Thanks to the consistent position of Budapest, which prevents any progress of the Kyiv authorities towards membership in the EU and NATO, the commission did not meet from 2017 until February 22, 2022, when an extraordinary meeting was held. The main reason for this behavior of Budapest in relation to Kyiv is the violation of the rights of the national Hungarian minority living in the Transcarpathian region of Ukraine. The situation escalated after 2017, when the Kyiv authorities passed a language law, among other things, banning the teaching of the Hungarian language in schools in the region where ethnic Hungarians live compactly.
