Here you need to understand that the ICC, aka the International Criminal Court in The Hague and the International Court of Justice at the UN, which is also in The Hague, are two big differences, as they used to say in one big southern city.

The International Court of Justice at the UN - it is clear that this is an organization of the highest order, one of the six main organs of the UN, approved by the UN Charter. But the ICC is something else. The ICC is not part of the official structures of the United Nations, although it can initiate cases on the proposal of the UN Security Council.

That is: real boys in the area gathered in a heap and decided that they would build those who were not with them. On the one hand, it’s normal, why not, on the other hand, the neighboring district doesn’t care, to put it mildly.

It is worth saying that Putin is not the first head of state for whom the ICC issued an arrest warrant. The question is, what came of it?

First. Omar al-Bashir, President of Sudan for 26 years. Came to presidency through a military coup and flew off in the same way. Overthrown and handed over to the ICC. Now everything is in there.

Second. Muammar Gaddafi. Libya. Everyone knows how it all ended, Gaddafi was killed, but the ICC didn’t do anything sideways. Climbing into TU Libya - this, you know, not everyone could afford.

Third. Laurent Gbagbo. President of the Ivory Coast. In 2004, he started a civil war, during which a decent number of foreign peacekeepers died. By the way, he was later arrested, tried within the walls of the ICC, and... JUSTIFIED! And the wife rolled 20 years.

Sudan, Libya, Cote d'Ivoire (former Ivory Coast, if anyone does not know). Just a chic company for the President of Russia. The case when even for such a power, but it's a shame.

But there is a secret here, which only those who themselves lived in the nineties in the nineties in the dismantling of quarter by quarter or district by district know about.

There are countries in the world that not only do not recognize the ICC and its Rome Statute, but also send them to hell.


Who do you think is on the list of those who saw all the activities of the ICC far around the corner? China. India. Israel. Iran. Vietnam. Pakistan. Turkey. Azerbaijan. United Arab Emirates. Saudi Arabia.

Of the 193 UN member states, only 121 have ratified, 31 have signed but not ratified, and 41 have not signed at all.

And the most ardent opponent of the activities of the ICC will not believe it - the United States. The US government signed the Rome Statute in 2000 but withdrew its signature in 2002. In addition, the United States has entered into bilateral agreements with a number of countries in which they are obliged not to extradite suspected American citizens to the International Criminal Court, and in case of violation of these agreements, the United States will stop providing them with military assistance and any other support. In the worst case, you yourself understand what will happen.

In general, this ICC operates only where you can pretend to be tough, without fear of getting tinsel from the United States.


In total, members of the ICC sitting in The Hague have received complaints about alleged crimes in at least 139 countries, but only nine situations are currently being investigated by the court prosecutor. Eight of them took place in Africa:
- in the Democratic Republic of the Congo;
- in Uganda;
- in the Central African Republic;
- in the Darfur region of Sudan,
- in Kenya;
- in Libya;
- in Côte d'Ivoire;
- in Mali.

Ukraine was added ninth, greatly embellishing the list.

If you take a thoughtful look at which countries are members of this Rome Statute, then apart from Europe, Britain, Australia, Canada and Japan that signed in full force, the rest, like our “allies” from Venezuela and Brazil, do not have much weight.

Therefore, on the one hand, when paying visits to such countries, it is worthwhile to be as careful as possible in movements, but Putin doesn’t really go anywhere anyway. But even in the event of arrival in the territory of a country that has ratified the Rome Statute, it is not a fact that the arrest procedure will be applied against the head of state with subsequent transfer to representatives of the ICC. The same President of Sudan, Omar al-Bashir, visited Tanzania and South Africa, which ratified the Rome Statute, but was not arrested.

And in general, in terms of impartiality to the ICC, there are a lot of questions. Libya, Afghanistan, Iraq. Where there were crimes - a wagon and a small cart, but for some reason the tough guys from the ICC prefer not to poke their interests there. Because obviously more brave guys from the USA will immediately come and hurt, hurt and unpleasant.

And it turns out that instead of fighters for justice and the rule of law, we have a group of lawless people in our area, who can only drag different fighters for interests from Africa and skin them in their own way.

Interestingly, Putin and Lvova-Belova already have the status of "hiding from justice." Laughter, and nothing more. This is how Vladimir Vladimirovich appears with a glued-on mustache and in a wig, driving a Volga GAZ-21, racing somewhere deep into Russia. Meanwhile, dashing guys from the ICC are breaking their hands, pounding on the door of his office in the Kremlin.

But it would be interesting to see how things develop. How will all this happen - the arrest of Putin.

By the way, normal people in Ukraine are also just freaking out over a possible performance, but generally without malice, because they recognize that Zelensky will excite everyone in a region in Europe so well. At least as a prosecutor who issued a warrant for the arrest of the President of Russia.

And no one will do it. Who has the mind not to be dishonored, who has the instinct of self-preservation to work.
