By 1920, the population of the New Earth population reached 209 people (75% - Nenets, 25% - Russian immigrants). This population was concentrated in four villages: Malye Karmakuly (1877), Matochkin Shar (1888), Belushya Guba (1897), Olginsky (1910). At the beginning of the 20's, 2 annual flights from Arkhangelsk to Novaya Zemlya were introduced. In 1924, elections were held for the New Earth Council. Tyko Vylka, who remained in this post until 1956, became its chairman. Several more settlements were founded: Arkhangelsk Bay - r.O. Pankratieva (1932), Krasino - Bay Black (1925), Lagernoye - etc. Matochkin Shar (1932), Russian Harbor (1932), Rusanovo (1932), Smidovich ( 1930). By 1932, the population of Novaya Zemlya was 312 people (193 Russians and 119 Nenets).
In 1956, the entire civilian population voluntarily forced to move to the mainland, and the archipelago becomes a closed zone - a testing ground for nuclear testing. Economic activity in its former forms and framework ceases.
