To occupy the Russian niche: Turkey is going to serve more than a thousand Mi-8/17 helicopters

The new partnership between Ankara and Kiev is designed to create a capacity in Turkey for servicing Mi-8/17 helicopters and "drag" Russian customers to the new production site.

In early August of this year, the Turkish Aeronautical Association and Ukrspetsexport signed a contract, under which they are going to repair 18 Mi-17 helicopters of the Turkish gendarmerie on its territory at the initial stage.



At the conclusion of this agreement, it was assumed that the ToiR of each Mi-17 will cost $ 2,5 million, of which $ 420 thousand will be received by the Turkish side, $ 2800 thousand - by the Ukrainian side.

However, in accordance with the new deal, both organizations will equally share $ 2,5 million per unit.

As indicated, a new repair and maintenance base in Ankara will be created for the work. It will serve vehicles from Turkish helicopter carriers and potential foreign customers. The Ukrainian enterprise "Motor-Sich" will produce spare parts and test engines.

As it is assumed in the Turkish company, its share in the repair work will gradually increase as the development of its own production of spare parts. As a result, the Turkish Aeronautical Association hopes to enter the vast international market and win orders for servicing approximately 1500 Mi-17 helicopters used in nearby countries, especially in the Middle East and Asia. Libya, Pakistan and Azerbaijan are believed to be the primary clients.

However, the Turkish company is not going to limit itself to this, intending to become a repair and maintenance center for Mi-8 and Mi-24 helicopters. It is obvious that Ankara intends to occupy the Russian niche in this market, and we are talking about thousands of pieces of equipment. What is remarkable, in fact, Ukraine is helping it in this, creating a competitor for itself with its own hands. Most likely, its industry will suffer the most because of the short-sighted policy of the authorities, transferring production competencies to foreign countries.

    In general, the whole story with the participation of three "Oplots" at once during the parade this year is more about zrada than about overcoming. The fact is that of these three vehicles, only one is related to the Armed Forces of Ukraine. But it was also transferred to the troops in 2009 and is mainly located in Kharkov as a training model.

    Another "Oplot" has nothing to do with Ukraine at all. Since 2018, it has been assembled by order of the United States, most likely for the Aberdeen Tank Range.

    And the third is the "hero" of our plot. It was ordered at the beginning of the year by Ukrspetsexport, the main exporter of Ukroboronprom products, officially for exhibitions and demonstrations to potential customers.

    This car was assembled only in 7 months - despite the fact that the technological cycle of manufacturing one "Oplot" is twice as long. This was explained by the fact that some of the components were already in stock. Considering that the import substitution program, in order to get rid of parts produced in Russia, is only continuing, it is rather difficult to call these “Stakhanovite” rates “victorious”.

In hot pursuit of the broken exhibition "Oplot" Defense Express talked with the deputy general director of the concern on production issues Igor Fomenko, who at that time already knew about the condition of the machine. It's impossible, we have the best tanks in the world," the deputy general director of Ukroboronprom spoke to the camera.     The fact that this particular "Oplot" broke down is an unpleasant, but completely logical "surprise". Officially, the reasons were never given, but Defense Express learned from its own sources that the engine turbine had collapsed during the movement. And the tank was saved from the fire by an automatic fire-extinguishing system. As a result, the engine was replaced on the tank.

    But neither on August 22, nor on 24 August the exhibition "Oplot" on Khreshchatyk did not pass; by decision of the leadership of the Armed Forces of Ukraine, it was sent to the reserve. And its place was taken by the modernized T-64BM2, created in cooperation with the Ministry of Defense and the "Kharkov Armored Plant".

However, then Moscow managed to stop the pirate renewal and normalize the process of servicing the world fleet of domestically produced helicopters.

      ASELSAN is truly the largest and most powerful company in the defense sector in Turkey. But the fact is that in recent years the Russian Helicopters holding has made significant progress in the after-sales service segment, said Vladimir Shvarev, deputy director of the World Arms Trade Analysis Center (TsAMTO).

      - You can't just repair a helicopter - you need original spare parts for that. Therefore, how the company ASELSAN, with all due respect to it, is going to carry out the modernization - the question. Substitution of original spare parts without the consent of the developer company is, in fact, counterfeit. In theory, the Russian holding can bring legal claims against the Turkish company even for one such repaired helicopter.

      In addition, those countries that may not mind giving Russian-made cars for repair and modernization to the Turks should understand that equipping a helicopter with non-original spare parts and carrying out maintenance and modernization work can directly affect flight safety. In turn, Russia is not responsible for those rotary-wing aircraft that, contrary to all agreements on aspects of intellectual property rights, will be repaired by a third party. In my opinion, the statement of the Turkish side is a bluff, because they understand perfectly well what the support and modernization of the equipment of foreign production is fraught with.

      Attempts by foreign firms to modernize Mi helicopters are not new. Let us recall at least a large-scale project to modernize helicopters of the Mi-24 and Mi-35 families by South African manufacturers, notes Oleg Panteleev, executive director of the Aviaport agency.

      - In fact, this is a fairly simple question, which depends, firstly, on the depth of modernization, secondly, the markets available to Turkish companies and, thirdly, on the relationship with the developer, that is, Russian Helicopters.

      The peculiarity of relations with the Russian holding is on the surface: if Russian Helicopters does not support the initiative of the Turks and it is not coordinated with them, then with a probability of 99,9% the upgraded helicopters will not receive the developer's support. Accordingly, in this case, the risks for potential operators of such equipment increase - they actually lose the support of the Russian holding in terms of various bulletins, revisions, etc.
