A-135 Amur is Moscow's two-echelon anti-missile defense system, replacing the A-35 / A-35М system. The system is not designed to repel a massive nuclear missile strike, its task is to cover the area from the limited impact of intercontinental missiles and the effects of random launches.

The creation of the system started in 1971 year, the lead developer of the NGO "Vympel", the chief designer - Anatoly Bassistov. The ground sample of the A-135 Amur-P system in Kazakhstan’s Sary-Shagan was begun with construction in the 1976 year. Construction of A-135 system facilities around Moscow was conducted from 1980 to 1983 year.

    This is not entirely true. Vnukovo was not ready by the end of 1986.
