About the founder of the holiday - IMO. This, as already noted, the UN structure (headquarters in London) began to operate in 1959 year. Its tasks include the control of shipping and discussion of issues to improve the reliability and safety of sea routes. From the presentation material of the International Maritime Organization:
Provides mechanisms for cooperation between governments in shaping standards and regulations related to technical issues affecting international shipping, to help adopt the most feasible standards for safety and efficiency of maritime shipping, and to protect the marine environment through preventing and combating pollution from ships.
More than 40 conventions and agreements, as well as nearly a thousand codes and recommendations developed by IMO, are implemented globally.

Malaysian authorities in 2013 have announced a "victory over piracy in the Strait of Malacca." And just a couple of weeks after the report was published, the pirates attacked one of the container ships. Further attacks continued. Although it must be stated that the number of such attacks is still significantly lower than on the African coast, as well as lower than the 80-90 indicators of the last century
What else does IMO do? In the circle of its tasks - training of managers, teachers and other professionals of the highest level of shipping. For these purposes, the World Maritime University was established in 1983 in Swedish Malmo. Six years later (at 1989), a similar institution of higher education with an emphasis on maritime law appeared in Malta. In the same year 1989, the International Maritime Academy was opened in Trieste, Italy. There are implemented programs for the passage of short courses in the disciplines of navigation.
Russia has its own richest traditions of navigation, navigation, as well as the richest story sea school. One of the higher educational institutions that is engaged in the preparation of future seafarers is the Maritime State University named after G.I. Nevelsky (Vladivostok).
Over the years of its existence (since 1944), this educational institution has trained a lot of maritime specialists, among which a number of well-known navy personalities. Here are a few such names:
Yuri Volmer - Minister of the Navy of the USSR from 1986 to 1991;
Nikolai Tsakh - from 1996 to 1998 served as Minister of Transport of the Russian Federation;
Alexander Davydenko - Head of the Federal Agency for Sea and River Transport of Russia 2005-2015;
Sergey Frank - Minister of Transport of Russia 1998-2004, General Director of the state shipping company Sovcomflot.
In total, more than 7,5 thousand students (cadets) study at the Nevelsky Maritime State University, of which about 5,4 thousand are in higher professional education programs.
Taking into account the fact that Russia is a full-fledged maritime state with a huge length of maritime borders (almost 38 thousand km), maritime business is a strategically important sector in the development of the country. The training of specialists in the field of maritime affairs who are able to protect the interests of Russia at sea in various aspects of this kind of activity is the most important link in the education system. After all, in its time and territories, Russia grew, to put it mildly, not without the participation of outstanding domestic navigators, whose names are forever inscribed in the history of the Russian state: Semyon Dezhnev, Stepan Makarov, Georgy Sedov and many, many others.
Despite the fact that the Day of the Seaman is not considered a military holiday, the Military Review cannot afford not to congratulate with it all those who are involved in the conquest of the sea.
