Seaman's day

50
Today in the "sea" calendar is a special holiday. It is the Day of the Seaman, it is the Day of the Navigator The holiday is very young - it appeared in 2010 year on the basis of resolution No. 19, signed at the conference of the Member States of the International Maritime Organization. This organization (IMO) is structurally part of the UN.

Thus, it can be stated that the Day of the Navigator is an international holiday - a holiday of people of one of the most respected professions in the world - those who conquered and conquers the expanses of the World Ocean, mastering trade routes, participating in research expeditions, engaged in the extraction of marine resources. - Who carries out activities leading the civilization along the path of development.

About the founder of the holiday - IMO. This, as already noted, the UN structure (headquarters in London) began to operate in 1959 year. Its tasks include the control of shipping and discussion of issues to improve the reliability and safety of sea routes. From the presentation material of the International Maritime Organization:
Provides mechanisms for cooperation between governments in shaping standards and regulations related to technical issues affecting international shipping, to help adopt the most feasible standards for safety and efficiency of maritime shipping, and to protect the marine environment through preventing and combating pollution from ships.
More than 40 conventions and agreements, as well as nearly a thousand codes and recommendations developed by IMO, are implemented globally.

Seaman's day

Conventions, conventions, agreements, agreements, however, during the existence of IMO issues to the safety of maritime navigation was not much less. Pirate assaults at one time many of our citizens seemed something of a series of adventure films about times gone by. Today it is difficult to find a person who would not hear anything, for example, about seizures or attempts to seize ships by Somali pirates. The east coast of Africa for shipping is a highly unsafe maritime region. At the same time, the statistics is such that the number of pirate attacks, for example, in the Gulf of Aden, is increasing year by year, despite the fact that military ships, including ships of the Russian Navy, are almost always in combat duty.

There is no exaggeration and the statement that the Strait of Malacca is teeming with pirates. Its 550 nautical miles are becoming a real test for the crews of merchant ships, following this course.

Malaysian authorities in 2013 have announced a "victory over piracy in the Strait of Malacca." And just a couple of weeks after the report was published, the pirates attacked one of the container ships. Further attacks continued. Although it must be stated that the number of such attacks is still significantly lower than on the African coast, as well as lower than the 80-90 indicators of the last century
What else does IMO do? In the circle of its tasks - training of managers, teachers and other professionals of the highest level of shipping. For these purposes, the World Maritime University was established in 1983 in Swedish Malmo. Six years later (at 1989), a similar institution of higher education with an emphasis on maritime law appeared in Malta. In the same year 1989, the International Maritime Academy was opened in Trieste, Italy. There are implemented programs for the passage of short courses in the disciplines of navigation.

Russia has its own richest traditions of navigation, navigation, as well as the richest story sea school. One of the higher educational institutions that is engaged in the preparation of future seafarers is the Maritime State University named after G.I. Nevelsky (Vladivostok).

Over the years of its existence (since 1944), this educational institution has trained a lot of maritime specialists, among which a number of well-known navy personalities. Here are a few such names:

Yuri Volmer - Minister of the Navy of the USSR from 1986 to 1991;
Nikolai Tsakh - from 1996 to 1998 served as Minister of Transport of the Russian Federation;
Alexander Davydenko - Head of the Federal Agency for Sea and River Transport of Russia 2005-2015;
Sergey Frank - Minister of Transport of Russia 1998-2004, General Director of the state shipping company Sovcomflot.

In total, more than 7,5 thousand students (cadets) study at the Nevelsky Maritime State University, of which about 5,4 thousand are in higher professional education programs.

Taking into account the fact that Russia is a full-fledged maritime state with a huge length of maritime borders (almost 38 thousand km), maritime business is a strategically important sector in the development of the country. The training of specialists in the field of maritime affairs who are able to protect the interests of Russia at sea in various aspects of this kind of activity is the most important link in the education system. After all, in its time and territories, Russia grew, to put it mildly, not without the participation of outstanding domestic navigators, whose names are forever inscribed in the history of the Russian state: Semyon Dezhnev, Stepan Makarov, Georgy Sedov and many, many others.

Despite the fact that the Day of the Seaman is not considered a military holiday, the Military Review cannot afford not to congratulate with it all those who are involved in the conquest of the sea.

        From it, it turns out that since they signed the resolution on the creation of the UN, are they obliged to observe all the holidays? In my opinion, in Russia (inherited from the Union), there are holidays for both military sailors and civilians. Both for river, and for sea. And in my opinion, before that no one was deprived, and did not complain about anything.

    March 19 is the day of the submariner sailor, the first Sunday of July is the day of the river and sea fleet, July 30 (31) is the day of the Russian Navy, and all holidays associated with the sea are 20 of them. Today is the day of the sailor! --- "The holiday is dedicated specifically to merchant seafarers, who, unlike military sailors, still have not had their holiday - the day of the workers of the sea and river fleet was celebrated mainly by people who are not directly related to work at sea." - In short, a little confused. I join in the congratulation !!! Good luck to you !!!

    Comments to the author of the article,
    In the Far East, maritime education has existed since 1890, with the opening of the Alexander Naval Classes, from which it was first transformed into the Vladivostok Alexander Naval School of Long-Range Navigation, and after the Revolution, into the Water Technical School of the People's Commissariat for Water Transport of the USSR .. And in 1944, the Vladivostok Marine Technical School , current Moscow State University. Nevelsky only received the status of a technical institute and was reformed into the Vladivostok Higher Naval School (VVMU).

    This is not to mention the marine education system for the fleet laid down by Peter the Great, because his Navigation School also trained specialists for the civilian fleet.
