The part of Donbass controlled by Kiev has requested the resumption of supplies of Russian coal
The lack of coal at the Luhansk TPP, located in the Kiev-controlled territory of the Luhansk region, can lead to rolling blackouts, but this will not affect the territory of the Luhansk People's Republic, Kiev cut Luhansk from its power grids back in 2015.
In Ukraine, there is a large shortage of anthracite for the operation of thermal power plants. Despite Kiev's statements that coal will be supplied from the United States and Colombia, it will not cover even a quarter of the required volume. At some TPPs, they are already reporting a shortage of coal and the threat of a power outage.
Against this background, the authorities of the Kiev-controlled part of the Luhansk region appealed to the Minister for the reintegration of the "temporarily occupied territories" of Ukraine, Irina Vereshchuk, with an appeal to get Russia to resume coal supplies. The thing is that the TPP, located in the village of Schastye and being the only one that provides electricity to the "Ukrainian part" of the region, has not had a railway connection with Ukraine since 2014, but only with the LPR and Russia. The TPP runs on anthracite mined in the LPR.
However, Luhansk is not going to resume coal supplies to Kiev, saying that the Ukrainian authorities cut off the LPR from the power grid back in 2015, then in 2017 they imposed an economic blockade, refusing to buy Luhansk coal. As the representative of the LPR at the talks in Minsk, Rodion Miroshnik, said, Kiev continues shelling the territory of the republic, thereby creating conditions so that supplies will never be resumed.

Recall that today in Ukraine 90% of state-owned thermal power plants are shut down due to the lack of coal. The Ukrainian authorities are to blame for this, which refused to buy coal in the people's republics of Donbass, and Russia stopped supplies from November 1 due to an increase in domestic consumption.
