Once again, the Ministry of Defense of the Russian Federation managed to distinguish itself during public procurements for the needs of military personnel. This time it’s not even about halberds with clubs in the literal sense of the word, but only furniture for fleet. It would seem, well, what could be done here so that the sailors would also be left without something to relax on. It turned out that it is possible. To do this, it was enough just to get down to business with Anatoly Eduardovich Serdyukov - and the furniture from its utilitarian means turned into a subject for discussion and numerous inconsistencies.
The fact is that, as Minister of Defense in the government of Vladimir Putin, Mr. Serdyukov signed a contract paper with the British company Strongbox Marine Furniture, which supplied steel furniture for Her Majesty’s fleet. It seems to be that all rank by rank is a serious company, the words “Her Majesty” added more solidity to her. Contracts, in general, concluded, prepared to even break a festive bottle of champagne on the first metal object of British furniture, but it was not there. Furniture for the Russian fleet stubbornly did not go. It had to go, because it was “laid out”, but, you know, it still did not go. Maybe the British let it under their own power, the fact remains unclear, but in the Russian ports they didn’t wait for how many “beds” with bread and salt.
Moreover, the very office of "Horns and Co ...", that is, Strongbox Marine Furniture was declared bankrupt after a very short time. And with a bankrupt, as you know, bribes are smooth. They began to think: this is just such a tragic coincidence of circumstances, or any case related to public procurement, to which the calloused hand of our Ministry of Defense is being applied, orders us to live a long time.
Thought-thought, but for now thought, the business of the bankrupt "hospital-bed" company decided to buy out a company with a suspiciously similar name - Strongbox Accommodation Furniture Limited. And also, it seems there is nothing reprehensible - it is necessary for someone to assemble furniture for the Russian sailors in Britain. But here, too, everything went along a slippery slope.
It turned out that the new Strongbox is headed by a person who is not at all with a British surname - Ivanov. This Ivanov turned out to be Eduard Ivanov, who also "earns part-time work" in the company "Marine Complex Systems".
After that, they began to think in a somewhat different direction: they say, and why all of a sudden the assets of the British company, which concluded a multimillion contract with the Russian Defense Ministry, are bought by a certain Ivanov. Well, it would be ok if Johnson or Parker had some, and here Ivanov, who still, apparently, doesn’t care with fantasy: Strongbox Accommodation Furniture Limited instead of Strongbox Marine Furniture.
In general, everything did not work out the way they wanted ... Anatoly Eduardovich, of course, wanted to improve the conditions for the combat service of Russian sailors exclusively with the help of British furniture, but after all, these British were rotten: they didn’t allow our minister to make the dream a reality. But now, thanks to countryman Ivanov, things will obviously go. Yes! - even if it is double or triple in price, but is it possible to blame the Ministry for wanting to reach European levels of comfort on Russian warships, despite the prices.
Point one: you can not blame! Point two: but who reproached, that - quick-rr-ro memorize the first paragraph! - They will come and check!

And now the question, what is called, backfilling. Try to guess how you can “ease” the treasury of the Russian Ministry of Defense annually for about half a billion dollars (about 15 billion rubles), so that such spending fully matches the Russian legislation and, moreover, just goes into the sand. Agree, to find an adequate answer to this question is not easy. However, such seemingly impracticable and absolutely senseless tasks as our defense ministry turned out to solve all these years with surprising ease. It turns out that exactly 15 billions of dollars each year go to pay for those servicemen who have already been taken out of staff but have not received their housing. More than fifty thousand Russian officers found themselves in precisely such a situation when, for various reasons, they were dismissed from their posts, taken out of staff, but they did not provide regulated square meters of living space.
50 of thousands of people to whom the Ministry of Defense, due to its slowness, actually pays money for nothing, is a kind of compensation so that they can wait for their turn to get housing. If we consider that a square meter of living space in new buildings in the central part of Russia costs about 32000 rubles, then it can easily be calculated that the same Ministry of Defense could buy about 15 square meters of quality housing for the 470000 billions sounded in a year. This is about 8000 apartments with a total area of 55-60 sq.m.
It turns out that in the present conditions it is more profitable for the Ministry of Defense to just throw money into the pipe, rather than actually solving housing issues. And indeed it is, paradoxically, but indeed it is. Why should an official keep in mind all this financial component, announce tenders for housing, why buy already built housing, let's say, by independent contractors, because you can simply withdraw a person for the staff and pay him the money allocated from the state budget. Less headache ...
If this trend continues, soon we can expect the appearance of a real army of “zashtatniki”, which the defense ministry itself is sponsoring. Russia may become the only state in the world where the number of officers retired from the state while maintaining salary will exceed the number of personnel officers. At this rate, the queue for housing made up of Russian military personnel will be able to cover all the borders of our Fatherland. It was decided that if a young man or girl wants to study both physics and, for example, literature and Russian separately, then you can simply pay for one of these subjects ... That's really grief from the mind: you want to be fully developed, as they say. Do not worry! - Pay and learn easy. And you do not want to pay, so you will not see the integration of two profiles.
But in the 11 class, each of the graduates will be completely free of charge to pass the exam in a foreign language. And this is especially true in small schools, where one seventy-five-year-old Marivanna is forced to combine the positions of a teacher of physical education, mathematics and the German language due to a shortage of personnel. Moreover, her knowledge of German is often at the level of knowledge of a person who was once forced to reside in the territory occupied by the Germans ...
