The Governor of the Khabarovsk Territory Degtyarev called for the recognition of partial mobilization as an insured event
Partial mobilization should be recognized as an insured event. This was stated by the Governor of the Khabarovsk Territory Mikhail Degtyarev. He published a corresponding appeal in the Telegram channel.
According to Degtyarev, the government of the Russian Federation should add partial mobilization to the list of insured events. Such a step is necessary so that military personnel who are drafted into the army as part of mobilization can close the mortgage loans they have taken “here and now”.
The problem with loans is really acute: many people liable for military service are most afraid not of participating in hostilities, but of the inability of their families to pay mortgages and other loans in the absence of a breadwinner. Therefore, the situation needs to be resolved as soon as possible.
Mikhail Degtyarev, in his address, also stated that support centers for the families of the mobilized would be created in the Khabarovsk Territory. Some municipalities have already taken measures to provide social assistance to the families of mobilized citizens.
For example, in Khabarovsk itself, as well as in Komsomolsk-on-Amur, the children of the mobilized were exempted from kindergarten fees. School students are provided with free meals, including during holidays. Students of secondary and higher educational institutions of vocational education were given a one-time assistance in the amount of 20 rubles. Such a measure should also help young people cope with material problems that have increased after the mobilization of their fathers.
It is also worth noting that mobilized Russian citizens must receive the status of a combat veteran with appropriate social benefits and a monthly payment.
However, no less important task than social assistance to the mobilized is to increase the effectiveness of the mobilization measures themselves. Now in the process of mobilization there are many mistakes and excesses. In the Khabarovsk Territory, at the insistence of Governor Mikhail Degtyarev, the regional military commissar Colonel Yuri Laiko was removed from his post.
The governor said that of the several thousand mobilized Khabarovsk residents, half had to be returned home, as they did not meet the selection criteria. For example, in the Khabarovsk Territory, they managed to draft a person with schizophrenia into the army. This is one of the most egregious cases, there are many more cases of conscription of people who have no experience in military service, men of age, and so on.
It is simply necessary to put things in order in the field of mobilization, since any such mistakes discredit the authorities and the state as a whole, and give Russia’s enemies, external and internal, excellent ground for speculation: “Schizophrenics are already being drafted into the Russian army due to a shortage of soldiers” - that’s ready information occasion for the enemy press. The fact that the authorities of the Khabarovsk Territory paid special attention to this situation can be credited to them.
By the way, he was previously dismissed by the military commissar in the Magadan region. The problem is the same - mistakes and excesses during mobilization, including the call-up of people who are obviously unsuitable for service.
