This was made during the presentation of the book “Psi-war. West and East ”, which I happened to attend (“ psi ”- because in the scientific world this Greek letter is used to denote paranormal processes and abilities). At the same time, the former deputy chairman of the KGB of the USSR, who was sitting not far from Melent'ev, was retired Major General Nikolai Sham, shaking his head in disapproval confirming his agreement. Both participants in the event are two of a dozen authors of 530-page work, which was published simultaneously in Russia and the United States. Among other “noted” on the pages of this volume is the former head of the top secret Expert and Analytical Department of the General Staff of the Armed Forces of the Russian Federation on unusual human capabilities and special types of weapons, retired Lieutenant General Alexei Savin; Edwin Charles May, the last director of the Stargate extra-sensory intelligence program of the US government; who led the study of extrasensory perception, as well as the training and operational work of psychics in the Ministry of Internal Affairs of the Russian Federation, Doctor of Medical Sciences, Professor Col. Vyacheslav Zvonikov; a psychologist, a once highly classified psychic, an expert in energy-information diagnostics, Valery Kustov; physicist and psychologist, director of the project development department of the basic research laboratories in Palo Alto (California), doctor of humanities Victor Rubel; former CIA agent, psychic Angela Ford.
As you can see, these authors of the book (as well as their other co-authors) are not home-grown “visionaries” and not participants of psychics that are popular nowadays, but in the recent past high officials of special services, the very existence of which and the intricacies of their professional activities were known even to those departments where they worked. As noted in the press release of the media center where the book was presented, “these people have real achievements in intelligence activities, in the fight against international terrorism, in creating training programs that allow ordinary people to develop supernormal abilities”. By the way, introducing Colonel Melentyeva, the presenter noted that “Viktor Anatolyevich is endowed with a completely unique talent and at one time was directly related to the fact that the head of Ingushetia, Yunus-Bek Yevkurov, rose to his feet.” 22 June 2009, an assassination attempt was made on Yevkurov, as a result of which the President of the Republic was seriously injured. Melentyev's method allowed a miracle to happen - in the middle of August of the same year, Yevkurov returned to his duties as head of the region and manages him to this day.

As the doctor of technical and philosophical sciences, Lieutenant-General Savin told, at the end of Gorbachev's perestroika, the head of the Soviet General Staff, Army General Mikhail Moiseyev, on the proposal of the KGB of the USSR and personally General Sham, decided to create a special group named the military unit 10003. It consisted of only 10 people, and Savin, a colonel at that time, was assigned to lead her. He had direct access to the Chief of the General Staff. The level of secrecy was set to the highest. Suffice it to say that even the ministers of defense, one after another replacing each other, were ignorant. Each year, 4 million dollars were allocated for research and equipment purchase, and the Minister of Finance of the USSR Valentin Pavlov (later became chairman of the government) personally developed the financing scheme, and it operated until the end of 2003.
The 10003 military unit (in 1997, it became the special administration of the General Staff) was formed in opposition to the work on psy-war already being carried out overseas. “The group had three main tasks,” said Savin. - The first is to search for people with extraordinary abilities in order to use them in the interests of state and military administration, intelligence and counterintelligence. The second is finding out the reason for the nature of such talents. For what? To be able to teach this to other people, to ultimately surpass our American opponents. The third direction is the extensive training of servicemen and representatives of special services, primarily the KGB, who are capable of giving detailed information about a person, about the location of the target, about the places of military patrols of American submarines and so on.
The former head of the Expert and Analytical Department of the General Staff also announced for the first time the name of the program, which was conducted by the military department since 1989, “Phoenix”: “Its participants, including men and women, took the most direct part in the events in Chechnya and in all other hot spots which took place from 1992 year. All of them have a lot of state awards. Let’s say for the fact that in the course of the anti-terrorist operation in the Chechen Republic, many caches with weapons, to find minefields, which no technical intelligence could determine, and most importantly, the shelter of the militants. " The former head of the military unit 10003 cited as an example “the representative of the weaker sex with very strong qualities”: “This is Valentina Sidorova present in the hall. She had her own specifics, she came to us from the KGB and caught spies. Well caught, well-deserved awards adorn her costume. ” By the way, Savin himself, among other regalia, has on his chest and the Order of Courage.
According to the general, during the 20 years in one of the academies of the Armed Forces, officers of the relevant training were trained. However, a few years ago, this academy was disbanded, and this course was completed. The speaker expressed the hope that it would be possible to arrange such training in another academy.
REAL STAR GATES
In turn, Edwin May, who led “Stargate” for 10 years (and he is a very famous nuclear physicist in the US, who led a group of scientists who collaborated with the Pentagon and the CIA, even included Nobel Prize winners) as American psychics revealed at least two significant Soviet secrets of their time.
So, in September 1979, before the parapsychologist Joseph McMonigle, two envelopes were put - one in the other: in the internal - a picture taken from a reconnaissance satellite of a certain “suspicious” impressive size of a building in Severodvinsk. The American visionary (that’s what the military psychics were called in the States) in California, with a palm of his hand, determined that a huge (with an 9-storey building) submarine with a double hull, which is two or three times larger than any submarine of times, is being built under the shelter roof World War II. Another example of the operational work of American far-sighted: detection only by the named geographic coordinates of a radar station (obviously, such as “Don-2Н”) in the Moscow region. In this case, the person to whom this task was entrusted did not begin to draw an object “seen” for many thousands of kilometers (he had no idea that the longitude-latitude was “somewhere near Moscow”), but he molded it from clay — a small truncated pyramid. It is curious that both the Soviet-Russian program “Phoenix” and the American “Stargate” were closed almost simultaneously. At the Pentagon, May was explained that since the main enemy of the United States on the world stage, the Soviet Union, had disappeared, the need for psi-war preparation was no longer necessary. The 10003 military unit was liquidated by the then Chief of the General Staff, Yury Baluyevsky: on the one hand, this was explained by the lack of funds for combat training, on the other - they did it in the manner of America.
Another thing is surprising: how fast our programs and transatlantic participants in the programs mentioned (they are also the authors of the book “Psi-wars”) were allowed to talk about more recent matters of super-secret importance. In fact, there was no known “statute of limitations” (say, 10, 20 or 50 years). Already in 1995, Edwin May visited Russia for the first time and already then met with General Alexei Savin, who was still acting (he retired from the army in 2004). They discussed the possibility of organizing joint activities aimed at combating international terrorists. May still believes that if the United States, together with Russia, managed to create a common antiterrorist group with the involvement of farsighted (psychics), it would be possible to avoid many troubles and prevent such a proliferation of the "Islamic state" (an organization banned in both the US and Russia). ).
At the presentation, the NVO correspondent wondered why in the story of Colonel Melentyev he heard cynicism in a certain sense when he spoke about “opening an account” with our aircraft shot down in Syria and the helicopter shot down. The second question, which we managed to ask: was at least one domestic psychic “grown up” in the group of General Savin, similar to those in the United States who discovered the Shark super radar and the radar station? However, in the presented book there are numerous examples of how domestic psychics worked effectively. For example, Valery Kustov, working on the instructions of the special services at the Rostov NPP (this caused proximity to the Caucasus), revealed in an extrasensory way several defects that could lead to an accident of varying severity. And one of them could not be found without a special study, which was not planned, but was carried out after the recommendation of Kustov.
