Ukraine changed the government. What to expect from the Groysman cabinet and what does Saakashvili have to do with it?
It should be noted that the Poroshenko-Yatsenyuk model was developed by American experts from the US State Department at the beginning of the “new era” of Ukrainian statehood and for a long time was considered by the USA as the main guarantee of the inevitable adherence of Ukraine to the pro-American course. Until recently, the United States strongly resisted the resignation of Arseniy Yatsenyuk from the post of prime minister, since it was with him that the pro-American course of the Kiev regime was personified. Moreover, the American politicians did not trust the oligarch Petro Poroshenko and the old functionaries of the state apparatus of Ukraine, suspected them of corruption and the lack of a clear focus on pro-American reforms. However, over time, even American politicians dealing with the problem of Ukraine realized all the futility of further preserving the government of Arseniy Yatsenyuk. For two years, Yatsenyuk was unable to solve any of the most important tasks facing the Ukrainian state. Therefore, in the end, the American leadership had no choice but to agree with the resignation of Arseniy Yatsenyuk. True, in response, the United States acquired guarantees that the new Ukrainian government would continue the course begun by Yatsenyuk toward "political and economic reforms." Poroshenko also had no options to refuse this proposal, since the Ukrainian authorities are now fully funded and supported by the United States.
By the way, about his involvement in the organization of the resignation of Arseniy Yatsenyuk, said the governor of the Odessa region, Mikhail Saakashvili. According to Saakashvili, until recently no one was going to send Arseniy Yatsenyuk to resign, so the decision to leave the cabinet headed by Yatsenyuk was the result of a process that Saakashvili himself and his supporters initiated. According to Saakashvili, he maintained constant contact with President Petro Poroshenko and, eventually, managed to convince him to send the government of Arseniy Yatsenyuk to resign. The most famous "Varyag" in the Ukrainian leadership, the former Georgian president is also considered one of the Ukrainian politicians who are closest to the US State Department. It is quite likely that Mikhail Saakashvili is really telling the truth - he could “lobby” Yatsenyuk’s resignation in the American leadership, after which the United States agreed with the departure of the head of the Cabinet of Ministers of Ukraine from his post. Recall that the conflict between Saakashvili and Yatsenyuk matured for a long time. Saakashvili accused Yatsenyuk of corruption, and the public scandal of Mikhail Saakashvili with Yatsenyuk’s Minister of Internal Affairs Arsen Avakov, in which both political “heavyweights” of modern Ukraine exchanged swear words, became widely known. Of course, after the probable resignation of Yatsenyuk, as Saakashvili suggested, there was a question about the future tenure of his main opponent Arsen Avakov as the Minister of Internal Affairs of Ukraine. However, he remained in his place.
Without becoming to wait for the decision of the Verkhovna Rada of Ukraine, Arseniy Yatsenyuk himself announced his resignation at a meeting of the country's parliament. “I ask you to accept my resignation, and in front of us are great things and great accomplishments. Thank you, ”said Arseniy Yatsenyuk, after which he left the hall. Together with him, almost all ministers of the government of Ukraine left, except those who would work in the new cabinet. Lead the new cabinet, eventually, it was proposed Volodymyr Groysman - Speaker of the Verkhovna Rada of Ukraine.
The thirty-eight-year-old Vladimir Borisovich Groysman is one of the youngest politicians in the "first echelon" of the Ukrainian government. Volodymyr Groysman received a law degree and, practically from his student days, became a deputy of the Vinnytsia city council.
Then Volodymyr Groysman was the mayor of Vinnitsa, and, according to some sources, he was a fairly good manager. At least, under the leadership of Groisman, Vinnitsa favorably differed from many other Ukrainian cities, in which complete devastation reigned. However, in the "effective management" of Groysman a large role was played by financial support from Petro Poroshenko, who owns the enterprise in Vinnitsa. Sharply up the career of Vladimir Groisman crawled after Euromaidan. So, February 27 2014, Vladimir Groysman, took the post of vice-premier of the Ukrainian government. 27 November 2014 Vladimir Groysman was elected chairman of the Verkhovna Rada of Ukraine. Thus, he actually became the third person of the Kiev regime after President Poroshenko and Prime Minister Arseniy Yatsenyuk. Groysman was repeatedly advised on the post of prime minister of the Ukrainian government, but he refused this offer just as many times. It is quite likely that Groisman’s refusal to occupy the post of prime minister was associated with the “bargaining” of certain powers, primarily in the direction of recruiting the cabinet of ministers with people associated with Groysman.
However, in the end, 13 on April 2016 it became known that Volodymyr Groysman agreed with the proposal of representatives of the presidential administration Petro Poroshenko to head the new government of Ukraine. At the same time, Volodymyr Groysman noted that the new government would be extremely intolerant of any corruption manifestations, apparently hinting at the corruption of the Yatsenyuk cabinet, about which the Western media often wrote. Groysman promised to bring the country out of the crisis in which it found itself during the administration of Ukraine by the previous cabinet. According to some analysts, Volodymyr Groysman is considered to be “the man of Petro Poroshenko”, in contrast to Arseniy Yatsenyuk, who was a more independent political figure, moreover, one of the real leaders of Euromaidan at the end of 2013.
The connection of Groysman with Poroshenko is due to the fact that Groisman has long been among the most important political figures in the Vinnitsa region. Vinnitsa and its environs are a kind of “patrimony” of Petro Poroshenko. Poroshenko’s factory is located here, Poroshenko’s Vinnytsia Oblast is still at the end of the 1990s. nominated to the Verkhovna Rada of Ukraine. However, recently Groisman has become an increasingly independent figure, one can say that with Petro Poroshenko they have already formed an alliance of more or less equal political figures. However, does Groisman have enough experience to lead the Ukrainian government? Many experts agree that Volodymyr Groysman, having agreed to take the post of head of the Ukrainian government in such a difficult time for the country, is playing a dangerous game. It is likely that Petro Poroshenko and his entourage pushed him to this decision, since they did not find a more suitable and allied presidential administration candidate for the post of head of the Ukrainian government.
It should be noted that, in contrast to Arseniy Yatsenyuk and, especially, Oleksandr Turchynov, Vladimir Groysman is much less associated with bloodshed in the Donbas, with radical statements regarding Russia. It can be said that he has no clear political views, he is a typical manager, a technocrat who is more inclined to be guided by economic expediency than by political ideas and slogans. Of course, in this case, Groisman appears as a more advantageous figure in the role of prime minister than the engaged Yatsenyuk. The greatest benefit is the appointment of Groisman for Petro Poroshenko - in this case, he has a reliable ally, who will pursue a pro-presidential policy.
In addition, it is possible that after the appointment of Groisman as the Prime Minister of Ukraine, the positions of regional clans, and not only Vinnitsa, but also the “Odessa”, will significantly increase. Recently, the “Odessa” clan means not so much the old Ukrainian politicians - people from Odessa, but the team of Mikhail Saakashvili. Mikhail Saakashvili himself has already burst into enthusiastic statements, in which he not only emphasizes his involvement in Yatsenyuk’s resignation, which we have written above, but also draws attention to the ability of his team to participate more actively in Ukrainian politics. Among the most worthy politicians in it, Saakashvili notes David Sakvarelidze, who until recently held the post of Deputy Prosecutor General of Ukraine, and then was dismissed - as Saakashvili emphasizes, at the insistence of the “corrupt”, which he carefully exposed and brought to “clean water” . Saakashvili believes that it is his “team of young reformers” that can replace the cabinet of ministers Arseniy Yatsenyuk.
Thus, if the Saakashvili people in large numbers really come to the Ukrainian government, then we can say that the external control of Ukraine by the United States will become even more active. Indeed, unlike Yatsenyuk’s government, the “Saakashvili team” is almost entirely made up of “Varyags”, first of all, immigrants from Georgia, who arrived along with the Georgian ex-president and occupied a number of important posts in the Ukrainian authorities, including and in power structures. By the way, the former Saakashvili team includes the former Russian politician and manager Maria Gaidar. The daughter of Egor Gaidar, in the recent past, occupied important administrative positions in the leadership of the Kirov region of the Russian Federation, but then changed her citizenship to Ukrainian and moved to Odessa, where she became one of the closest associates of Mikhail Saakashvili.
For Russia, by the same token, the resignation of the Arseniy Yatsenyuk government has twofold consequences. On the one hand, Arseniy Yatsenyuk, Arsen Avakov and many other leaders of the previous cabinet of ministers were among the organizers of Euromaidan and were at the origin of the armed conflict in the Donbas. They are responsible for the consequences of the “antiterrorist operation”, which was conducted by the Ukrainian armed forces, the national guard and the “volunteer battalions” of the right-wing radicals in the Donetsk and Lugansk regions. Therefore, the departure of Yatsenyuk, who is a long-time Russophobe and representative of the “war party”, cannot but be perceived as a positive event. It is also good that Oleksandr Turchynov did not take the post of head of the Ukrainian government instead of Yatsenyuk. This politician is even more known for his belligerent moods and statements, and even the Americans opposed his appointment. However, there is another point. If people from Mikhail Saakashvili’s team really come to the Groysman government, this also will not lead to good consequences. After all, Mikhail Saakashvili, no less than Yatsenyuk or Turchinov, is known as a pathological Russophobe and a longtime enemy of both Russia as a whole and the Russian president personally. On top of that, Saakashvili has a non-healing insult about the inglorious defeat in the August 2008 war of the year.
14 April 2016 The Verkhovna Rada of Ukraine voted for the resignation of the Cabinet of Ministers Arseniy Yatsenyuk and the election of the new Prime Minister of Ukraine Vladimir Groisman. 257 deputies voted for this, with the necessary 226 votes. As for the new speaker of the Verkhovna Rada of Ukraine, they were 45-year-old Andrei Paruby. Unlike Groisman, a native of Lviv Paruby came to Ukrainian politics from non-systemic nationalist circles. A professional historian and archaeologist, back in 1988, Mr. Parubiy founded the nationalist organization Spadschina. In 1991, he was one of the founders of the Social-National Party of Ukraine (SNPU), renamed 2004 into the All-Ukrainian Association “Freedom”. In November 2013 - January 2014 Parubiy headed Maidan Self Defense. In the evening of April 14 it became known that the Verkhovna Rada of Ukraine approved the new composition of the cabinet of ministers. It is noteworthy that all the power ministers, including Interior Minister Arsen Avakov and Defense Minister Stepan Poltorak, remained in their places in the new government.
