If we talk about stories special services and information, it is considered that it takes its beginning at the end of 20-x - the beginning of 30-s of the last century. At this time, the so-called HF communication began to form, which was engaged in setting up a system for transmitting information between various organs of the OGPU under the Council of People's Commissars of the USSR Over time, civilian structures also began to use special communication lines - most often it was the highest ranks of the authorities.
In wartime, a special connection was also used to exchange information between the Headquarters and the command of armies and fronts. The selection of the contingent for work on the objects of special communication was carried out most carefully, because the representatives of this contingent ended up dealing almost daily with top-secret information emanating from top management, and therefore were in a special account with the state security agencies. In the personal file of a person who claimed to work in the HF communication structures, there should not have been anything that would give at least some shadow and could be an object for raising doubts about the reliability of such a specialist.
In 1943, the newly created Department of Government Communications Forces of the USSR was headed by Pavel Uglovsky. The biography of Pavel Uglovsky, while reading it, is of considerable interest.

Each bird prepared for the purpose of special communications and carrying special equipment was, as they say, worth its weight in gold. Such pigeons received a special diet. The average time of their service in the ranks of the special structures was 12-15 years. In wartime, it was sometimes reduced to several months.
Pavel Uglovsky, having a very diverse track record behind him, in January 1943 got the job of providing telephone special communications between the General Headquarters, the command of fronts and armies. He personally led the formation of the first divisions of government communications. In fact, the first stage, when these units were involved, was the Battle of Kursk.
In 1966, the university was opened, in which they began to prepare special communication specialists. We are talking about the formation of the Military-Technical School of the KGB of the USSR. It was opened in the town of Bagrationovsk in the Kaliningrad region on the basis of the military camp of the 95 border guard detachment and the 1 corps of the Higher Frontier Command School. After 6 years after its discovery, the VTU of the KGB of the USSR was transferred to Oryol and renamed (converted) into the Oryol Higher Military Command School of Communications (OVVKUS), in which officers who already had a higher military education received training. At the same time, the training of officers in Bagrationovsk in specialties related to government communications was conducted up to the 1975 year.
The collapse of the USSR could not help but reflect on a military college. December 24 1991 was established in the country by FAPSI under the President of the Russian Federation, and in August 1992 was decided at the highest level to reorganize OVVKUS. The new educational institution was named the Military Institute of Government Communications. In November 2004, the university received the name, which wears today - the Academy of the Federal Guard Service of the Russian Federation.
At present, representatives of the special communication and information service of the Federal Security Service of the Russian Federation have a wide range of tasks: from organizing a reliable communication system at the highest level to ensuring uninterrupted operation of the software and hardware components of this kind of activity. The same service is engaged in counteracting technical intelligence, creating conditions for the protection of information of national importance.
