The same rake: Kiev talks about buying a new fuel Westinghouse for VVER-440 reactors

49
Dancing on a rake continues Ukrainian "Energoatom". Despite the bankruptcy of the company Westinghouse, the Ukrainian regulator of the nuclear energy sector believes that cooperation with this company should be deepened. According to the president of Energoatom, Yury Nedashkovsky, Ukraine is exploring the possibility of diversifying supplies of fuel assemblies for reactors with a capacity of 440 MW.

Nedashkovsky said that the western company has licensed fuel, which Energoatom is interested in acquiring for its NPPs needs.

The president of Energoatom adds:
There is also a set of changes that they are ready to introduce, but this requires about two years for this fuel to be put into production. The question is who will be the customer of this fuel. The second option is a project to develop a new fuel for VVER-440 reactors, which has undergone all the necessary procedures, but it is natural that this is a longer process, on the order of 6 years or more.

The same rake: Kiev talks about buying a new fuel Westinghouse for VVER-440 reactors

That is, Nedashkovsky makes it clear that today the western "partners" actually have no suitable fuel assemblies for reactors of the type mentioned, and they may not appear tomorrow or even the day after tomorrow. Despite this, Energoatom, which does not have the means to "diversify", still focuses on the willingness to abandon the traditional fuels used at nuclear power plants with WWER-440 reactors. At the same time, Nedashkovsky also announces the “economic feasibility” of the Westinghouse fuel solution.

However, the president of Energoatom immediately adds that the final decision has not yet been made. From his statement:
We also need to understand that if we only operate the 440 MW reactors until the 2030 year, that is, it makes sense to diversify, we are now at a crossroads.

... Nedashkovsky said that the western company has licensed fuel ...

Nedashkovsky lives in parallel reality ...
Kotrafakt from Westinghouse has repeatedly caused accidents at Loviisa nuclear power plants in Finland, Temelin in the Czech Republic. In 2006, pirated copies of fuel assemblies performed by Westinghouse caused an emergency shutdown of the South Ukrainian NPP.
The State Department expressly states that it is providing political support to Westinghouse in Eastern Europe.
Experts say that Westinghouse uses Ukraine as a test site for developing and introducing copies of Russian nuclear fuel to Soviet-designed reactors, and then to distribute supplies to stations in Finland, the Czech Republic, and Bulgaria. And they don’t really hide it.

Eugene, in terms of the presence of VVER-440, I would add Hungary and Slovakia. True, there are two nuances:
      1. West needs to develop and test its fuel assemblies for the 440s.
      2. Countries can be “protected” by a long-term contract with a Russian supplier.

The life of Ukrainian nuclear power plants ends pretty soon. Energoatom does not even plan any actions to replace retiring capacities. Consequently, electricity to Ukraine is unnecessary ... Well, so be it. The main thing is that they do not blow up anything nuclear, due to thoughtlessness and negligence ...

they have long been all over - over! more than half of the reactors in Khokhlostan - the third warranty period is working!
so - the question is basically empty! it doesn’t matter - whose assembly will be - there’s simply nowhere to insert it !!!

Deficiency of our young businessmen and young managers. In this case, it is necessary to remove all security guarantees from the project, to widely and regularly inform about it, to attract public opinion of Europe that wants to live well (both the IAEA, the UN, etc.) to the potential danger of such an initiative.

Considering that West and NAEC Energoatom do not allow our specialists to inspect TVS-W and TVS-WR on the basis of commercial secrets, the guarantees for our fuel during joint operation in the reactor core are completely withdrawn, which is known to all interested organizations.

Information accepted. True, I had in mind a little different. Namely: the cancellation of the guarantee is not for fuel, but for (nuclear and radiation, fire, ...) safety of projects of power units and nuclear power plants in general. Which includes, inter alia, refusal to bear any nuclear risks. Moreover, this should be known not only to “interested organizations”, but also to governments and the public of neighboring states: Germany with its nuclear-free policies, etc. Moreover, it would be more correct to remind this Merkel every month: “Have you already prepared? Do you know that (and then on the scientific rationale for the emergency hazard). " I emphasize, every month, that Lavrov moans and cries about the impending misfortunes of the Swabians. For example, I will then be ready to give to the Fund for Assistance to Potential Victims of 10 Kopeks organized by the Government, and maybe even a whole ruble. This Fund should be advertised on TV every night, and not the bare asses of some thinner cows.

Alexander, I understand you. As long as GIARU, the supervisor in the field of safe operation of nuclear power plants in Ukraine, is satisfied with everything, the EU will remain silent. I wrote about the vulnerability of supervisors back in the spring of 2014. Any reason - from blackmail and threats to a banal desire to save their work and a decent salary can prompt a person to close his eyes to much. In 2014, they did not understand, in 2017, they finally began to notice.

In fact, there is a big threat. The military personnel who provide physical protection of the nuclear power plant participated in anti-terrorist operation. I am not sure if this has positively affected their composure.

It is already good that this danger is recognized - this is a sign of a safety culture - one of the components of the basic principle of operational safety - defense in depth. Surveillance is one of the links that should be equally reliable with the rest of the security components.
Unfortunately (according to the information that comes to us through Russian and other media), it can be concluded that Ukraine is still not out of the peak of the degradation of technological and human potential. In this situation, the choice of economic feasibility as the main criterion for operation may not coincide with the optimality of the safety criterion. Which is fraught with consequences.
About composure. I’m not sure that the new security threats that have appeared recently are adequately monitored in modern Ukraine. For example, cybersecurity. I recall how a German pilot recently took and sent a plane to the ground. And the system administrator of computer equipment at nuclear power plants, which is involved in the management of nuclear power plants, which is less dangerous? Is there enough desire and strength in Ukraine to monitor such new dangers? Not sure. The main ATO and candy factory in Lipetsk. Why is there a Maidan with a hundred dead, terrorists who destroyed skyscrapers and damaged the Pentagon in the USA, and this can not be done at Ukrainian nuclear power plants? But such events will certainly affect Russia! So Russia has the right to take preventive measures.

I agree with you that, of course, we must proceed from our economic interests. Here the USA, for example, does just that, it doesn’t remember about conscience, etc. Russia must also learn this. (And Ukraine too). However, it is a little about something else. What reaches us both in Russian and in other mass media testifies to the most powerful degradation of technological and human potentials in Ukraine. The point may come to the fact that some kind of Ukrainian like Mishiko will be put in charge of managing the nuclear power plant. The reactor is not a sewing machine, it works according to its own laws, not knowing anything about the economic and political preferences of this Mishiko. And then after all, there will be a scream and howl all over the world - Russian reactors are dangerously dangerous. Does it affect our interests? Yes. Do we need this? Not. Therefore, countermeasures must also be taken for this reason. However, the decision-makers here have taken, as I understand it, something else so far: Ukraine is an independent country, it is responsible for itself and let it do what it wants in itself. Well, to them, as they say. more visible.

It will be correct to collect and lay eggs from one animal in one basket. For example, a crocodile. And deduce in accordance with the nature of this beast. There will be a predictable result. But if lovers of independence will collect different eggs in one heap, then the devil knows what kind of scrambled eggs will be. Technical reasons (according to the source - P. Zarubin “Academician Basov ...”) consisted in the fact that at a micron wavelength of laser radiation it was practically impossible to focus the beam on a relatively small area. Those. if the target is at a distance of more than 100 km, then the natural angular divergence of optical laser radiation in the atmosphere as a result of scattering is 0,0001 deg. This was established at the Institute of Atmospheric Optics, specially created to ensure the implementation of the laser weapons program, at the Siberian Branch of the Academy of Sciences of the USSR in Tomsk, which was headed by Acad. V.E. Zuev. It followed that the laser radiation spot at a distance of 100 km would have a diameter of at least 20 meters, and the energy density over an area of 1 sq. Cm with a total laser source energy of 1 MJ would be less than 0,1 J / sq. Cm. This is too little - in order to hit a rocket (create a hole in it 1 cm1, depressurizing it), it takes more than XNUMX kJ / cmXNUMX.

Based on the foregoing, the use of a laser to destroy a space object is utter nonsense.
