The circumstances of the death of the floating two-tower dock PD-50

65

Chilling details

In 2018, the heavy aircraft cruiser Admiral Fleet Soviet Union Kuznetsov ”got up for repairs, which was supposed to be completed in 2021. In October of the same year, the PD-50 two-tower floating dock, in which there was a heavy aircraft-carrying cruiser, sank. The cruiser was towed to the berth of the 35th shipyard.

The circumstances of the death of the floating dock were overgrown with rumors. The media wrote that the cruiser took several thousand tons of water. The chilling details were relished: “... the warship was saved by the well-coordinated work of the crew that remained on board during the repair, which promptly began the struggle for survivability and saved it from flooding, despite the flow of water through the open overboard fittings and holes made during the repair.” There were rumors that the emergency diesel generator of the floating dock at the time of the dive was faulty, the cruiser screws sank along with the PD-50.

Truth in court

To establish the truth, the author of the article turned to judicial practice. Courts, as a rule, publish all their decisions on websites. The decision of the Oktyabrsky District Court of the city of Murmansk in civil case No. 2-745 / 2019, which contains a chronology of the circumstances of the accident at PD-50, was no exception. The lawsuit was filed to the State Labor Inspectorate in the Murmansk Region by 82 Ship Repair Plant JSC with the aim of declaring it illegal and canceling the conclusion and order of the inspection as a result of the investigation of an accident that occurred with a technician (fireman) of the first category of the plant.

The court found that the 29.10.2018 JSC 82 Ship Repair Plant carried out a docking operation. Dock surgery is a very complex process. When a heavy aircraft-carrying cruiser was led out, a dock operation could take tens of hours. It includes the elimination of leaks revealed during inspections on welds, plugs, bottom-stop valves, valolines (the cruisers' screws were removed and the valolines were unloaded). During these operations, the PD-50 was to be in a position submerged in a certain draft.

29.10.2018 in 16.45 PD-50 began the dive. The 19.15 dive was stopped to inspect the cruiser, then the PD-50 continued the dive. At 22.20, the dock crew members felt a push in the dock hull, after which the power supply to the equipment and lighting was cut off. The emergency diesel generator started up and emergency lighting automatically turned on. Doc tipped to starboard. The rapid flow of water into the dock body led to the fact that the crew did not have time to take their places in full force. The head of the dock, having learned from the shift mechanic that water is entering the dock body at a fast pace, decided to evacuate the dock crew to the pier.

Corrosion of metal

A digression is needed here. For almost four decades of operation, the PD-50 sections have not been docked. Experience shows that maintaining the design characteristics of old floating docks, including carrying capacity, requires huge capital investments. Damage characteristic of many steel floating docks can also include excessive corrosion, up to the through, structural elements in the upper part of the pontoons. The PD-50 towers, which, under operating conditions for a long period of time were above the ballast level, corroded in sea water vapor. Corrosion of elements located below the level of ballast and in contact with it proceeded much more slowly.

Most likely, due to the deterioration during the dive, the lining of the PD-50 tower was deformed, the gushing stream of water increased the bank and the dock sank. At the same time, the right crane damaged the deck of the heavy aircraft-carrying cruiser Admiral of the Fleet of the Soviet Union Kuznetsov.

Sank during

Having studied the court decision, we can conclude that PD-50 drowned during the dock operation. Information about the flow of water through openboard fittings and the holes made during the repair in the hull of the Admiral of the Fleet of the Soviet Union Kuznetsov heavy aircraft carrier cruiser, the presence of removed screws in the floating dock due to the planned dive of the PD-50, most likely, do not correspond to reality, although it is possible were leaking. The cruiser screws were to be in the workshop of the shipyard. Judging by publications in the media, the heavy aircraft carrier did not receive significant damage, the damage caused was estimated at 70 million rubles.

In the future, PD-50 awaits recovery in parts and disposal, as it impedes shipping. It is not a question of repairing it due to deterioration and damage resulting from impact on the ground.

Good afternoon Michael hi I made calculations for myself, analyzed the available information and took the time to write an article. As former dock workers testify, the PD-50 was rotten, the dock could only maintain the set position on working main sump pumps, the level control system was faulty and so on, and even this drop during the dock operation was critical for him. Moreover, the deformation of the tower skin on the PD-50 also occurred during a test dive in Sweden, when it was still completely new. During the flooding PD-50 did not lie down, but hit at an angle on the ground with a significant roll. For this, life did not prepare him. According to the divers, the PD-50, as it were softer to say, was covered with a female genital organ.

It’s a pity to lose such a colossus due to the lack of analogues at this point. This is another stone that we need to think about how to replace it in the future and not only in Murmansk. I hope the conclusions are drawn.

Yes, I wrote about the dry dock below. In general, dry docks are more reliable, for example, in Kronstadt there is a royal dry dock, where the Peter the Great nuclear missile cruiser went to dock in the best years.

        With an initiative, Aristarkh Ludwigovich!

You’ve got a good article, I'm glad you started writing good

If you had painted in more detail about the construction of a dry dock, and about the options that were considered during its planning, and the selected project in reality, which is currently being worked on, there would generally be an article bomb.

Different from what? Things are bad if the truth has to be compiled on the basis of the court materials since:
      1. Truth in court? There is no trust in the court and the investigation. They tarnished their reputation. More precisely, she drowned like a melt dock. Deep and irrevocably.
      2. Not all of the material is included in the investigation materials. At the trial, even less is heard, and even less is recorded. A sensational example is the case of a Putin who was imprisoned for allegedly "inflicting bodily harm on an ONON member." The court did not find it necessary to watch the video of the incident.
      3. The author circumvented the fact of human casualties. It was necessary to begin with this. The name of the deceased could be voiced.
      4. A real journalist (there are still some) does not retype the court’s decision, but analyzes information from as many sources as possible.

"corroded in seawater vapor.", an interesting interpretation, seawater vapor, that salt in water was heated to a vaporous state ... ??? It's just a clumsy interpretation of water evaporation, but even in this clumsy wording it sounds that the given object was exploited in violation. Prevention of the corrosion process was not carried out or it was done only on paper, So if you delve into the documentation, the "saboteur" or "group of those" can be calculated.

... since no real evidence (instructions, encryption, special equipment, etc.) was found by the investigation, and individual documents and letters that were attached to the case did not contain any traces of the activities of the “organization” - an idea came to one of the OGPU employees to put as evidence the things that were passed on by German citizens to citizens of the USSR from relatives living abroad: namely, the hat and mac-cloak received by Bashkin. With the “help” of investigator Maykhin, the arrested Meyer “remembered” that in one of the parcels there was a soft man’s hat, and also that he had sent the parcel to Moscow - in the name of a certain Spektor (sister of the brother’s wife Bashkin, nee M. I. Polyakova ) In addition, in December 1927, engineer Otto brought Bashkina another parcel from his brother: it contained a cheap men's raincoat. The investigation concluded that the raincoat was a signal to the Shakhty conspirators to commit a major act of sabotage, and a felt hat - an order for a smaller diversion.

As noted in the decision of the arbitration court of November 13, 2014, Case No. A42-8821 / 2013
    PD-50 is an auxiliary tool:

The technological cycle of repair work of ships (vessels) is carried out only by employees of the main industries: hull-dock production (KDP), repair section (RU), metrological service (MS), while PD-50 workers do not participate in the repair processestablished by the repair process sheet agreed by the customer.
In accordance with the Regulation on PD-50, job descriptions, workers of the large floating dock PD-50, like other auxiliary production - garage, radiation safety service, energy and mechanical departmentprovide the work of the main industries.

Hence the attitude to the dock is appropriate.

Judging by the above, it was absolutely impossible to categorically put one of our largest and most expensive warships in such a dock. But the whole point is that making a decision at this level has two degrees of protection against the responsibility of officials: 1) But there is nothing else. 2) The positions of decision-makers are not within the competence of the judiciary, although they are from different branches of government, but they are much thicker, the judicial one is that bark beetles can only damage the bark.

almost four decades of operation of the PD-50 section were not docked

due to deterioration during the dive, the lining of the PD-50 tower was deformed, the flood of water increased the bank and the dock sank

Its repair is not in view of deterioration

The question is, how then did you decide on this procedure without checking "is everything in order with the PD"? It is doubtful somehow, here sometimes, getting into a car, you look under the bottom, kick the wheels ... And then the whole "Kuznetsov" without checking the dock ...

Yes, generally easy! And not only here in Russia, it happens anywhere. Gagging is booming everywhere, but not everywhere. Our fleet is certainly in the lead, but I think it’s understandable for what reasons. In Soviet times, they drove forward and uphill without particularly ceremony with people and consequences, but today it’s just that the entire infrastructure has collapsed, hence the accident rate.
And so - if you wish, you can Google a bunch of incidents of this kind "with them". For example the famous USS "Guitarro" is just what it costs. How American factory workers drowned her at the pier - just a song. And after this event, the boat once again tried to commit suicide, through a hitherto classified event involving something nuclear and smoking.
Or the cruiser "Belknap" is also an interesting story.

We stood in it in the early 80s, the dock was still a needle, everything worked.
In conversations, it was especially noted that the dock was made smartly, of 3 parts. Each can be unfastened and docked in the remaining two. Well, just a song ...

What will happen to poor Kuzey? If they drive to the Far East, then along the way they can drown.

if it was a planned flooding about the screws, most likely they are not mounted in a regular place .... there are screws on the ship, and most likely the hull is painted already, which is good

The most important mistake is giving the dock to private hands. Contrary to our short-legged woodpecker (Medvedev), if you want to ruin the matter, give it to private hands. The accident has first names and surnames, and these commercial creatures - under trial with the worst consequences ...

One thing is not clear in this story. If the PD-50 is floating double tower doc, why, at the time of the accident, only one tower with a crane fell onto the deck of the heavy aircraft carrier cruiser “Admiral of the Fleet of the Soviet Union Kuznetsov”? Where is the second tower with a crane? Is it possible that something is being spoken about and there have been material thefts with PD-50? If the dock was stolen and plundered - this explains what happened to it, so you need to look for those who are guilty of such a situation and punish! There can be no one to blame for this situation.

Thank. I thought that for the fiftieth dock everyone had safely forgotten.
Which, of course, is a little offensive. At one time I worked in the Murmansk region at the PD "Pallada" and PD15. As a gas cutter of the SRZ "Nerpa". And I got some ideas about PD.
Hence, there is talk of some blackouts of onshore electricity and drenched diesel fuel for full-time generators ... Honestly, they do not inspire confidence. Drinking vodka in those parts is a normal phenomenon (but how can one not drink her own?!.) But nevertheless, people usually have the measure. And responsibility-understands.
Nevertheless, it is still not clear from the article what exactly the dock sank from.

R'RёS,R ° F "RёR№ hi The floating dock is located at a depth of 40 meters. Its mass is at least 70 thousand tons. During the investigation of the criminal case, the forces of the Rosmorrechflot Marine Rescue Service conducted an underwater study of the floating dock. Specialists have identified areas of the body that have damage. In January 2019, as well as in May 2019, their cuts were made, which were provided to experts. In order to establish the reasons for the flooding of the floating dock on January 25, a comprehensive water-technical forensic examination was appointed at the Krylov State Scientific Center. The preliminary deadline for the examination is November 2019. They will complete the examination, send the case to court, then maybe someday we’ll read the verdict on the court’s website. And so this is not the first drowned dock in these parts.
