Russia has no reason to resume payments to the Council of Europe (CE). Such a statement was made today by the Russian Foreign Ministry, the document is posted on the official website of the department.
The Russian Foreign Ministry recalled that in 2014-2015, the Parliamentary Assembly of the Council of Europe (PACE) decided to restrict parliamentarians from Russia because of the annexation of the Crimea, after which Russia left PACE, but continued to fund the Council of Europe, waiting for the promised recovery in the rights of the Russian delegation. In the summer of 2017, Russia decided to suspend the payment of contributions to the PACE budget until "the restoration of the full powers of the Russian delegation", but a year has passed and "it is still there." The Foreign Ministry explained that there were no grounds for resuming payments. At the same time, the Foreign Ministry confirmed that Russia will fulfill all financial obligations as soon as all the rights and powers of the Russian delegation are restored.
At the same time, the official representative of the Secretary General of the Council of Europe, Daniel Holtgen, said that the Council of Europe insists that Russia pay its contribution "in accordance with the CoE charter", while demanding the full amount that "Russia owes to the 2017 of the year," financial difficulties".
