Damage from violations in the field of state defense orders in the purchase of weapons and equipment exceeded 400 million rubles
He recalled that the state allocated more than 1 trillion rubles for the re-equipment of the Armed Forces with weapons and military equipment this year. Meanwhile, stated Fridinsky, thousands of offenses are identified every year, including various kinds of corruption schemes.
According to him, violations were detected at all stages - from the formation of the state order to the supply of equipment to the troops.
"For half a year, in conjunction with other government agencies, almost 3 thousand violations of the law on state defense orders were discovered, the damage from which amounted to more than 400 million rubles. Over a quarter billion rubles were returned to the treasury by means of prosecutor's supervision," Fridinsky said.
According to him, the damage is often associated with non-fulfillment of government orders in time, first of all, by defense enterprises. Thus, according to Fridinsky, the Daghestani plant Dagdizel, having received an order for almost 3 billion rubles, did not deliver a single product to the troops, but used part of the funds for the purchase of agricultural equipment and building materials.
Often, enterprises that execute orders unreasonably increase delivery times, and officials of concerned ministries who control the execution of state defense orders, as a rule, do not bear any responsibility for this.
The Chief Military Prosecutor noted a significant number of violations in the field of execution of government orders for the purchase of housing for military personnel. “Over the 3 of the year, the state allocated more than 600 billion rubles for these purposes, but there are a lot of violations related to inefficient spending of funds,” he noted.
Among them, Fridinsky called the purchase of apartments at clearly inflated prices. Thus, in the Nizhny Novgorod region, the purchase of two houses at inflated prices caused damage by more than 50 million rubles. Another common violation was the payment of outstanding work in the construction of housing - such facts were revealed in the Leningrad, Arkhangelsk regions, Moscow and other regions. And the total damage amounted to about 300 million rubles.
Numerous violations are committed and companies that have contracts for housing. So, in the Yaroslavl region, one of the companies, having brought construction to the foundation, declared itself bankrupt.
“As a result, many servicemen cannot settle for a long time,” noted Fridinsky.
Issues related to the transfer of military property are also problematic. Fridinsky recalled that now the military department is getting rid of a large number of land plots, military towns. “In some cases, property is sold at bargain prices,” the chief military prosecutor emphasized. So, military prosecutors prevented an attempt to sell belonging to the Pacific the fleet a land plot with a building in the center of Vladivostok worth about 10 million rubles for a nominal fee of 100 thousand rubles.
“There are problems in the transfer of military camps to municipal ownership,” added Fridinsky, noting that the state is losing tens of millions of rubles on this. Municipal authorities for a long time unreasonably refused to accept the former military camps in their property and delay the transfer time. For example, in Khabarovsk, the transfer of military camps to 18 lasted more than a year, and the issue was resolved only after the intervention of the Prosecutor General’s Office in the Far Eastern Federal District.
The Chief Military Prosecutor also noted a significant number of remaining violations during conscription. So, only during the spring conscription of this year 40 criminal cases were initiated on the facts of receiving bribes.
