August 22 in Russia celebrates the Day of the State Flag of the Russian Federation, established on the basis of the decree of the President of the Russian Federation dated 20 August 1994 of the Year “On the Day of the State Flag of the Russian Federation”.

On this day in 1991, the Supreme Council of the RSFSR adopted a resolution "On the Official Recognition and Use of the National Flag of the RSFSR", which it decided to consider as a special law the new state symbols of the Russian Federation historical the flag of Russia - a flag of equal horizontal white, azure, scarlet stripes - the official national flag of the Russian Federation.

The Russian tricolor has more than 300-year history. The national flag in Russia appeared at the turn of the XVII-XVIII centuries, in the era of the emergence of Russia as a powerful state. For the first time, a white-blue-red flag with a double-headed eagle sewn on it was hoisted on the first Russian warship Eagle, during the reign of the father of Peter I Alexei Mikhailovich, but researchers have no consensus on how these colors were combined.

Peter I was recognized as the legitimate "father" of the tricolor. In 1705, he issued a decree according to which a white-blue-red flag should be raised on all sorts of trade vessels, he marked the sample and determined the order of horizontal stripes.

Born along with the first Russian warships, the Russian flag until XNUMXth century remained an affiliation mainly naval culture. The start of the use of the Russian white-blue-red flag on land is associated with the geographical discoveries of Russian sailors.

Until the XIX century, Russian sailors hoisted a memorial cross on the bank of the annexed land. But in 1806, a new tradition appeared. The Russian expedition examined the coast of South Sakhalin and raised two flags on the coast. The St. Andrew’s flag marked the merits of the navy, the state white-blue-red flag was a new possession of Russia.

After Peter I, golden (orange) and black colors began to spread in the Russian army, which gradually began to acquire the role of the state.

By decree of Emperor Alexander II of June 23 (June 11 old style) 1858 of the year was introduced black-yellow-white flag as the official (state) flag of the Russian Empire. The black-yellow-white flag existed until the 1883 year. 10 May (28 April old style) 1883, Alexander III, with the “Flag Order to Decorate Buildings for Special Occasions”, ordered to use the white-blue-red flag as the national flag of the Russian Empire instead of the black-yellow-white.

Officially, the white-blue-red flag was approved as the national flag of Russia only on the eve of the coronation of Nicholas II in 1896.

Three colors of the flag, which became national, received official interpretation. Red color meant "statehood", blue - the color of the Mother of God, under the cover of which Russia is located, white - the color of freedom and independence. These colors also signified the commonwealth of White, Little and Great Russia.

In Soviet Russia for more than 70 years, the red flag was the national flag.

The extraordinary session of the Supreme Soviet of the RSFSR 22 of August 1991 decided to consider the official symbol of Russia is the tricolor. The Decree of the President of the Russian Federation on 11 December 1993 of the year approved the Regulations on the national flag of the Russian Federation.

25 December 2000 of the year Russian President Vladimir Putin signed the federal constitutional law "On the State Flag of the Russian Federation". The national flag of the Russian Federation is raised permanently on the buildings of the presidential administration, the Federation Council, the State Duma, the Russian government, the Constitutional and Supreme Courts, the General Prosecutor's Office, the Investigative Committee, the Central Bank, the Accounts Chamber, the ombudsman’s office in the Russian Federation, the Central Election Commission.

The national flag is raised permanently (alone or with the appropriate flags) on the buildings of federal executive bodies, on the residences of presidential plenipotentiaries in federal districts, as well as on the buildings of state bodies of the constituent entities of the Russian Federation and local governments.

A duplicate of the standard (flag) of the president of the Russian Federation rises above the residence of the president of the Russian Federation in the capital of Russia - the city of Moscow.

The national flag is raised on the buildings of diplomatic missions, consular offices, residences of heads of diplomatic missions and consular offices when it is connected with the performance of official duties by these persons, as well as on buildings of other official representative offices of the Russian Federation outside Russia. In addition, on vessels registered in one of the registers of courts of the Russian Federation, in accordance with the statute of service for them.

A vessel sailing under a state or national flag of a foreign state must, in addition to its flag, also raise and carry the State Flag of Russia in accordance with international maritime customs when sailing in the internal waters of the Russian Federation or while stationary in the port of Russia.

The national flag rises daily in the places of permanent deployment of military units and separate units of the Armed Forces of the Russian Federation, other troops and military formations.

In all cases stipulated by the general military regulations of the Armed Forces of Russia for the removal of the Battle Banner of a military unit, the State Flag of the Russian Federation is attached to the pole.

The national flag is hung on the buildings of local governments, public associations, enterprises, institutions and organizations regardless of their form of ownership, as well as on residential buildings on public holidays of the Russian Federation.
