Leonid Ivashov intends to continue to fight
The CEC’s refusal to register Colonel General Leonid Ivashov as a presidential candidate was perceived by him as a “spit in the face” for those who supported him.
I passed the first stage of screening out potential candidates for the presidency of Russia: the Central Election Commission registered candidates nominated by initiative groups of voters, and thus formed a preliminary “short list” of candidates for the first post. Alas, this list did not include Colonel General Leonid G. Ivashov, previously nominated by the patriotic community.
Glasno voiced reason - technical. Like, representatives of the general were not honored to notify the representatives of the CEC of the Russian Federation or the territorial election commission on time of the meeting held by the initiative group. "Ivashovtsy" in perplexity: not only notified, as it should, but the representatives of the Central Election Commission themselves were present at the meeting. The letter of the law was not trampled on an iota, however, as it turned out, simple legal rigor was not enough here. Something miraculous happened in the space-time dimension inside the building of the Central Election Commission, where the ball reigns, as we were told at the highest level, a magician, magician and magician, almost copied from the Harry Potter book. Anyway, Leonid Ivashov, who came to the meeting, was put before the fact about the focus held: the commission was informed about the meeting at the wrong time; therefore, the procedure is violated; therefore, registration is denied.
Only Leonid Ivashov, as a simple Soviet general, was not accustomed to such attractions. The military are not magicians and think in categories of conscience, duty and honor. And their “stylistic differences” with the position of the Central Election Commission and the policy of the authorities who failed the candidate stated in his address published on the website “President-for-the people” of the Russian Federation:
“December 10 2011 was attended by representatives of the Central Election Commission (CEC) at the meeting of the initiative group at my nomination as presidential candidate, who publicly confirmed that all the necessary procedures of the CEC were observed, recognized the last vote as legitimate and legitimate. Representatives of the CEC signed all the necessary legally relevant documents, ”he reminded his voters, and, perhaps, first of all, the CEC himself Leonid Ivashov. In light of this, the refusal to register him as a presidential candidate, the colonel-general, regarded as primarily a cynical "spit in the face" for those who supported him.
The calculation of power, Ivashov notes, is simple: the court will be on his side, since the presence of representatives of the Central Election Commission at the meeting of the initiative group is obvious, as is the case with all the procedures prescribed by law. However, it will be possible to start collecting signatures only after the court decision, and it will be ready for 1-2 the day before the end of the collection stage of 2 million signatures. In such a short time, it is not physically possible to collect such a number of them, which means that the second refusal will already be legally undeniable.
In conclusion, the general said that the struggle was not over. Rather, it is - even more likely its beginning. “I cannot deceive the trust of my voters and therefore I start a campaign of uniting and consolidating statesmen on the basis of a practical program of bringing the country out of a political crisis. We will not allow a catastrophe and the destruction of the Russian state. "
During his speech to the initiative group, Colonel-General Leonid Ivashov called his participation in the presidential race "the last battle." The general is not accustomed to fighting, whether real battles or strategic, intellectual battles. But this fight with impenetrable cynicism of a shaky and uncontrollable state machine - it is really “the hardest”.
In a conversation with a KM.RU columnist, a close associate of Colonel General - First Vice President of the Academy of Geopolitical Problems, First Rank Captain, Doctor of Military Sciences Konstantin Sivkov told about his vision of the reasons for the removal of Leonid Ivashov from presidential election Leonid Ivashov.
- The main reason for the refusal to register Ivashov is the danger of his real competition with Putin and the other nominees from the right flank. That's all, this is the only reason.
Ivashov himself would be a weak competitor for Putin in the sense that organizing the necessary scale of fraud, the necessary controllability of the controllable electorate in order to ensure the election of Putin would be sufficiently simple. We saw this in the example of the same “United Russia” during the elections to the State Duma. That is, to ensure the victory of the right candidate through the use of administrative resources is not a problem.
But the removal of Leonid Ivashov from the distance was, obviously, necessary for relieving to a great extent the tensions of the West with respect to Putin. Stay Ivashov candidate - the West would have to choose between Putin and Ivashov, realizing that all other competitors like Prokhorov and all the rest are still impassable. And from the point of view of the West, Putin is better than Ivashov, who personally blew off the “lightning war” to the Americans after the landing in Pristina. For the non-admission of Ivashov, they were ready to close their eyes to all sorts of falsifications.
I listened to Putin’s speech in the straight line, Medvedev’s speech ... I’m deeply impressed by the intellectual failure of these people. Here, presidential candidate Putin is standing in front of us and responding to a reply from one of the servicemen that Serdyukov is unpopular in the army and it would be good to remove him. Instead of calmly answering that, they say, “yes, of course, we will figure it out: if the Minister of Defense is so unpopular among the military and has made so many mistakes in his work, then, of course, he will be removed from his post, and in his place a more qualified specialist will be put in, ”Putin begins to say that“ you cannot arrange a personnel leapfrog, ”and on and on.
And this is after 200 000 officers were fired! That is, extremely unpopular figures, such as Kudrin, Serdyukov, are among Putin's friends - in order to appease right-wing radicals, despite the fact that the majority of the population are not. The power is in the deepest crisis, from which it is not able to emerge today, either psychologically or, most importantly, intellectually.
But we achieved a very important result: in fact, Ivashov was declared the only uncontested leader of the united non-systemic patriotic (important clarification!) Opposition. Everyone subscribed for Ivashov - from monarchists to communists, from atheists to Orthodox and Muslims. And now, of course, certain protests will follow from us. A lawsuit is being prepared for the actions of the CEC, there is talk about the need to appeal to the Constitutional Court. It is also assumed that some mass actions will be held (more specifically, I cannot say anything here, I do not have the information). An unambiguous decision on how we will act is not yet made; we are not going to engage in “swinging the boat” and pour water on the mill of those who are seeking to destroy Russia, but they are simply obliged to express our protest against such lawlessness.
It is important to once again fix a very important point: all the documents that were prepared for submission to the CEC were endorsed by the relevant persons in accordance with the law. In addition, the representatives of the Central Election Commission were present on December 10 at the meeting, which was put forward by Ivashov. Each signature was notarized. A total of about 600 signatures were collected, which is more than enough for registration as a presidential candidate in the Russian Federation (at least the 500 members of the initiative group must be signed by the CEC. - Note KM.RU). The representatives of the CEC who were present at the meeting assured us that all the procedures were carried out absolutely correctly, and we submitted the application, being absolutely sure that there would be no problems with it. Nevertheless, it seems that the command from above came in, and the CEC easily changed its opinion to the diametrically opposite. It is impossible to disregard this, and we will react strictly, in accordance with the law. We are not going to break it: it is a taboo.
Legal comment
on the issue of refusing the CEC of the Russian Federation to register a group of voters established to support the self-nomination of Leonid Grigorievich Ivashov as a candidate for the post of President of the Russian Federation.
18 December 2011 of the CEC refused to register a group of voters created to support Leonid Ivashov’s self-nomination as a candidate for the position of President of the Russian Federation on the grounds that the requirements of paragraph 2 of Article 34 of the Federal Law “On the Election of the President of the Russian Federation” were not met - 5 was not observed -day notice period of the election commission about the place and time of the meeting of the group of voters.
In accordance with paragraph 2 of article 34 of this Law (article 34 “Self-nomination of a candidate”):
“2. To support the candidate’s self-nomination, it is necessary to create a group of voters in the number of at least 500 citizens of the Russian Federation who have an active electoral right. A voter may enter only one group of voters created to support a candidate’s self-nomination (hereinafter referred to as a group of voters). No later than five days before the date of the said meeting, the Central Election Commission of the Russian Federation or the election commission of a constituent entity of the Russian Federation in whose territory the planned meeting is planned to be held shall be notified of the place and time of the meeting of a group of voters. A representative of the election commission of the subject of the Russian Federation in whose territory the meeting is held, as well as a representative of the Central Election Commission of the Russian Federation, is entitled to attend the meeting of a group of voters. ”
That is, paragraph 2 contains not one, but several requirements and it is necessary to consider them as a whole:
1) A group of voters must be created.
2) The place and time of the meeting of the group of voters must be notified to the CEC, 5 days before the day of the meeting.
3) A representative of the CEC or regional election commission is entitled to attend a meeting of a group of voters.
Consequently, the CEC’s notification is necessary for it to exercise its rights, including the powers to monitor compliance with the law in organizing and preparing the elections for the President of the Russian Federation, in this case by the presence of CEC representatives at a meeting of a group of voters in support of the election of L.G. Ivashov candidate for the post of President of the Russian Federation.
Representatives of the CEC were repeatedly notified of the place and time of the said meeting, both in writing and orally, as well as by telephone and Internet: December 05, December 06, December 08 and December 09 (paragraph 2 of the Article 34 of the Law allows the CEC to notify form). In order to issue permits and assist representatives of the CEC at the meeting, a name list of representatives sent to attend the meeting of the 10 group of voters on December 2011 was received in advance, the conditions for their meeting by the meeting organizers and other working moments were agreed.
10 December 2011 of the year CEC member Voronova T.G. and the staff of the CEC (in total, 5 people) attended the meeting, observing the registration and voting of members of a group of voters in support of the self-nomination of LG Ivashov on all issues on the agenda, informing the organizers of their comments, including confirming the legitimacy of the meeting of voters. Thus, the CEC fully exercised its rights and powers. The rights of the CEC and other persons are not violated, but, on the contrary, are fully respected.
In the aggregate, the requirements of paragraph 2 of Article 34 of the Law are fulfilled (a group of voters was created, the CEC was notified of the place and time of the meeting and sent its representatives).
Under such circumstances, the CEC resolution on the refusal to register a group of voters LG G. From a legal point of view, Ivashova is unfounded and illegal, violates electoral rights and the legitimate interests of citizens of the Russian Federation.

The regime, which for decades has been grossly violating all spiritual and moral laws and traditional cultural values of Russia, has finally embarked on the path of lawlessness and the destruction of the existing political system. The falsification of elections to the State Duma of December 4 and violations of the CEC during the nomination of presidential candidates in the eyes of the people today make all the basic institutions of state power and social management illegitimate.

The CEC refused to register me under false pretenses, cynically spitting in the face of people from all regions of the country who actively supported me. The idea of the current Kremlin leadership is obvious: we are able to win the trial with the Central Election Commission and get candidate status, but no earlier than a day or two before the end of the deadline for collecting signatures. This latest manifestation of lawlessness guarantees the Kremlin the removal of all objectionable candidates from the presidential campaign. At the same time, by allowing frank political outsiders and contractual candidates to the election race, you are thereby destroying the remnants of the legitimacy of the future government.
Moreover, you are depriving Russia of the future, with equal probability condemning it to revolt, or the realization of scenarios of color revolutions, after which the collapse of the state and the extinction of the once great Russian civilization are inevitable.
