7 myths about the service in a scientific company

69
About a year and a half ago, I decided to serve in the army. At that time, I almost turned 26, I had a diploma of higher education with the qualification “Information Systems and Technologies Engineer”, graduate school without a thesis defense, as well as entrepreneurial experience in IT and work in the Russian education system. There was no official reason for a postponement from military service, and before me there was a choice that many young men of military age face - “wait” for a year and a half, essentially hiding from the military office, or honestly fulfill their duty to the Motherland. I chose, of course, the second. I decided on a specific direction rather quickly: special units recently created in the armed forces — scientific companies — were actively discussed in the network. Since I had considerable research experience, I submitted an application and received confirmation almost immediately. From that moment began my army story.

7 myths about the service in a scientific company

Immediately, I note that the army was not at all what I imagined. She was much better. The problem is that military service in general, and in scientific companies in particular, is shrouded in a dense curtain of various myths and stereotypes, which it is quite difficult for a person who has not passed this school to understand.

Scientific companies today are on the informational agenda of regional and federal mass media - the interest to them from potential candidates continues unabated. Basically, they wrote this text. I hope he will help to take a balanced and the only right decision. To do this, first of all, I will try to dispel the most common myths about military service in scientific companies, relying solely on my own experience. But first you need to understand the general stereotypes about military service.

On the "army mythology"

In 2000, the comedy of the Roman Kachanov “DMB” appeared on the country's screens. The film instantly became a “national hit”, and the script of Ivan Okhlobystin, delicately absorbed the best of army folklore, was immediately taken to quotes. One of my favorites:

- And then I will not take the oath!
- Eh, my friend, you are young ... You do not choose the oath, but the oath chooses you!

Watch the ups and downs of the fate of the heroes of the film, which did take the oath, fascinating and sometimes very funny. But just what - to observe. To become such a “hero” in real life, no one from those who watched the movie, frankly wanted to.

My generation, born in the late eighties, had a perceptible and extremely messy idea of military service: fathers served in the army of a state that no longer exists on the world map, senior comrades from neighbors' families were called up in the nineties - a difficult time for the country, which Unfortunately, it affected the general condition of the armed forces accordingly. The picture of the conscription service consisted of scraps of Soviet jokes in the “dig from fence to lunch” style, and a large number of folk stories retold “word of mouth”: from completely idiotic, like painting garrison grass and building general dachas to frankly frightening - about the non-statutory relationship that caused the terrible tragedies. Generously flavored with the same type of newspaper headlines about the military incidents of the beginning of the two thousandth - this picture looked both stupid and scary. The army was a place where a normal person could not be exactly. Parents did everything possible and impossible, so that their sons never in their life faced with the army reality, so it is not surprising that over time a common opinion was formed in the society: "either poor people or fools serve in the army."

The vector of public consciousness began to change several years ago - the Armed Forces of the Russian Federation were significantly transformed, leaving most of the systemic problems in the past. Nevertheless, the struggle with the entrenched stereotypes regarding military service continues, and scientific companies in this struggle are the most powerful "weapon”The formation of a positive image of the Russian army, which affects the destructive“ army mythology ”as exactly as the Caliber missile system destroys terrorist bases in Syria.

Myth 1. "Scientific companies don't need armies"

Nevertheless, “scientific companies” are not a PR project, as some media often try to present it. Scientific companies, in the first place - one of the effective personnel mechanisms, significantly contributing to the modernization of the Russian army.

As is known, one of the key vectors of the army reforms set by the country's leadership is the improvement of the defense-industrial complex - the corresponding federal targeted program for the period up to 2020 was adopted simultaneously with the Russian State Arms Development Program for the 2011-2020 years.

The basis for the development of the military-industrial complex, which allows maintaining the growth of key performance indicators, is systematic work with personnel. The key task in this aspect is to attract qualified engineers in the field of production, which are closely related to the military-industrial complex.

Given the characteristics of modern armed conflicts, one of which is the widespread use of information technologies, as well as taking into account the state military doctrines of developed countries, primarily the member countries of the North Atlantic Treaty, based on the concept of network-centric wars, it can be concluded that in the effectiveness of the use of armed forces and ensuring the defense capability of both a single state and military-political blocs as a whole, there will be automated control systems, various types of intelligence and precision weapons.

In this regard, issues of personnel support for advanced research projects in the development of high-tech offensive and defensive weapons, as well as the formation of a systematic approach to the creation of conceptually new "think tanks" in the structure of the Russian army that would solve two problems, are becoming topical:
1. Conducting actual military-scientific research in the interests of the Ministry of Defense of Russia.
2. Attracting competent personnel to the structures of the Armed Forces of the Russian Federation and the military-industrial complex engaged in promising military developments.

One of the approaches that make it possible to significantly get closer to solving these tasks is the mechanism for creating fundamentally new structural divisions, scientific companies, based on research organizations and higher military educational institutions of the Ministry of Defense of Russia. The idea of their creation was expressed by the Minister of Defense of the Russian Federation, Army General S.К. Shoigu at a meeting with representatives of the Russian scientific community in the Moscow State Technical University. Bauman spring 2013 year.

New divisions identified the following tasks: participation in research and development, solving applied problems in the interests of the Russian Defense Ministry, training scientific personnel for the military-scientific and defense-industrial complexes of the Russian Federation.

The unit in which I served in the military was a scientific company of the Air Force of Russia, stationed at the base of the Air Force Academy. Professor N.E. Zhukovsky and Yu.A. Gagarin, was created one of the first. The main task of the operators of the scientific company VUNC VVS Air Force (as the military personnel in this division is officially called) was the implementation of applied research in priority and future directions of development and application of the Air Force of the Russian Federation.

As can be seen from the peculiarities of the current conjuncture, the tasks solved by scientific companies are extremely relevant, and fully meet the global challenges facing the armed forces today. Thanks to these units, competent and qualified graduates of civilian universities can use their scientific potential in solving specific engineering problems to improve the defense capability of our state.

Myth number XXUMX. “In scientific companies only“ golden youth ”serve”

If by “golden youth” we mean young people, “whose life and future were mainly arranged by their influential and high-ranking parents,” then this thesis, of course, is completely untrue. At the same time, there is one peculiarity among military servicemen of scientific companies - they are all talented graduates of the best universities of the country. With me in one call served people from the MAI, MIPT, MEPI, MGTU them. Bauman and other serious technical universities - very talented and highly qualified engineers.

To get into the service in a scientific company is really difficult, but only due to the high requirements for candidates (the following are requirements for candidates for military service for a conscription in a scientific company VUNC Air Force "VVA"):

1. Male citizens of the Russian Federation aged 19-27 who have not completed military service.

2. Category of suitability for health reasons - not lower than B-4 (communication parts, radio engineering parts).

3. Candidates of the categories of citizens specified in paragraphs 4-5 of paragraph 5 of Article 34 of the Federal Law of 1998 No. 53-FZ "On military duty and military service" are not considered.

4. The presence of a high motivation of the candidate to do military service on conscription in a scientific company.

5. Correspondence of the profile and specialization of the candidate with the scientific directions of the VUNC VVS "VVA" (mathematicians, physicists, programmers, electrical engineers, etc.).

6. Propensity for scientific activity and the presence of a certain scientific reserve (participation in competitions, olympiads, the presence of scientific publications and works).

7. The average score of the HPE diploma is not lower than 4, 5.

In detail, the process of submitting an application for selection to a scientific company of the Air Force of Russia is described on the website: http: // academy -vs.rf/nauchnaya-rota/

Myth 3. “Conscription service and scientific research are incompatible”

As already noted, scientific companies are quite unusual military units. Based on the specifics facing the operators of scientific tasks, they are given the maximum "army comfort."

Firstly, the operators do not live in the barracks, but in a fairly comfortable hostel. In each room, designed for four military personnel, there is an LCD TV, two computer classes, two lounges (with drinking water, tea / coffee and a fresh press), a library, a sports area with exercise equipment and showers are available for the needs of operators. The order throughout is maintained in perfect condition.

Secondly, in order to increase the efficiency of the activity of the operators of a scientific company as part of the research work carried out, a scientific supervisor from the scientific and pedagogical staff of the VVUV VVS Air Force, who has a scientific degree, an academic title and practical experience in scientific research, is assigned to each soldier . With each of the operators, an individual research plan is drawn up for the year, which reflects both the main activities and key performance indicators, which are expressed in the number (and quality) of published research papers, reports at scientific conferences, software registration certificates, patents and so on. Everything is extremely measurable and transparent.

Thirdly, the daily routine of the operator of a scientific company allows you to fully realize your scientific potential during the year of service. In my opinion, the discipline has a very positive impact on the effectiveness of research activities. From Monday to Thursday, the daily routine in the subdivision is as follows: in the morning - the rise, charge, breakfast, morning inspection and departure to the scientific leaders; at lunchtime - eating and relaxing, after - continuing to work with supervisors; in the evening - an individual or team sport, dinner, rest (we usually watched movies, read, continued to do our research in computer classes), after 21: 00 - evening walk, calibration and retreat. On Friday is the day of studying general military disciplines, on Saturday - a park-economic day and the opportunity to go down in dismissal in accordance with the schedule, on Sunday - a day off and, again, the ability to go down in dismissal.

As practice shows, such military time management has an extremely productive effect on self-organization and planning of scientific activities.

Myth number XXUMX. "For the year it is impossible to achieve any significant results in science"

The approach to the use of the research potential of servicemen of scientific companies is built in such a way that each newly arrived operator continues the research begun by his predecessor. The emphasis on continuity allows us not to “reinvent the wheel”, but to focus on solving specific research problems under the auspices of the supervisor. Operators also conduct their research work within the framework of research and development of various categories, actively participate in conferences and scientific and technical competitions.

Among the areas of scientific research in which the operators of a scientific company of the Air Force of Russia work, the most relevant are:

• Mathematical and computer modeling of meteorological objects for solving applied problems of meteorological flight support
• Study of methods and means of protecting information and information resources from unauthorized access and destructive information impact
• Development of software-simulating complexes for power plants of combat aircraft and study of aircraft motion dynamics
• Development of software tools for determining the statistics of the distribution of interference levels at the input of the RES in the dynamics of the conflict with ground-based EW complexes
• Experimental and computational studies of processing multichannel multifrequency information in digital radar systems
• Object-oriented modeling of aerometric systems of maneuverable aircraft and the evolution of hazardous weather conditions based on radar data
• Development of software and methodological support for research of radiophysical characteristics of radio absorbing materials and coatings
• Development of simulation models of ground support facilities
• Development of software systems for the study of aircraft armament objects and methods for determining the parameters of negative electromagnetic effects

Since the creation of a scientific company of the Air Force of Russia, its operators have published more than 200 articles in scientific journals and collections of scientific conferences, issued more than 15 applications for patents for the invention, more than 35 software products and 45 rationalization proposals have been registered.

Operators of a scientific company of the Air Force of Russia became winners and prize-winners of various scientific and technical competitions, including the All-Russian Exhibition of Scientific and Technical Creativity of Youth “NTTM”, the Moscow International Salon of Inventions and Innovative Technologies “Archimedes”, the International Exhibition of State Security “Interpolitex”, International military-technical forum "Army of Russia".

Personally, during my service I published 5 scientific articles (including in WAC editions), made presentations at 7 scientific events and registered a software product, which I presented to the Supreme Commander of the Armed Forces of the Russian Federation V.V. Putin and the Chairman of the Government of the Russian Federation, D.A. Medvedev at the exhibition of the achievements of scientific companies in the framework of the International Military-Technical Forum "Army of Russia 2015".

Myth number XXUMX. "Hazing and inadequate commanders"

The notorious army "hazing", as well as low-skilled officers were far in the past. Almost all the officers with whom I had the opportunity to communicate during the service were actively involved in sports and led a healthy lifestyle (with a total dislike of bad habits), which set an example to many conscripts.

The command staff of a scientific company of the Air Force of Russia was selected taking into account the specifics of the tasks facing the unit - all officers were scientific officers of the Air Force Academy, had experience of participation in scientific conferences and competitions, among them were winners of scientific work competitions and laureates of the Government of the Russian Federation awards. Naturally, there could be no talk of any assault or disrespect on the part of officers towards conscripts. All communication was underlined professionally and respectfully.

As for relations between colleagues, the division has a mentoring system built - starting with the “course of the young fighter”, senior conscription serviceers help the “junior” comrades with everything: they learn how to properly serve in the daily outfit, hem the back door, do drill exercises and etc. In scientific terms, a similar supervision is carried out. After six months, the junior call becomes senior, and he himself helps the newly arrived guys to understand all the details of military service. The concept of "hazing" in a scientific company is completely absent. No incidents occurred during the time of my service between fellow servicemen - smart people will always find a way out of any conflict situation.

Myth number XXUMX. "In scientific companies are gaining" nerds ""

Thanks to the media, this statement has become extremely popular today. In fact, this is certainly not the case. Many of the guys who served with me in a scientific company, had sports classes, some were candidates for the master of sports, including martial arts. Practically everyone during the service, one way or another, begin to accustom themselves to intensive sports and significantly tighten their physical shape. Daily jogging, exercise and trips to the gym contribute to this.

Among other things, the soldiers of a scientific company, like other soldiers of the Russian army, serve in daily duty, go on shooting, master the necessary materials on military training. Service in a scientific company is not an alternative, but military service itself.

As for the directions of recruitment, not only programmers served in our divisions. The scientific company of the Russian Air Force includes three platoons:

1. A platoon of modeling hydrometeorological processes and phenomena, separation of high and medium pressure air.

2. Platoon of development and improvement of aircraft designs, aviation engines, flight-navigation and radar systems.

3. A platoon of information technologies, a forecast for the development of software and hardware; electronic warfare against enemy assets and assessing the reduction in visibility and protection information in the ACS.

As can be seen from the specifics of platoons, engineers of a wide range of areas can realize their scientific potential in the field of military service.

Myth number XXUMX. “Army service is“ the loss of a year of life ””

Service in the army is different, with different tasks and opportunities that it provides military conscripts. Scientific companies in this regard are a unique personnel mechanism, thanks to which talented graduates of civilian universities can sign a contract with the Russian Ministry of Defense to continue research in an officer’s rank after serving an appeal. Students, starting from the second year, can design their professional trajectory taking into account further service in the Russian army: choose the appropriate directions for their term papers and dissertations, and for graduation from high school - go to serve in a scientific company, to become an officer after forces and continue their scientific career in the development of the military-industrial complex. Taking into account the level of wages of officers, as well as the conditions that are provided to servicemen, this trend today is extremely promising.

On average, of each call, military service under the contract is about 30%. The guys are assigned to various departments engaged in research and applied research on their profile. My co-workers who have concluded the contract are very satisfied and do not regret their choice.

Returning a year and a half ago - if they asked me if I would make this choice again, knowing what the Russian army is like, I would say without a doubt “yes”. For me, this was an extremely important experience, both for a young scientist and for a defender of the Fatherland, and I can definitely recommend to anyone who for one reason or another hesitates in making a decision on military service - to make this choice in favor of the army. For the year you will get a lot of opportunities for self-realization, and most importantly - you will be able to make a real contribution to ensuring the defense capability of our state.

High technology requires trained people! This is unambiguous. And without the appropriate conditions and culture, relations of efficiency will not exist. I thank Denis for such an informative article.

Denis, thanks for the article! Excellent material - it became much clearer what kind of animal this "scientific company" is.
For my part, I can only say that modern youth has a lot more chance to prove themselves and this is wonderful.
By the way, after reading the article, with some regret I thought that I was no longer suitable for age laughing

I am a pensioner, but God sees how I envy Denis !!! Once after the Physics and Mathematics (specialty nuclear physics) having ranks in mountaineering, sambo and pistol shooting, I served as an emergency.
It was a pity, lost time and missed opportunities.

The nephew is now serving in the missile unit of the regular. Listed as one of the best. I seem to like it, but judging by his stories, this is sheer "absurdity and corruption." Rampant theft and extortion - everything that is badly lying in the open, from privates to officers, inclusive. Cable, things of colleagues, money, etc. Recruits, he says, can pull up a couple of times or three times.
Something dumb is done when you think about those who are defending their homeland today.

The article gives away political propaganda even many meters before the monitor. Maybe this product is just the same scientific company laughing ?

The approach to using the research potential of military personnel of scientific companies is structured in such a way that each newly arrived operator continues research initiated by his predecessor

That is, at first an inexperienced guy who only after something has understood and at best understood something there (which, as you know, happens quite the opposite), begins immediately to do serious scientific work. I will not say anything about efficiency ... And then the next one comes and tries to figure out what the predecessor has studied there. Imagine, Imagine. And if this is a large project and 15-20 people are involved right away?

It was also written there that the grandfather introduced the essence of the matter, but sobsno and it was like that when I transferred my urals, for a month they crawled together and explained everything, and together they repaired the car and the crane.

Ural is not a scientific work in any way. It was made by the wrong "grandfather" (what kind of grandfathers did he have?) Who graduated from the university where, at best, he was told how this Ural was made and at best he understood it, it was not unfinished, and so on.

And then the scientific work that is first conducted in the best case by inexperienced people and how they conduct it is known. In a year to finish a scientific work? If she is serious, then I doubt it. And then in their place they put new ones who will have to figure this out first, and then continue. This scheme is viable at best and has a very low efficiency even taking into account the ideal conditions. And if workers may not have specialized education and they were put there stupidly to give them work? And if they have no idea how to do this and make mistakes? And if they are all like that? Young guys, they have to study, study, study again for serious scientific work.

You, apparently, did not read carefully what was written.

First: talented graduates of the best technical universities serve, incl. those who had experience of scientific work in graduate school. They, of course, are not candidates of sciences, but the definition of "young scientists" can definitely be applied to those who have scientific publications and experience in research activities. How did you decide that they are "inexperienced"?

Secondly: the work is not carried out at the behest of the heart, but is clearly regulated in accordance with an individual plan, which is developed with the participation of a supervisor (with a scientific degree and title), and is supervised by him. After all, you wrote a diploma at a university, so you probably imagine what it means to plan and conduct scientific activities in the framework of even large projects. If not, then sad for your university.

Thirdly: no one is safe from mistakes, this is exactly what research differs from engineering work, where everything has already been developed and is accordingly regulated.

How did you decide that they are "inexperienced"?

Since it follows from age, they either did not work in their specialty, or worked very little. Large companies hunt for young talents, keep them in their composition for years, pay for additional education or study at a university, and once a person under 27 becomes an effective scientist. I’m not even going to recall where really talented young scientists actually go, at least a number of the listed specialties, and that’s why there are very few of them in state offices where they pay less and there is a common expression that a good programmer (here you can substitute any popular in the modern world specialty) can be taken in one place ... in another company.

work is not carried out at the behest of the heart, but is clearly regulated in accordance with an individual plan,

Suppose I believe that in the army and state structure it is so. Okay.

By the way, I specifically highlight my question: What is being done with projects that do not have time to complete in one year, and what problems does replacing a team cause in this case?

In your opinion, young scientists begin their professional path with production, or work in the company? I want to assure you that this is not entirely true. Typically, a person writes a diploma, immediately after - enters graduate school, where he writes a candidate, receives a degree and then on the list. Scientific research and work in a specialty is a slightly different experience. In HP there are guys who are just engaged in scientific work and scientific research, and they have experience in this.

Work on "projects" (within the framework of research or research areas of a particular department) is carried out by more than one operator of the HP, it is carried out by the teaching staff, adjuncts, and operators as well. As a rule, the work is supervised by a professor who distributes the load and tasks, so if one operator leaves, another one comes in his place, with a similar background, which continues the work of the predecessor.

Yes, this is a collective work of public relations specialists of the Moscow Region! Even reading is unpleasant.
In the past few years, the image of our armed forces replicated by the media appears in the image of the Red Army at the end of the 30s - we are the strongest, we will defeat (calibrate) everyone, we are the coolest.

And you cry, but spit on yourself, according to the old bad tradition. Well, or something else to dirty yourself. How can order be in the army, especially in the Russian one, right?

Well, some kind of hatred is inherent in the information state that our SMRAD form, but the task of people is to separate the grains from the chaff. Moreover, in this article, the author expressed his opinion. At 26 years old, it is difficult to call a person a spirit; he already has a limited life experience. The author wrote that in addition to studying at a university and graduate school, he has experience in entrepreneurial activity, and this is a good experience. If we consider the fact that scientific companies are of great importance for the Moscow Region, there is an opportunity to recruit old personnel, such as former teachers of military schools, who have academic degrees and titles.
As for hazing, personnel in the Air Force per se differ from personnel in the ground forces. But that's not the point. If the leadership of these companies understands the importance of the tasks, and as a rule, people who have an idea of scientific activity and its role in the army lead such units. Therefore, such leaders will not welcome hazing units entrusted to them. And another important aspect, there are no people from marginal strata in scientific companies. Therefore, former students will find a common language with each other even if they have different appeals. Creating a scientific mouth is a scratching measure. The country needs a talent pool that is capable of developing high-tech weapons, and also conducts research in this area. In the 90s and early 2000s, universities graduated mainly from lawyers and economists with metrologically unsound knowledge. People with such an education will not be able, with all their desire, to engage in such serious activities.

    Let's deal.

The author gives in the article the problems solved "scientific"by companies in the RF Armed Forces:

"1. Conducting topical military scientific research in the interests of the Russian Ministry of Defense.
    2. Attracting competent personnel to the structures of the Armed Forces of the Russian Federation and the military-industrial complex engaged in advanced military developments. "

"The new units were assigned the following tasks: participation in research work, solving applied problems in the interests of the Russian Ministry of Defense, training scientific personnel for the military-scientific and military-industrial complexes of the Russian Federation."

Have mercy, gentlemen! But these are tasks for military-industrial complex of the country, defined by Articles 52-53 of the "Military Doctrine of the Russian Federation" (approved by the President of the Russian Federation on December 26.12.2014, XNUMX)!

And here is the Ministry of Defense of the Russian Federation?

For the Armed Forces of the Russian Federation, completely different tasks have been set (Article 32 of the "Doctrine")!
    Do not believe me?
Do not be lazy - see for yourself!

In addition, the term "military science"has a fairly clear definition. It can even be found on Wikipedia.
And this concept does not mean at all what the author means by it and calls it military science.

The list of scientific directions pursued by "scientific" companies is certainly impressive ...
But it has nothing to do neither with military science, nor with the tasks solved by the Air Force Academy. Yu. A. Gagarin!

I myself am her graduate and I know what I'm talking about!

The main objective of the Air Force is to train highly qualified command personnel for aviation of the Russian Armed Forces (Air Force, Naval Aviation, Air Force FSB FS, etc.).
The military scientific activity in the VVA was carried out at the departments of this VVUZ only in relation to its tasks.
The students, having sufficient experience (came from a position no lower than major) in their specialty (and some military experience), solved problems associated with the combat use of the weapons that were in service.

And, believe me, no one chose a topic for the defense of the thesis "Experimental and computational studies of the processing of multi-channel multi-frequency information in digital radar systems".

This is not their specialization, given the fact that the Air Force was preparing leadership for the RF Armed Forces (pilots, staff, KPeshniks, reconnaissance, signalmen, mobsters, navigators, rear officers, etc.).

    The author himself admits:
"As can be seen from the specifics of the platoons, engineers of a wide range of fields can realize their scientific potential in the field of military service."

It would be much more useful if these "engineers" realized their scientific potential in research institutes, design bureaus and at enterprises MIC (MIC), those. would be engaged in their direct business (having previously served in accordance with the Constitution the required year of military service in the ranks of the RF Armed Forces).

This is what we are talking about! A graduate of a civilian university can go to work for a citizen and never in his life intersect with the military-industrial complex. With the help of HP, he is given an understandable and transparent personnel mechanism, how to realize his scientific potential for the needs of the defense industry and defense of the Russian Federation. Those who signed a contract with the Ministry of Defense continue to be engaged in science during the service, including in the framework of the research institute.

You inattentively read what I wrote.

The main idea: why are the tasks facing the country's defense industry solved by the RF Ministry of Defense, although it has completely different tasks (and they were approved by the Civil Code of the RF Armed Forces)?

At least read the "RF Military Doctrine".
After all, you always "confuse God's gift with scrambled eggs."

Why is the Russian Defense Ministry replacing the design bureau and research institute of the military-industrial complex?

Why is this not being done, for example, by the Ministry of Industry and Trade of the Russian Federation?

There is a suspicion that the reason is very simple on the surface: enterprises, design bureaus and research institutes of the military-industrial complex are completely private and are not capable, and they do not want to engage in scientific (engineering) activities (I do not mean military science).

Regarding the reform of military education.

They were reformed to the point that military universities are engaged in "scientific" work (with a clearly engineering tinge) instead of training officers, and civilian universities train officers in military departments, which are sorely lacking in the troops instead of training personnel for the military-industrial complex.

        Everything is turned upside down.
And what do you call reform?

This question should be addressed to Mironov Alexander Mikhalovich, head of the Main Department for Research and Technological Support of Advanced Technologies (Innovative Research) of the Ministry of Defense of the Russian Federation. I am not inclined to believe that I (or you) are more competent than him and his superiors in these matters. Or Lieutenant General Suvorov Stanislav Stanislavovich, Chairman of the Armed Forces of the Armed Forces of the Russian Federation. I think that you cannot argue with him either by rank or by level of competence. This is the problem of your internet of ours - here everyone here knows better than others how to play football, understands the economy, geopolitics and, of course, how to reform the Armed Forces.

As for my opinion, I am 100% sure that the industry must be closely connected with the direct customer, especially in the defense industry. Plus, if you are familiar with how industry is developing, science is where there are scientific schools. And in terms of the SIC, research institutes and other research institutes subordinate to the Russian Ministry of Defense, the agency has enormous potential, which it realizes in conjunction with relevant state corporations that are engaged in relevant developments. And do not worry about officer cadres - look at the competition and the number of cadets recruiting to military universities. It has been growing for several years, all is well.

Analyzing results This military "reform" can only make one conclusion: both Mr. Mironov and Mr. Suvorov (what a well-known surname, however!) are clearly not professionals and are not in their place, although they have the highest military ranks.

And for some reason you suddenly decided that before occupying their seats by these gentlemen, in their place, scientific work in the army and navy was led by incompetent people.
            Why did it happen?

In order to draw such a conclusion, it is not necessary to have a scientific degree. It is enough to simply collect and analyze all available information on this topic (i.e. just to think).

            For example.
Mr. Chubais is also a highly respected "specialist" (and many people appreciate him), but this does not prevent him from doing what he is still doing. From the same "opera" Mr. Serdyukov (because you would not argue with the Ministry of Defense of the Russian Federation?) and many others.

Status, title and money of the mind, in most cases, do not add, but even vice versa.

And where does such blind faith in superiors come from?
Where does the belief that everyone is insane around, and the bosses come and solve all the problems? He, the authorities, know better?

Additionally, for some reason you do not want to hear me.
I would like to hear your opinion on the above questions.

And again, you confuse the military-industrial complex and the Russian Defense Ministry.
The Ministry of Defense of the Russian Federation can cooperate with manufacturers (MIC) as much as you like, but why replace this defense industry with yourself?

            About the officers.
Do you really think that you can qualitatively and professionally train an officer in the military department of a civilian university?
You can raise the competition of applicants or their number arbitrarily high, but you will not achieve the desired result.
You will prepare a reserve officer, but not a career officer. Hope the difference do you understand?
An officer is a profession, not a way to "skip" military service.

As for me personally, I try to discuss only those topics about which I have at least some idea.
In the VVA them. Yu.A. Gagarina (village of Monino) were good teachers.

The RF Ministry of Defense does not replace the military-industrial complex, why did you decide? Look at least at the list of Central Research Institute and other scientific organizations of the Ministry of Defense of the Russian Federation (http://ens.mil.ru/science/SRI.htm). They were not created under Shoigu, and not even under Serdyukov, some organizations have half a century (or more) of history. Familiarize yourself with the tasks that these organizations have been solving for decades, then your ideas (about replacing the RF Ministry of Defense and the military-industrial complex) are structured a little. It's amazing that you graduated from the BBA in Monino and are not aware of what the scientific organizations of the Russian Defense Ministry are doing.

I was not talking about a competition for military departments or scientific companies, but at higher military educational institutions of the RF Ministry of Defense, where for several years now there has been an increase in both the competition for the place and the number of cadets. After all, are you aware that staff officers are trained at the universities of the Ministry of Defense? About them and speech. Therefore, officer cadres, with the most, no matter what, military profession are being prepared in large volumes and at an accelerated pace. You contradict yourself or read inattentively.

God forbid, I do not argue with this thesis. Scientific companies are not a way to deflect military service, it is an opportunity to attract young scientists to scientific research of the Russian Defense Ministry. Yes, in the officer rank, but you must understand the difference - the guys who concluded a contract with the Ministry of Defense at the end of the draft service in the HP are not going to the troops as platoon commanders. They go just to the Central Research Institute and other structures and continue to do science. This is a huge plus for both the Russian Defense Ministry and the entire defense industry.

The Ministry of Defense of the Russian Federation did not even have such a task.
Read again Art. 32 "Military Doctrine".
The municipality itself took the initiative, but there was no practical result. Rather, it is, but not as expected.
And this is a fact that is difficult to challenge.

By the way, Mr. Serdyukov also spoke in exactly the same way.
Everyone thought that only this Minister of Defense had a wonderful plan of military reforms.
And what did it all turn out to be?
                Here is a similar situation.

The head responsible for military universities and scientific work will change, and perhaps everything will immediately change dramatically.

I know what the research institutes of the RF Ministry of Defense do.
And if these organizations have been working in the Defense Ministry for decades, then what are the "scientific" companies doing in military universities?
So all these research institutes do not fulfill the tasks assigned to them? Or are the "scientific" companies doing something else? Than?

                Here is your phrase:
"And don't worry about the officer cadres - look at the competition and the number of cadets enrolled in military universities. It has been growing for several years, everything is fine."

I just answered you this statement.

You probably enlighten me in which of the military universities and in what specialties is the recruitment of cadets? AND sufficient Is it for MO?
                Can list?

Judging by the site of the VUNC VVS "Air Military Academy named after Professor N.E. Zhukovsky and Y.A. Gagarin" there don't cook military pilots, navigators, OBU, rear officers, mobsters, staffers, etc.

And who is being prepared there?
Meteorologists, IAS, EW specialists and the management of mysterious daily activities.

Again, interfere with everything in a bunch. You asked why the tasks facing the military-industrial complex are being solved by the RF Ministry of Defense. I pointed out to you that since special units have been created in the structure of the Ministry of Defense of the Russian Federation that supervise research work, and also for decades there are specialized research institutes in which serious scientists work, it means that this obviously makes sense. Again, you are extremely careless about the study of information. If it were otherwise, then you would probably pay attention to the fact that the structure of the VUNC VVA Air Force includes, for example, the Chelyabinsk Higher Military Aviation Red Banner School of Navigators, where the latter are trained, there is also the Borisoglebsk Air Force Base, equipped with training Yak-130.

What kind of air force: there is a wonderful site of the Russian Ministry of Defense, it is written about universities, and about research institutes and training personnel, study, no one forbids it seems.

If there is a network of scientific research institutes and research centers of the RF Ministry of Defense, which (according to you) are doing what you did in the "scientific companies", then why were the "scientific companies" created?
Why did the "talented scientists" not go to work at the Scientific Research Institute of the Ministry of Defense immediately?
Apparently their qualifications are not high enough?
Or, on the contrary, is it so high that it’s shameful to go to the research institute?

Why are these companies attached to the military education system?
The network of research institutes is not enough? After all, serious scientists work there?
The answer is one and the reason is one - urgent service!
                    "That's where the dog rummaged."

Nevertheless, it’s a pity that you still did not understand the difference between military science and technical sciences, although you should have enough education.

Your mention of "talented scientists" in the "scientific mouths" raises doubts and even surprise.

                    Who defined their talent? You?
                    What are the criteria?

Oh well. Let's say that one of the "scientific" conscripts has some talents.
Then what are the specific results of their work (service) in these companies?
Not a topic on which they "work", but at least completed dissertations, scientific works, design developments!
In short, the specific results of their useful activities for the benefit of the Moscow Region?

                    On admission to military universities.
I don’t even want to comment.
For a year of service, you, apparently, are simply behind the times and are not aware of the "harsh" reality.
Since in 2015 the number of cadets was reduced by 3 thousand people.
Of course, the reasons for this are called different.
But we have a mind with which we can think and draw conclusions. Is not it?

I bring to your attention that in the former ChVAUSH today training is only carried out in 2 specialties:
                    - engineer for flight operation of aircraft (pilot)
                    - organization of the use of airspace (OBU, ShN)

The amount of recruitment is unknown, but there is a suspicion that it is not enough to recruit the relevant posts in the RF Armed Forces.

Apparently our further discussion is useless.
You do not know how to listen to the opponent and conduct a dialogue.
You give very broad answers to the facts and questions presented to you (like links to the website of the Ministry of Defense of the Russian Federation, ChVAUSH or to the authorities).

So I wish you success in your scientific work (do not confuse it with military science - at least remember this!).

                      Don't you like being criticized?

Come on, sir, you are not criticizing me, but the leadership of the Ministry of Defense of the Russian Federation, and for some reason you think (unreasonably, as I think) you are more competent than people in responsible positions just because you "know how to think" (and at the same time tendentiously present a set of disparate facts for some analysis). Well, let's skip this point - for the Internet this is a frequent occurrence. As for my comments, I was just trying to hint to you that your baseless subjective position based on "the ability to think" is not an insufficient argument for criticizing the work of structures in which very distinguished scientists work.

                      Quote: aviamed90
Why did the "talented scientists" not go to work at the Scientific Research Institute of the Ministry of Defense immediately?

The answer is very simple: not everyone today understands what opportunities are open to them in realizing their professional path in the structures of the RF Ministry of Defense. Scientific companies are just killing two birds with one stone: they provide an honest opportunity to fulfill their duty to the Motherland and acquaint those who could never in their life have crossed paths with the defense industry with research activities in their profile. And many, after a year of service, decide to continue this path, because it opens up a lot of opportunities. In addition, many military research institutes do not get to "from the street", you should know this very well. HP, again, is a framing mechanism for these structures.

Then what are the specific results of their work (service) in these companies?

You read poorly, you are already tired of talking about it. The article specifically shows how many scientific papers, patents, and software registration certificates were prepared by operators in less than two years. This is a very good indicator. In general, for NR - look at the annual report of the RF Ministry of Defense (you should have got acquainted with it, since you are interested in the military sphere), there are even more detailed statistics for all such units. Well, or look at the results of such sites as Archimedes, NTTM, Interpolitech, etc., where operators also won prizes with their projects. Or do you think that all these sites also lack expertise?

Since in 2015 the number of cadets was reduced by 3 thousand people.

You are absolutely right, but we were talking about the dynamics! Instead of 14 thousand, they will gain 11 thousand, which is still many times more than in previous years. And the reduction in recruitment is precisely due to the fact that the personnel deficit has been eliminated. So says the Minister of Defense, and, again, I am more inclined to believe him than you, in the part where you questioned the sufficiency of the set for the current need.

Quite right. It is difficult to conduct a dialogue with people who operate not with facts, but with "the ability to think", and interpret information in an extremely biased manner. But, this is normal :) In general, it's funny that such a format of discussions still exists on the open spaces of the Russian Internet, I already thought that everyone had switched to social networks, but the good old forums are alive, and this is great, there is where to take my soul away :)

It is hard to disagree with many of your arguments. But one of them raises some doubts:
              Quote: aviamed90
Do you really think that you can qualitatively and professionally train an officer in the military department of a civilian university?
You can raise the competition of applicants or their number arbitrarily high, but you will not achieve the desired result.
You will prepare a reserve officer, but not a career officer. Hope the difference do you understand?
An officer is a profession, not a way to "skip" military service.

Even here, in this phrase, everything is correct, except for the nuances. In the 70s-80s at MVTU im. Bauman was trained at the military department by reserve officers (namely reserve!) For the country's air defense forces, in particular, much attention was paid to the training of officers for the S-200 air defense system and officers for the operation of the ACS of the anti-aircraft missile brigade / regiment. About 15-20% of my fellow students after graduation were called up for two years as lieutenants in the military specialty. Some of them remained in the army, not being, as you say, personnel officers. But on the issues of operating equipment, they all gave a hundred handicap points to most regular officers. But they also graduated from very decent military universities in this particular specialty.
Now in the army the equipment is much more complicated. And for its use, operation, very competent specialists are simply needed. Some of these specialists can be graduates of civilian universities of the corresponding profile.
Both the experience of training such specialists is available, and the experience is successful.
And initially, people of a corresponding orientation go to military universities. I don’t know how it is now, but 30-40 years ago, the bulk of the training and the level of development (not physical, of course) of the average student of a prestigious civilian university was significantly higher than the same military student. And there is no need to talk about the level of knowledge of graduates of a prestigious civil and military university - it is clearly higher for a civil graduate. I don’t think that now the situation has changed significantly. So why not use the potential of such trained specialists in the army? Naturally, military departments should not be in all universities, but in a narrow circle of universities that have an appropriate base for training, and also whose civilian specialties overlap or are close to the military necessary for training.

You make it sound like it’s something bad. If we turn to the definition given by comrade Tsuladze, "positive propaganda performs educational and informational functions in society. It is carried out in the interests of those to whom it is addressed, and not a limited circle of interested persons. Positive propaganda, unlike negative, does not pursue manipulative goals."

If information in an accessible form reaches a specific target audience, then what is bad about it? That's right - nothing.

All this is fun and good. Just let me ask a question: what was the cost of the entire military engineering fraternity of the USSR when it was falling apart? It is certainly necessary and useful to involve young "physicists" in military science, but when will it come to the humanities? Have they really forgotten how two dozen humanitarians in the 90s smashed the USSR and Russia under the surprised blinking eyes of the "physicists", and sometimes even under their ... th but technically verified systemic approvals?

Extremely positive attention to the graduates of the Moscow Aviation Institute, Moscow Institute of Physics and Technology, Moscow Engineering Physics Institute, MSTU. Bauman. Just until the country has its own humanitarian ideological school, independent sociology, political science, until the philosophy of the new Russian state is outlined and the fighters of the ideological front are brought up, all these geniuses from the drawing board will be doomed over and over again to destroy what was created and restore what was lost. "Physicists" fly rockets and build machines, while humanitarians build "physicists" in columns and control them.
Look at Scakland. This is what humanities professionals can do with the country. I think you understand that with a stranger country.

And if we do not learn to win ideologically and ideologically, no modern weapon will save us. It's just that at hour "X" no one will give the order.

In fact, not everything is as smooth as in the article. If you plunge into the household, then it is not so rosy. But, of course, easier than usual urgency. And most importantly, the most important advantage, in my opinion, is a great time for self-education. It is not punished, but even encouraged. Do you want to learn languages, do you want to write code, and if you want - pull up the physical. It would be a desire. Well, they would feed even better :)

I don’t know what is in your concept of "hard days". Someone without orange juice and a jacuzzi in the mornings is hard, but for someone and a march three times a week from the rise is a pleasure. And I see no point in describing "everyday life" - it has nothing to do with the matter and does not affect productivity from the point of view of the tasks facing the unit, and the one that does and affects (in terms of material support and living conditions) is described in the article as is quite intelligibly.

I liked the article very much. One feels that it was written by a man who was keen on his work, who liked the place where he was, with whom he was and what he was doing.
I do not understand skepticism and distrust. Will you really be enthusiastic about your achievements, or interesting places you've been to? or about your best friends you will not have bright and beautiful words?
At one time he worked at a research institute. And I can just brag for hours about the people I worked with, brag about what we were doing .. Although the conditions were not so hot - the period was like this, everything fell apart - but it doesn’t even come to mind. I remember only the good.
It's very simple: an article looks like propaganda only because we are used to hearing about the merits only in advertising, which we no longer fully trust. And here - an interesting comfortable urgent service - and this is really a rarity now. Those who served urgently, of course, know about "comfort", about "balanced" nutrition, about "fitted" clothing and "polite" commanders who "Always turn to us on YOU: You $ boo, I'll dry it .." everything is different here. And that's great.

Not in any way. For everyone, it (HP) is different here. Someone comes to continue what he was doing before being drafted, someone, who at one time did not enter a military university, purposefully comes to receive the first officer rank, but someone else to spend a year profitably as for himself (self-education and obtaining skills that will be needed in further activities in "civilian life") and for the fatherland (to solve those applied problems that are posed before the conscription in the HP). Basically, these reasons cover 90% of the people who came. Of course, there are those who need only greenhouse conditions and applied problems are solved by other people from outside. There are those too. The selection mechanism, unfortunately, is not completely perfected. But that is why he is a pilot project. HP is just getting started. What will happen next - we'll see.

For almost 10 years I served as an officer in the combat units of the SA Air Force and it was connected with the maintenance of combat aircraft. There are few soldiers in the aviation units. And the plane is a collective weapon, which the general military men could not understand. We were forced to paint shoulder straps with bleach. technical jackets and fastening the stars; to wear a field uniform and boots in the heat under the technical equipment on the plane ... But we did not have `` bullying '' among the soldiers who worked on the equipment. I will open a recipe for combating this evil: if a soldier is busy with business and plows, so in the evening falls into bed; if he respects his work and the work of his comrade; if he knows his importance for the common cause, there will be no hazing. And vice versa, if he is not busy with work, put at least 3 officers over each, the result will be clear ...
