Then there were problems with pricing and its impact on the cost of building the ship. Moreover, as always happens during the periods of the collapse of large states, this was accompanied by collapse in the economy, rising prices and galloping inflation. True, despite the termination of funding (IV quarter of 1991), the Black Sea Shipyard (General Director Yu.I. Makarov) completed the TAVKR at its own expense, hoping that Moscow would later reimburse costs (more than 700 million US dollars in 1980 prices gg.). However, the former Soviet republics that became independent did not show any interest in completing the Varyag. Russia, which declared in 1993 its readiness to finish building the ship, also did nothing for this, limiting itself to futile negotiations. In particular, according to Varyag, it was proposed to create a special government (interstate) body with extraordinary powers, which would coordinate the completion of the cruiser. For its inspection delegations from Moscow and Kiev came to Nikolaev. But neither the one nor the other in the new conditions had the means to complete such a complex ship. Therefore, in March 1995, Russia officially refused to finance the construction of Varyag, transferring it to ChSZ on account of debts to the enterprise.

    It is a pity, of course, that at one time Russia was not able to redeem and finish building this ship.
