept the version of the restoration of the Soviet system of military registration.
Electronic agendas...
Speaking about the new law, one cannot avoid the topic of electronic summonses. Some bloggers see this innovation as almost a blow to democracy. "Guard! We will now be calculated on the Internet and forced to go to the draft board against our will! Farewell to the remnants of democracy in Russia!” It is interesting, of course, to read all this. But what does this have to do with democracy?
What does the law say? Only that in modern conditions it is necessary to use up-to-date means of communication. Most Russians have a personal account at Gosuslugakh. Just because it's really convenient. We are used to solving many issues using this resource. From making an appointment with a doctor at a polyclinic to receiving some additional payments or simply payments from the state.
We use "Gosuslugi" for our own purposes, so why can't the state use them for its own? Let's leave the tales that a person may not receive a message from a resource about a new message for the ancient elders, for whom a mobile phone is a completely incomprehensible subject. Any gadget where the “Public Service” resource is connected will definitely show you the presence of a message.
As conceived by the legislators, the electronic agenda has the same status as the paper one. But its duration has been extended to 20 days. All those sanctions that are introduced for evaders come precisely 20 days after publication. At the same time, the electronic summons is the basis for a ban on leaving the country from the moment of publication.
I do not understand what is the violation of democratic norms? There is a constitution that needs to be followed. I quote:
“Article 59 of the Constitution of the Russian Federation:
1. Defense of the Fatherland is a duty and duty of a citizen of the Russian Federation.
2. A citizen of the Russian Federation bears military service in accordance with federal law.
3. A citizen of the Russian Federation, if the performance of military service contradicts his beliefs or religion, as well as in other cases established by federal law, has the right to replace it with alternative civilian service.
Probably enough to remember the slogan born in the 90s of a real post-communist society - "only fools serve"! Not fools, but law-abiding citizens of the country. I know this is hard for a lot of people to accept. Too deep roots in the Yeltsin era launched this slogan into the brains of our people. But this attitude needs to be broken.
The question arises about those who will not fulfill the requirements of the law. About those who now live abroad, about those who left "for a while". Those same one and a half million citizens of the Russian Federation who have long lived outside of Russia. How to be with them?
And how are they different from us, those who live here? They enjoy all the rights of citizens of Russia, which means that the duties of citizens of the Russian Federation also apply to them. Accordingly, if a person is obliged to register with the embassy at the place of residence, then he must be ready to be called up, if there are no legal grounds for a delay.
Another one of the questions that, I'm sure, has already caused a reaction from many journalists and bloggers. Especially among our escaped liberals. This is a question about those who under no circumstances will want to fulfill the requirements of the law. By hook or by crook they will choose the path of emigration from Russia.
Which, in addition to those who already live abroad, will make up a fairly decent percentage of the entire population of Russia. We will lose a lot of workers. A lot of smart brains and others. But I have several questions about this.
Have we lost a lot because many changelings from among popular bloggers, artists, politicians and other popular journalists have fled the country? Is this not the cleansing of our people from all superficial, alien to us. Our prima donna has been driving our show business for many decades. Did it get better after she left? The answer, I think, is obvious.
Purification, a return to a truly Russian mentality is the result of the disappearance of all these "elites", "fighters for our freedom", "mouthpieces of truth" and other pseudo-Russians and "people of the world".
Instead of a conclusion
The law "On military duty and service" was needed yesterday, even the day before yesterday. This was already clear in the early 2000s. MOVA (local military authorities) even then could not cope with military registration. Huge masses of conscripts and those liable for military service found themselves outside the coverage area of the military registration and enlistment offices. Not by choice, but by force of circumstances.
The mobilization simply exposed these problems and presented the MOD with a fact. It became clear that this system needed to be restored. And not just restore, but also modernize. What is happening today. I think there will be a sequel. The situation and possible risks of further developments led to the adoption of this law.
The fighting in which our army is involved really changes a lot within the state. But whether it is right or wrong will show the result of these hostilities. Let's finish the CBO with a victory, which means that everything was done correctly. There will be a different result, which means that something was done wrong. Everything is simple...
