However, in fact, he is right - the concept of “slave” is consonant with the concept of “servant”, while in our country, since the late developed socialism, people in power have traditionally been called servants of the people ...



Now the slave in the galleys (by self-determination) has been rowing for the 12 year already and feels the strength, and most importantly the indomitable desire to continue rowing and serve further. Although they say that horses at the crossing (or slaves in galleys?) Do not change, part of the country's population after the 11 years of swimming began to raise tricky questions: where are we rowing and whom do we serve, Vladimir Vladimirovich? But the Commander is silent, as if he collected water in his mouth, either according to an old committee habit, or for some other reason. Not surprisingly, rumors about the existence of the so-called “Putin's Plan” (hereinafter - “PP”) began to circulate in the information vacuum.

At least two versions of the origin of “PP” are known. According to the first version, “PP” is an ideological cliche, a potpourri of slogans and promises periodically voiced during election campaigns. According to the second version, more plausible, the term “Putin Plan” was introduced into the political circulation by the chairman of the Supreme Council of “United Russia” B.V. Gryzlov. Indeed, it was such, now historical, the fact when on May 22, 2007 at an enlarged meeting of the Supreme and General Councils of "United Russia" Gryzlov made a political report on the theme "On the implementation of Putin's Plan by the United Russia party. In the “United Russia” election program in the 2007 parliamentary elections, “Putin's Plan” was formulated rather in terms of a long-term doctrine (cited from http://www.edinros.ru/news.html?rid=3144):

- further development of Russia as a unique civilization, protection of the common cultural space, the Russian language, our historical traditions;

- improving the competitiveness of the economy through access to the innovation path of development, support for science, infrastructure development, increasing investments primarily in high technology, in the industry are the drivers of economic growth;

- ensuring a new quality of life for citizens by continuing the implementation of priority national projects, further and significant increases in wages, pensions and scholarships, helping citizens to solve the housing problem;

- support of civil society institutions, stimulation of social mobility and activity, promotion of public initiatives;

- strengthening Russia's sovereignty, the country's defense, ensuring for it a worthy place in a multipolar world.

Military people are well aware that the doctrine, for example, defense, of course, must be supported by detailed plans, painted in time, performers and resources. Otherwise, her price is a penny in the hour "X".
Alas, besides “Putin’s Plan,” the country’s performance by United Russia didn’t see anything else. In essence, the United Russia members then used Putin’s name for their own advancement in the election campaign. And what about the Commander himself, neither a dream nor a spirit about the initiative of the party members? It is doubtful.

The next parliamentary cycle, including the 2011 elections, showed that in vain Vladimir Vladimirovich transferred his brand name to the playful EdRosovsky hands. Strongly, they set him up for the 2012 presidential election, impossibly discrediting the Putin Plan. So strong that the Commander is now fit to compose another plan-legend, and at the same time change the EdRosovskaya gallery, corroded by lies and corruption. And what to change if other party galleys from flotilla systemic opposition have long had their captains? Where do you order to raise your commanding standard? Or row an independent candidate in the wake of Colonel-General Ivashov? So, after all, the CEC is torpedoing; it is fundamentally scrupulous in Russia - it’s impossible, there were precedents, you know ...

EdRosovskaya podstavu already auknula rallies and protests that rocked the Russian society and marked the dividing line between supporters of different views and opinions on the marathon swim Commander:

- On the one hand, the liberal-democratic opposition to Putin, the hodgepodge at Bolotnaya and Sakharov, who diligently rehearses the “snow” revolution according to the Western scenario (the name was invented, as always, poetic).

“On the other hand, patriots on the Sparrow Hills, defending the interests of the people and equally hating both external enemies and the“ fifth column ”, and the Commander himself, for their close ties with the oligarchs of domestic bottling.

- And finally, on the third hand, they are also patriots, but they are closing their eyes to internal problems and endorsing Putin’s actions to revive Russian statehood on the world stage. These patriots do not hold a rally, their slogan is: “Buzit is bad for the cause!” Putin is a normal leader, he is on the right path to a bright future. ”

Among the commentators on the VO website, to one degree or another, all three selected categories are represented. And between them, too, sparks of tension erupt when discussing sharp articles concerning the ambiguous figure of Putin. It is said that truth is born in a dispute. Unfortunately, in this debate, instead of truth, there is often a feeling of dissatisfaction - they wrote a bunch of comments (sometimes hundreds), supported-pushed "their own", lowered-minusanulized "strangers", jointly trampled down arrogant "trolls" and fled before the next article, each with his own opinion. It turns out that impudent "trolls" are a blessing, the only force that can rally our ranks, comrades are virtual privates, sergeants, officers and generals?

One of the goals of this article is to attempt to come to a common opinion regarding what the modern Russian government is, where it is rowing and whose interests it serves. In this regard, I will quote our odnosaytovtsa Sergey (nickname - Sams), who in the commentary to the article "The main task for 2012 year: Put together the power" wrote:

“... Among the Slavs, the principle of justice was always the most important, and unless we build an equal, humane and moral society, there will be little sense from this undertaking. The state cannot exist and develop for the sake of the state. A state is created and exists for the realization of one's interests: the interests of the people, the interests of the ruling elites, or the interests of other states. ”

So for whose interests Putin drives, what path leads the galera of the Russian authorities? Since the Commander himself does not indulge the people with a coherent program of their actions, it makes sense to consider all theoretically possible options. They are three: 1) for the sake of external, alien forces of Russia; 2) for the sake of the interests of the domestic elite, the “oligarchy-pahanata” in the terminology of Leonid Ivashov; 3) for the sake of the interests of the Russian people, ordinary citizens who are not burdened with round bank accounts.

Those sprouts of positive changes, which nevertheless hid behind us after 11 years (strengthening of defense, development of integration processes), undoubtedly, strengthen the state structure of Russia as opposed to external hostile forces. Objectively, everyone is interested in this gain - both the people and the ruling elite, however, each in his own way. I am skeptical about the statements of some hotheads that the current government and the modern Russian elite are agents of the interests of the West or any other external forces - they are not friends with the head to cut the branch on which they sit, give natural uncle to someone else and human resources that they themselves can perfectly exploit? Therefore, the first option - the power is a conductor of the interests of the West, attributed to the field of non-scientific fiction. An indirect confirmation of this is the discontent and annoyance with which the West reacted to Putin’s decision to go to the presidential election-2012. Under Putin, the world behind the scenes has nothing to catch.

Then who has something to catch under Putin - the people or the elite? I believe both variants of the answer will find their supporters ready to resolutely defend their point of view. My proposal boils down to rejecting the “either-or” uncompromising approach in assessing the actions of the Commander. In politics, as is known, there are no pure black or white tones, there is increasingly a palette of various shades and nuances. As a pragmatic and moderately cynical politician, Putin is forced to act in the field of multidirectional forces and vectors, taking into account the interests of diametrically opposed strata of society, keeping this society in a state of dynamic equilibrium.

The key question is, in what proportion are the preferences of the Commander, 11 years, maneuvering along the secret fairway between the two banks - the interests of the elite and the interests of the people? I propose right here and now, in the comments to this article, to every interested reader to express their opinion on Putin’s preferences, distributing the initial 100% of preferences, in a certain proportion, between the two alternatives indicated above. I propose to do this in chronological order, every 2 of the year, starting with 2000 of the year - the moment when Boris Yeltsin, guided by certain considerations, declared Vladimir Putin his successor as president of Russia.     Taxes from oil exports go to the stabilization fund. That is, the state has the money. Then the country owes you, it cannot return the money, which means you twist your arms, you place military bases on its territory, you control its foreign policy, you control its national bodies. There is a loss of independence. That is why the IMF wants to lend to someone all the time. If you take the accounts of this institution, you will see that everyone is working very poorly there, they are being given bad debts all the time.
