The Rosnano group, which is often mentioned not in connection with real scientific and technical achievements, but, as it happens, in connection with scandals and accusations, presented a final report for the 2016 year. This is a report on the financial results of the so-called IFRS - International Financial Reporting Standards. If you believe the reports, the group Rosnano for the third year shows the profitability of its activities. Moreover, representatives of the expert community of Rosnano argue that the Group has created “markets in the country that are ready to consume innovative products”. The results of the work of the Rosnano group are commented by the president of Onexim Group LLC and a member of the board of directors of Rosnano Management Company LLC (ex-presidential candidate) Mikhail Prokhorov:

Rosnano website claims that during the work 83 enterprises of the so-called nanoindustry were opened. The first “slides” show the profit on the portfolio projects. And on the first slide the profits of 11,3 million dollars, on the second - 1 million euros, on the third - already in rubles (11,4 billion rubles). The question is, why is the profit "currency" divided, and for what specific portfolios is it fixed?
The next stage is the slide “cumulative profit by historical portfolio”. The value is "+ 12,3". It is not clear what exactly - dollars, euros, rubles, or maybe percent.
Further, the presentation goes to the minuses, which in the structure of Anatoly Borisovich Chubais is associated with "exchange losses of the ruble." Portfolio exchange losses: minus 11,1 billion rubles.
As a result, a plus is still displayed: the net profit of 1,2 billion rubles, according to Rosnano, stating that the so-called exits were made by 27. Examples: “Uralplastic” 7% IRR, DSC “Grad” 15% IRR, “Micron” 17% IRR, “Nikomag” 18% IRR, “Danaflex-NANO” 31%.
Well, and the apogee is that Rosnano, for the first time since 2011, has started early repayment of loans.
After this, a new value for IFRS profit is reported - already 4,5 billion rubles "net" for 2016 a year.
This is the very presentation, musical accompaniment in the form of the second concert of Rachmaninov to which, apparently, should not give an opportunity to focus on that, as much as the group Rosnano really lost and acquired not even “historically”, but at least following the results of a single 2016 year:

If we take into account that more than 100 billion rubles were invested directly from the state budget at Rosnano at the “old” rate, then the effectiveness of the work, with all the musical beauty of reporting, cannot but cause new questions. It turns out that if the revenue on the portfolios after all the exchange perturbations amounted to 1,2 billion rubles a year, then, even without taking into account credit interest, it will take about 85 years to pay off all obligations to the state budget! And during this time, as they say, either donkey or padishah ...
If we consider the "net" profit in 4,5 billion rubles, then the exit towards efficiency in terms of investments from the state budget will require the year 22-23. And this is taking into account the fact that absolutely no similarity crises 2008-2009 or 2014-2015 should happen in the world. Otherwise, to determine the time period, the effectiveness of Rosnano for the Russian budget will have (as in the aforementioned years) introduce a multiplier that is clearly greater than one. And the fact that the modern world has lived almost a quarter of a century without economic crises is frankly hard to believe.
In general, the profit in the reports seems to be there, but how far it meets the economic needs of the Russian economy is an open question.
Against this background, Rosnano continues to shake the scandals associated with the misuse of funds identified by law enforcement agencies. In particular, we are talking about the so-called Melamed-Ponurov case.
Leonid Melamed is the former head of Rosnanotekh, and Svyatoslav Ponurov is the finance director of Rosnano. Both of them were under arrest (Melamed - under the house), Ponurov - in Lefortovo SIZO on suspicion of committing a crime under Article 285 of the Criminal Code of the Russian Federation - “abuse of office” and Article 160 - “large-scale embezzlement”. The investigation believes that with the active participation of these persons an illegal transaction was made, as a result of which the company's budget lost 226 million rubles. There is another person involved in the case - Andrei Malyshev, who previously held the post of deputy head of Rosnano, and after the news of the RF IC’s readiness to open a case, “fell ill” and went abroad, where until now (for more than 2 years) ) is treated ...
This information attracts special attention due to the fact that the other day Russian Deputy Prosecutor General Viktor Grin refused to approve the indictment against the named persons. After that, the arrest against Melamed and Ponurov was lifted - as he writes Kommersant, filmed literally one minute before the expiration of the arrest. This decision of the Deputy Prosecutor General was greeted with applause in Rosnano, despite the fact that it was Rosnano that was determined as the injured party in the case.

Historically, the Russian economy has a low susceptibility to innovation, as a result, they are difficult to implement, even harder to commercialize.
