A short comment about the National Guard
Contrary to popular misconception, Putin is not a dictator, not an autocrat, and not even the leader of "patriotic siloviki". Putin is a fair arbiter, and his leadership and power is built on the ability to build a fair consensus among all segments of the Russian political and economic elite competing and hating each other. For them, the people are a resource that can and should be exchanged for the growth of GDP, KPI, and the production of conditional "Russian iPads", even if the workers themselves cannot buy them.
