USSR Treaties with the United States on SALT and PRO
But there was no equality. The United States lagged behind the USSR, and lagged significantly. This lag was also facilitated by the war in Vietnam, which demanded a huge amount of money and human victims from the USA. And the Strategic Missile Forces of the USSR, founded in December 1959 of the year, developed rapidly and by the year 1972 represented a force superior to that of the United States.
In fact, these troops existed here before 1959, but under a different name. In my opinion, it is likely that in 1972, with the help of the missile forces, the strategic aviationunderwater and surface fleet The USSR could destroy the United States without receiving a retaliatory strike, since the United States lacked missile defense (ABM). The Americans had no idea how to make a missile capable of shooting down our strategic missile.
In 1972, we already had a deployed missile defense system. US submarines would be destroyed simultaneously with a nuclear strike, as each submarine, surface ship, nuclear installation on land in America and military bases in other countries was under the gun of the Soviet armed forces. Every American submarine was not lost sight of, no matter what the circumstances.
Only individual planes could break into the territory of the USSR and that, they most likely would have been shot down over the territory of the countries of Eastern Europe and before approaching the territory of the USSR from other directions. This is only later, thanks to the signing of the SALT treaty, the Americans will bring the number of their missiles and nuclear warheads to the amount at which full protection of the territory of the USSR cannot be guaranteed.
The fact is that when thousands of missiles fly to the country, then in the presence of any, the most advanced missile defense system, there is no guarantee that all missiles will be shot down. And we did not need to sign the SALT treaties and destroy the wonderful rockets into which the work and the genius of the Russian, Soviet person were invested. By signing the SALT-1 agreement, Leonid Brezhnev made it possible for the United States to almost catch up with the USSR in the number of strategic weapons.
An even bigger mistake on the part of the USSR was the signing at the same time, in 1972, of a treaty limiting the parties in the deployment of an anti-missile defense. At that time there were no objective reasons whatsoever that would push the USSR to sign it. On the part of the USSR, the signing of the ABM Treaty is pure madness. The fact is that at the time of the signing of the treaty, as mentioned above, the USSR had an excellent missile defense system and continued to build it around industrial centers, large cities, especially important facilities.
The United States did not have effective missile defense at all, and the level of science did not allow them to create such a defense. This is recognized even by the most pro-Western liberal circles. For example, they write that the United States refused to install a missile defense system in Montana. Why refused? Obviously, there was nothing to install. Therefore, they refused. M. Kalashnikov writes: “The Americans shot down the first ballistic intercontinental missile with another missile in the 1984 year. And we did the same thing twenty-three years earlier - in 1961. ” This fact is also indicated by Academician E. A. Fedosov. And someone talks about our backwardness.
When the Americans, with Mikhail Gorbachev's coming to power, got access to our design and technological documentation for missile defense systems, twenty years later they were able to launch a mass production of missile defense systems and immediately announced to the present-day Russian Federation about unilateral withdrawal from the missile defense treaty. This is how dear to us was Brezhnev’s faith in peaceful coexistence and friendship with the West. And this is not just a mistake of Brezhnev. These are the first signs of the emerging new thinking of our government.
It may have subconsciously already taken the first steps towards agreeing to submit to the will of the United States and live under the leadership of the United States of America. It did not understand that the Russian people would not be able to live in these conditions, the West would not allow it to live. The West will do everything to make the Russian people disappear from the face of the earth. The Gorbachev perestroika and subsequent events showed that under the patronage of the United States, the Russian people are beginning to die out.
By limiting the number of missiles in strategic forces with the SALT-1 agreement, L. I. Brezhnev did not reduce, but increased the USSR’s expenditures on the production of this type. weapons. First, after signing the treaty, America could quietly make rockets and catch up with us without fear that we would go far ahead. Secondly, in order to keep up with the United States in terms of the number of warheads, we were forced to remove from combat duty and destroy our missiles, replacing them with new missiles with separable warheads, since the treaty limited the number of missiles, not the number of warheads. In the absence of a treaty, we did not need to either destroy the old missiles, or produce new missiles in a hurry.
We, preserving ordinary rockets, would have been slow to install new-designed rockets - with divided warheads, and America would tremble at the mere thought that a swarm of our huge intercontinental ballistic missiles with enormous charge power is in capsules, is in the mines and drives by railways , both under the ground and on the surface of the earth.
We, the great continental power created great intercontinental missiles, and it was unwise to destroy them at the behest of the United States. But the treaty forced us to do this, despite the fact that the resource of rockets allowed them to keep on alert for dozens of years.
According to liberal sources, by the end of the 1980s, when Gorbachev opened all our nuclear storage rooms to the West, the number of nuclear warheads in the USSR was 6600. The destruction of the United States was guaranteed and the USSR had no reason to surrender to the “winner”.
In the 1971-1975 years, the trade turnover between the USSR and the USA increased sharply. Some of the officials negotiating with Western firms were turned into agents of Western influence. Our highest ranking officials were demoted by the money given by Western firms, as well as blackmail, threats and other methods of recruitment of representatives from other countries were used for hundreds of years by the Western special services.
And again, I recall the actions of N. S. Khrushchev, who removed the control of state security organs over officials concluding contracts with large western countries. JV Stalin made thousands of correct state decisions, which N. S. Khrushchev later canceled and thereby caused irreparable damage to the state. By the way, Western officials are under the control of their special services at the present time.
Unilateral concessions from the USSR were viewed in the West not as our free will, but as our weakness. The Soviet Union sought to humiliate the ban on the export of certain types of products. They knew that, if necessary, we would get the products we needed through orders from other countries, but we adopted discriminatory laws in order to humiliate us.
In general, trade was associated with certain conditions. For example, the so-called Jackson-Vanik amendment linked the financial and economic side of our relations with the United States with the lifting of restrictions on the emigration of Soviet citizens, above all Jewish nationality. And the point is not that practically they were not restricted from leaving the USSR. The main thing is that this amendment said that there were restrictions in the USSR on the departure of Jews.
18 July 1979 of the year L. I. Brezhnev during a meeting with President D. Carter in Vienna also signed the SALT-2 agreement, which the United States did not need at that time, and therefore was not ratified by the US Congress, that is, it did not enter into force.
At this time, in 1979, our great scientists, designers, engineers and technical workers and workers created a powerful and reliable strategic missile or, more correctly, a third-generation strategic missile system Р-36М УТТХ. In the west, the complex received the designation SS-18 Satan ("Satan"). It provides for the defeat of one missile to 10 targets under anti-missile defense conditions. It affects both small-sized high-strength targets and especially large targets located on a site with an area of up to 300 thousand square kilometers, which indicates a high accuracy of hitting and the enormous power of warheads designed to defeat especially large targets.
RSD-20 giant rockets from 1975 were installed in the mines of the Soviet Union. There were no larger missiles in the world. Each of the 10 targets was hit by a 10 megaton warhead.
In the second half of the 1970s, the Soviet Union began deploying new medium-range missiles in Eastern European countries. More precisely, we did not deploy new missiles, but installed them instead of old ones, that is, old missiles were removed and replaced with new missiles.
The Americans went on a rampage. Not only is the territory of the United States virtually unprotected from the giant Soviet missiles installed in the mines, but here there are also new missiles in Europe that will reach and certainly hit any NATO base and keep all Western European countries at gunpoint.
Despite the fact that the USSR did not increase the total number of missiles in Eastern Europe, NATO decided in 1979 to deploy 5 American missiles in 572 countries of Western Europe. Of course, the replacement of our missiles was only the reason for the deployment of US missiles in Europe. In this situation, only Gorbachev could withdraw the troops of the Soviet Army from Eastern Europe, eliminate the Warsaw Pact, and significantly reduce the level of security of Soviet citizens.
Now, our border was guarded by powerful Pioneer RSD-10 mobile rockets located on a six-axle wheeled tractor platform. Since 1977, the release of these rockets on solid mixed fuel has steadily increased, and in 1987, 650 missiles were in arsenals and on alert. Looking ahead, I will say that in the 1991 year under the contract and these unique missiles were eliminated. Began complete disarmament of the Soviet Union.
Perhaps peacetime for the Soviet Army, which was not decided to attack more than one enemy, would have lasted a very long time. But US intervention in Iran’s 1979 revolution of the year led to the introduction of a limited Soviet contingent of troops in Afghanistan.
Russia's detractors all the time condemned the USSR, pointing to the supposedly huge expenses that it had due to participation in military conflicts and support of its influence in the countries of Eastern Europe, Latin America, Asia and Africa. And none of them will say that the United States spent money for these purposes several orders of magnitude more than the USSR.
Only the Vietnam War cost the United States 146 billion dollars, we have 1579 million dollars, that is, the United States spent more time in 90 more money than the USSR. So, in all the conflicts where we to some extent opposed America.
The amounts of assistance provided by the USA and the USSR to third world countries are also incommensurable. Our expenses were relatively small and, ultimately, were aimed at ensuring the security of our people.
Passivity and inactivity lead to large and senseless losses. And if the USSR with its mighty army sat and watched the United States crush the whole world under it, it would wait for an attack on our country not as a separate power, but of many countries armed with America and educated in the spirit of hatred of the Soviet Union.
With our inaction, dozens of countries would have fallen on the USSR and the victims of the Russian people would be measured in the millions. And it is absolutely clear and understandable to all who did not succumb to Western propaganda that the Soviet Union helped and even fought, above all, for the preservation of our Russian, Soviet civilization, for the future of our children and grandchildren. For the preservation of their lives. And it is rightly said: "Only he is worthy of life and freedom, who every day goes for them to fight." When we stopped fighting for our lives and freedom and surrendered to America, we immediately became divided and endangered. And dying twenty years. But even the beginning of a small struggle for the interests of their country immediately stopped the extinction of the nation.
Therefore, it can be argued that the SALT and ABM treaties with the United States, which were signed by L.I. Brezhnev in the 1970s, caused damage to the USSR. At the same time, it should be noted that the one who considers the active foreign policy pursued by L.I. Brezhnev to be deeply mistaken when we helped other countries in their struggle against the aggressive actions of Western countries. Those were active actions in the name of the security of our Motherland.
