In another military district, the head of the medical service explained to Izvestia: “Before the conscript took the oath, he is an ordinary civilian, and we simply, due to formalities, cannot send him to the military unit for treatment. These orders are supposed to be connected with the fact of the death of two soldiers from pneumonia at the end of September in Voronezh, in the 37 training car brigade (military unit 20115), another 700 military was hospitalized for examination and treatment, pneumonia was confirmed as diagnosed 117 of them. Colonel Alexander Tsybulnikov, the commander of the unit, was removed from his post and subsequently dismissed from the ranks of the Russian army.
