Former editor of Kommunista could not manage the buffet

In our society, there is a difficult process of understanding Gaidar's reforms, which are already a quarter of a century. What did they bring to the country? For the sake of whom and for what were carried out? How have the welfare of the people, the economic security of the country? Without answers to these questions can not do if you do not want to step on a rake. This was a conversation at the X International Security Forum, which was held at the Public Chamber of the Russian Federation.

Economic security is of particular importance in the face of acute opposition to external threats. So, the policy of protecting national interests must be supported by the economic power of the country.

Far from nigeria

Recall the situation of the end of 70-x - the beginning of 80-x, when we were dragged into the war in Afghanistan. At the same time, artificially collapsed oil prices, and the Soviet Union was faced with a sharp reduction in foreign exchange earnings, respectively, imports, without which we, unfortunately, could not do. And the American program of "Star Wars" was launched, the level of military spending turned out to be transcendent, which ultimately led to the collapse of the USSR, the change of the political system.

Today, there is a sense of deja vu, but the Soviet economy was much more stable than the Russian one. Therefore, our country is in dire need of a new economic security strategy. What we lack and what to do in order to move on? According to the coordinator of the working group of the Expert Council of the Duma Committee on Transport, Yuri Nagerniak, there are several fundamental elements that determine the structure of economic security.

First, the level of development of competitive countries. “Scientist Mikhail Lifshits, our compatriot living in Germany,” says Yuriy Nagernyak, “invested more than two million euros of his own money in researching Russian problems, worked in the institutes of the USSR Academy of Sciences, and for several years together with his colleagues created a coherent theory of the Europeanization of our economy. I proposed a detailed program with a volume of 400 pages of text and 600 tables. In it, 1400 has specific ways, ideas that should be borrowed in Germany and transferred to our soil in order to bring the Russian economy closer to the German one in terms of efficiency. ”

Lifshits took 10 subjects of the Russian Federation and compared them in terms of per capita production with Lower Saxony and Saxony. The first is the land of West Germany with the center in Hanover. The second is part of the former GDR with its center in Dresden. Having carried out a rigorous analysis of production volumes in German lands and relevant subjects of the Russian Federation, Lifshits came to the conclusion that the production per thousand people in Germany, Lower Saxony or Saxony in 5,1 – 14 is more times than in average Russian regions. That is, we lag behind in macroeconomic indicators. One of the reasons is low labor productivity, poor provision with automation and mechanization tools.

Secondly, the security of real production and the domestic market. This is the legal basis for the functioning of the entire economic system. And there is something to work on.

Thirdly, the level of well-being of the population and the system of income distribution between different strata. Here the situation is depressing. Even if you rely on official data, the gap between the average incomes of 10 percent of the richest Russians and 10 percent of the poorest 14 – 17 is multiple.

Moreover, the concentration of wealth and property in the Russian Federation is the maximum. Two percent of the country's population owns 80 percent of industrial assets, and 10 percent of the “highest” class 71 percent of national wealth. In the capitalist country itself, as we like to say, the USA is the last figure equal to 34 percent. In Europe, in the hands of 10, the percent of the wealthiest citizens is concentrated from 25 to 30 percent of the national wealth.

Its uneven distribution stands out Africa. But even in Nigeria, which occupies the top line on this indicator on the continent, it is 44 percent. Thus, only two countries - Russia and, as it is easy to guess, Ukraine - demonstrate a gulf in the incomes of the population.

Deadly Semi-science

“A year ago, we made a forecast and identified three possible options for the development of the economic situation in Russia,” recalls Vladimir Popov, Ph.D. “We came to the conclusion that GDP will fall gradually, at least five years.” Pessimistic forecast criticized. But scientists were right. Of the three options for the development of the economy, life chose the worst. Alas, our officials today do not know economics, hence all the troubles. This is evidenced not only by academician Sergei Glazyev.

Or plan, or trapAccording to the forecast of Japanese futurologists, in the twenty-first century, countries will be divided into four groups. The first will sell creative goods, new ideas, projects, inventions, know-how and will provide citizens with a high level of income. The second will continue to produce high-quality, but traditional technique, a classic set of products, such as electronics or cars. This will provide the population with an average level of income. The third group, which supplies the world with raw materials, will give people lower than average incomes. No energy prices will fix the situation. The fourth group - countries - suppliers of cheap labor - will have the lowest income level of the population. Where will Russia be?

The downturn in the economy is the result of a management crisis. He, in turn, is a consequence of the lack of demand for the achievements of science, which today is also in failure. And when it is not needed, stagnation begins in it, condemning a whole generation to stagnation.

Philosopher Ivan Ilyin, analyzing the causes of the February revolution, came to the conclusion: "Russia was ruined by semi-science." Today, the situation in the country is similar to the February rehearsal. “I hear some of our ministers, and sometimes it seems to me that in their minds, in their interpretations, in some analytical materials there is, perhaps, only half-science,” states Vladimir Popov.

The smaller the number of intelligent people in society, the more the intellectual and cultural layer becomes thinner, the more destructive tendencies and weaker economic security are expressed. Consciousness, as is known, not only reflects, but also creates the world. Deprived of such an opportunity, it comes to a state of chaos.

Another pattern: the lower the intelligence of the majority of the nation, the easier it is to manage.

Sometimes they say that we must again go to the mobilization economy. Vladimir Popov calls her intellectual and mobilization. He thinks: if we do not mobilize the mind of the nation, if we continue to destroy education, science, and to reform health care, we will not succeed. We will not stop the brain drain, for which there are deep reasons. It is necessary to work on projects not only on the use of intellectual property, but also on its formation.

In 90-ies, Popov read the phrase from the then Minister of Economy Yasin: “The brake of Russian reforms is the mentality”. But if so, where is the program of its correction, at least following the example of Japan? There was no answer and no. By the way, if you still do this correction, the results will appear only after two or three generations.

Our spirituality, of which we are so proud, today, according to measurements by sociologists, is no higher than in the same Germany, and economic traits - thrift, prudence, punctuality - less than 10 percent of German. There, in the first place order and only then everything else. This is where we need to “correct”. No wonder Ivan Ilyin bequeathed: "We all, from a ruler to a simple man in the street, must learn to recognize people of a quality-spiritual charge and put them forward in every way."

“We need an appropriate personnel policy,” Vladimir Popov concludes. - Speaking about how to conquer the US world leadership, Zbigniew Brzezinski recalls that in addition to the economic and informational wars, they also triumph in the cultural one. In the media, on television, he reveals, we omit all countries below the plinth due to low mass culture, planting a primitive level of consumption that provides only biological existence, further sex, violence and everything else. ”

Mutation ground

According to the doctor of technical sciences, professor Boris Drozdov, the problem of economic security is not only and not so much in monetary and financial self-sufficiency, as in the reliability of the system of the living arrangement of the state.

A market mechanism has now been established in our country. More precisely, the liberal market, which is characterized by the fact that money, natural resources and the results of intellectual activity become a commodity. The fact that in principle - the public domain.

How to evaluate this system? The market economy is neither natural nor universal. Rather, it is a social construct that emerged as a deep mutation in the specific culture of the West.

Such an assessment is also known: liberal economists are adherents of a totalitarian sect, whose doctrine is a collection of superstitions and prohibitions aimed at the extermination of millions of people. These fools are cherished in Russia, because we are a kind of testing ground for experiments of world order.

How to change things? The well-known Soviet designer Pobisk Kuznetsov proposed the concept of a physical economy based on the use of natural science methods for describing production and business processes in which the unit of exchange has a real physical essence. Such, for example, energy ruble. Moreover, this approach has already been applied to some extent.

One of the methods of non-market management is the system of so-called balances. In the Soviet Union, 400 balance types were compiled at the highest stage of economic development. And for example, in Japan, 12 was made of thousands of specified balances, now their number is increasing. Is it capitalism or socialism?

Balances are a normal, natural way to ensure state security. Without them, there can be no viable economy. Energy, transport, water balances - its foundation. Or the balance of labor resources, building capacity and needs, graduating specialists by categories and demand for them.

Physical economics is also manifested in the fact that social funds are created that distribute savings. It is known that in Norway there is a National Development Fund (Future Fund), which is replenished by selling oil, carried out by a single state-owned corporation. Through it, science, the poor, the intelligentsia, etc. are financed. This is also an example of balance, non-market methods of economic management.

In Germany’s rail transport, for every euro spent by a passenger, the state adds six to compensate for the costs. In Russia, if we talk about the most mass transportation by suburban electric trains, the budget pays for the ruble of a passenger only 20 more kopecks more. The level of social support in general is several times lower than in Germany. By the way, in the 70s, which are now an unattainable example, urban public transport, for example, in Paris was subsidized by the state four times more generous than in Moscow.

What is a buffet? Food supply on demand. I paid a fixed amount, and take as much as you like. Completely non-market formula. But it works - even in the housing and communal services. For example, in the payment item "Common utility costs" the costs of using the elevator are averaged. It does not occur to anyone to calculate how much a person enters the elevator, which floor he rises to, how he descends.

There are situations when there is a sharp shortage of vital resources in the state. In such cases, non-market methods are also used. In 90-s, Russia was in an emergency situation and the only ministry that worked normally and really saved the country was the Emergencies Ministry. But the same fire protection in principle can not operate in a purely market relations.

There are areas of activity that are called life support systems: energy, transport, utilities. Other mechanisms operate there. For example, the efficiency of passenger traffic is determined not by the amount of money earned, but by how much a person’s transport fatigue, when he comes to work, and how it affects his performance.

All this suggests that Russia, having abandoned the planned economy in 90-s, fell into the trap of scholastic market mechanisms that do not take into account the particularities of the country and has been a hostage for a quarter of a century. For what?

The objective laws of the development of the country require the abandonment of the mossy market mechanism and the enslaving dogmas that were once imposed on us by the former editor of the Kommunist magazine Yegor Gaidar at the suggestion of American advisers.

What is characteristic is all from one kagal.
        Prince N.D.Zhevakhov. Memories. Tom 2. March 1917 - January 1920:
"The Russian people were exterminated in three ways:
        1) by killing,
        Xnumx) hunger and
        3) moral torture.
There was a deliberate intention and no justification or explanation will refute such a statement. ... the deaths of tens of millions of the Christian population are deliberately admitted for national reasons by the new rulers of Russia and in order to consolidate their power.
All three methods of extermination of the Russian people led, of course, to one goal - to death, but the most terrible of them was the third method - moral torture, from which people either went crazy or committed suicide. "

Now Russia is one of the first suicides.
And on teenage suicides 1 PLACE! Naturally, teenagers are not Jews, not Tatars, not Chechens, not Dagestanis, not Bashkirs. Does this remind you of anything?

        - only an orientation towards the growth of consumption of the West ("welfare", productivity) - will definitely lead to a trap. It cannot, in principle, be infinite, especially if others are passionate about the same. Now the suggestion is in effect that the car must be changed every three years, computers become obsolete in six months, and at the same time refrigerators last 20 years or more, houses are built at the rate of 50 years before overhaul.
What is the article about? That you need to do more and more to get into the "company of leaders".
There is no doubt that these are obsolete landmarks leading from crisis to crisis and to the abyss at the end?
I thought that someone saw something new in a different way. recourse

Zbigniew Brzezinski recalls that ..... they win also in the cultural. In the media, on television, he confesses, we lower all countries below the baseboard due to base mass culture, planting a primitive level of consumption, .......

        - oh, what kind of "cultural and intellectual" people they have? lol They splattered themselves, trying to throw de..mo at the fan. Even the highest state elite (Bush, Obama, Oland, ....., and Bzhenzinsky - seek the depths of stupidity and meanness, and not the heights of reason attract them.

Egor left and the club stayed, even a whole forum. Previously, there was an article on extremism. Take the beginning. Where did the opposition come from - dissatisfaction with the authorities, problems arose, let us say economic ones. If the government really cares about the state, then you take and give a solution to the economic problem of the opposition and the opposition disappears, so there isn’t apparently such a pie there that it’s better to choke on it and eat it all, followed by terror and what’s good, better, more meaner, so that without extra snot he would put to the wall, and in the ditch. At the initial stage of the transition from Soviet power to a market economy, we allowed ourselves direct competitors in power. They sat and ruled the country, wrote economic laws, said what we should eat, drink, what to read, and what kind of music to listen to.
And now whole analysts are writing reports to us and wondering WHAT'S NOT WRONG? It turns out that our performance is not the same, but could have been different under such a power?

It is interesting how the average oligarch (say O. I want to disappoint you. earning in the sense that you invest in it is impossible. If everyone starts to "earn" then there will be a natural economy - natural exchange. Therefore, earning always conceals the exploitation of the "neighbor" under capitalism. Or a more equitable "social" production in terms of the distribution of final labor under socialism, or any other social state. In ancient times, there was already communal agriculture, since one earner is zero, an element that does not exist in society. You can go to the forest and make money there, it will give you a ride if you have enough physical strength.

Having passed through the Hell of the Infectious Department 321 of the OVG (about which a small story has been written in memory of those who went through this and did not break), having listened to those who were unlucky enough to serve in the "line construction battalions" (perhaps the most "boundless" parts of the USSR times), I realized one thing:
-Russian too "harnessing" and alas, very, very "unfriendly" (let's call it that)
However, many who served at that time remember what "fellowship" in the Soviet Army is.

In general, I myself am like that, I survived in the Army (I write about this, about my urgent service honestly and without unnecessary sketches), I have survived for 30 years only due to the fact that, in general, a very good specialist, and even to the same The army was able to do a lot (they called up at the age of 21, having removed their "armor"), and now even more so ...

We tolerate and tolerate, grumble, each in his own "mink"
But if the cup of patience overflows ...
          -Frightened Russian riot!
And at the present time (by some miracle, it will happen), unlike what the classic said, it is by no means meaningless, but definitely ruthless!
30 years of "perestroika" is too, too many!

How much they told us at school about the Revolution!
How many films were watched and books read!
But only now I really began to understand those who sang with enthusiasm:
-We will renounce the old World, shake off its ashes from our feet, we do not need the Golden Idol, the Tsar's Hall is hated to us!

However, my generation lived an active part of life.
Whether there will be changes or not, we will endure as we do for another 20 or 30 years, hoping for the best, about which the sweet-voiced professional "hangmen" are excitedly broadcasting:
          -Solve the Young.

Well, there will appear the Leader of the Nation, with an understandable and Close Idea, who does not hang noodles on his ears, but does everything for the good of the People and the prosperity of Russia, is ready to "shake the old days" (by the way, I write about this and speak constantly):
-And in battle and labor feat!

But such a Leader is not to be seen on the horizon yet ...
And the "clearing" has been thoroughly cleaned.

It is very dangerous! So all current social and political institutions are aimed specifically at filtering the right people .. When was the last president in the USA who decided something? They say that he was Kennedy .. In France there was De Gaulle, in England Churchill .. Which of the public politicians now at least something really decides? There are no such! Loners like Gaddafi and Hussein are all .. Only Fidel, Kim and Assad are left .. But on a global scale, they don’t call anyone .. In China, everything is rather muddy and they didn’t seriously deal with it, now on the agenda the destruction of Russia is the main task , it is she who is the key to world domination! I’m sure a second person similar to Putin will not be allowed to enter power! This one somehow turned out to be there by a miracle .. So I ask myself all the time ... for what are all these liberal reforms in RUSSIA ... what is the ultimate goal ... after all, they are not building communism ...

A clean market in which not only money, natural resources and the results of intellectual activity become a commodity, but also people themselves (up to determining their physical fate - not adapted? die), this is not even a mutation, but atavism, deviation.

As soon as the liberals, looking at the USSR, discovered the advantages of a planned economy (not elevated to absolute), they immediately began to introduce it at home. And we, as before, are hooked with all sorts of outdated and completely rotten concepts.

Stalin, without any foreign investment, somehow industrialized the country, and at an unprecedented rate in the west. Without any invisible hand of the market.

The objective laws of the development of the country require the abandonment of the mossy market mechanism and the enslaving dogmas that were once imposed on us by the former editor of the Kommunist magazine Yegor Gaidar at the suggestion of American advisers.

Indisputably. Especially considering the fact that "classical" market mechanisms, in their pure form, have not worked for a long time, even in the West. There are tons of examples. when "principles of fair competition" are openly violated by US corporations, even with the assistance of the US President.

Even in 2007, when Broadcom filed a lawsuit against Qualcomm, the president was silent, although the ITC decision could significantly affect the entire mobile device industry.

What is the conversation about? About a market economy - so we don’t have it!
The market economy implies precisely commodity - money relations. In the absence of goods and the impossibility of their production, the mechanism is simple - take a loan for the purchase with subsequent resale of the import. Moreover, the difference in the purchase price - the sale takes into account the repayment of interest on the loan.
Loans are also taken from the outside, if not by entrepreneurs, then by the banks in which they are credited.
Thus, our entire economy is built on the use of the money of the "potential enemy" and brings profit to him, the sworn. And here the profit is made by the one who is satisfied with the percentage of the circulating capital. If this turnover is expressed in a very ambiguous number.
Therefore, the people have no money. We are not the right size investors.
Hence the wild tariffs for housing and communal services and others, since an easy payment is really not enough for anything. Even for "decent salaries" to the management of housing and communal services.
Therefore, a system has been created for pulling out everything that people can pull out from people. For everything at all.
And while our economists will work in the interests of the Fed and the United States, no change of government can solve the problem. It will just get worse with any breakdown of the system.

"About the market economy - so we don't have it"! What do you mean, then that Russia supplies 500 billion for export - oil and gas only 90 billion of this amount? "In the absence of goods and the impossibility of their production, the mechanism is simple - take a loan for the purchase with the subsequent resale of imports" - and fly into the red with unsold products bought with a loan in foreign currency - the repurchase and sale of imports at the current ruble rate - the number is very rotten. Our profit is made by those who are engaged in business with their heads and with turnover by no means with a large number. “That is why the people don’t have money” - which people have no money? - "The team is quite motley" - if you are talking about workers, then their salary varies from 20000 rubles to 500000 rubles per month - depending on the place of work and experience. Wild tariffs for housing and communal services due to the fact that most of these firms are "left to work." "And as long as our economists work in the interests of the Fed and the United States," we have a total investment in American securities of $ 82 billion - if our economists really worked in the interests of the Federal Reserve and the United States, then Russia's gold and foreign exchange reserves would be there, for example - China's investment in the US economy is 3640 billion dollars.

Labor productivity in the country is low because all profits of existing industries leave the country in the form of payments to shareholders paid to efficient managers of high wages who are also spent in the west. From the activities of enterprises in the country remain unpaid taxes, unpaid salaries, and losses. In Soviet times, enterprises developed when the profits remained at the disposal of the enterprise, they were enough to develop production.
State-owned enterprises should not be privatized, but nationalized, profits should be directed not to the salary of managers, but to the development and automation of production, then labor productivity will increase. Managers from state-owned enterprises should be removed and replaced by production technicians, the only way to raise industry and achieve economic growth.
The Ministry of Economic Development understands only how to make the indicators nominally high, for the growth of the economy they accept a situation where the output is less and the price is higher. In fact, our economists have minimized their work, they do not bother with issues of increasing output, increasing labor productivity, etc. They dropped the ruble exchange rate, sent money to the United States, that's all the work. It is calculated that having bought dollars at a rate of 30 rubles for $, and having returned at a rate of 80 rubles. for $ they will receive 2,5 times more in the budget. That the purchasing power of the ruble will fall by the same 2.5 times they don’t care about, as well as the fact that at one not the most beautiful moment our money simply will not be given away, it will be frozen, arrested (you can always come up with an excuse), or you can only sell these reliable securities at half price of purchase. And each of these options is becoming more realistic. England over there rushed to find out the origin of Russian deposits, while she requested documents, she was left without money, Russian deposits disappeared, I came to my senses, but for now. The West is economically strong because it develops with the money invested in its economy from other countries. And in the economy of the Russian Federation there is no money for the development, everyone works to the west.

Where it is low and where it is high - do not rake everyone with one bucket. "All profits from existing production facilities leave the country in the form of payments to shareholders paid to effective managers of high salaries, which are also spent in the West" - but this is no longer true - again, not all profits of production and not all profits - most of them are stored in Russia And most of the shares of all companies are located in Russia - and it is now a very risky business to withdraw capital abroad - they can arrest all property and accounts under any pretext.
