The official website of President of Ukraine there was a message that Petro Poroshenko signed a decree №171 / 2016, regarding changes to the regulations of the National Security and Defense Council (NSDC). Among the changes is the appearance of several additional points, which the leadership and the NSDC secretariat (Poroshenko himself, as well as Turchinov) must implement.
These are points that concern the organization of the Supreme Command Headquarters of the Armed Forces of Ukraine and the Military Council of the National Security and Defense Council.

The decree also reports that, within the framework of the National Security and Defense Council, possible amendments are being made to the draft law on the state budget for items related to ensuring the national security of Ukraine. If the National Security and Defense Council seems that too little money is being spent on the defense of Ukraine from the state treasury, then the expenditure part, it must be assumed, will be quickly revised.
And if the concept “Headquarters of the Supreme Commander” appeared in Poroshenko’s decree (even if the Headquarters has not been created yet), then, probably, we should expect a replenishment of the decree in the form of creating paper fronts ...
