Why does the British delegation meet with the Urals NGOs in Yekaterinburg?

It became known that today (February 5) the British delegation is arriving in Yekaterinburg consisting of the representative of the House of Lords of the British Parliament Elizabeth Smith and the director of the Big Europe program Rachel Quillen. The visit, as reported by Urals blogger Sergei Kolyasnikov (Zerg), is organized by British Consul General Martin Fenner and his deputy Matthew Osborn. On the Russian side, the visit was prepared by Elena Chesnokova (her Zerg calls it LGBT-related in the Urals).
The main purpose of the visit is to work with regional NGOs in the Urals, some of whom have either registered as foreign agents or are trying to keep silent about their foreign funding, bypassing the current legislation.
The British delegation has set its goal to determine the range of the most "correct" Urals people, who will be sent to internships in British universities and government bodies of the United Kingdom. In this case, the "elected" is assigned a British scholarship.
