Russia has the right to conduct such exercises. Unfortunately, the OSCE agreement on notification of military exercises has gaps that allow it. This creates the potential for misunderstandings, erroneous calculations. And there is an opinion that it is necessary to eliminate these gaps in the legislation.
Who has this opinion? Whose legislation needs to “close the gaps”? In OSCE legislation? And where does NATO? If Russian military exercises on Russian territory create “misunderstandings” and “erroneous calculations” for NATO, then these are NATO problems. And if NATO is not satisfied with something in this situation, then let them change their own legislation so that there are no misunderstandings - for example, let them prohibit conducting exercises on their (and whatever) countries belonging to the military bloc or at least begin to be more serious about notifications about their actions, for example, at the Russian borders.
